The Gregg Township Planning Commission meeting was held on Monday, August 1, 2016 at the Old Gregg School Community and Recreation Center, Room #106 with the following members present: Chairman Chris Kunes,  Doug Bierly, Keri Miller, Mike Arthur , Jane Scheuchenzuber and Don Myers.  Others in attendance: Secretary Jennifer Snyder,  Zoning Officer Mike Lesniak, Catherine Smith, Joel Myers, Charles Stover, Lacey Auman

 The meeting was called to order at 7:00 p.m. followed by the group reciting the pledge of allegiance.

CITIZEN COMMENTS NOT ON THE AGENDA  No comments at this time.


Board of Supervisors Report:  Mr. Bierly reviewed the June 2016 Board of Supervisors meeting minutes.  Meeting Minutes were not completed for  the July 2016 Board of Supervisors meeting.  Mr. Bierly asked Ms. Miller to report on the WPSU Our Town project featuring Penns Valley.  She mentioned the recording has taken place and it will air sometime in September during their fundraising campaign.  They were pleased with the number of people who turned in videos and participated in the filming.


Zoning Officers Report:  Mr. Lesniak reviewed his report with the planning commission. He has been to two trials for  court violations, one for 144 Ross Hill Road and the other for 116 Toolshed Lane/130 Cooper St.  Both defendants were found guilty and fined. The magistrate does not have injunctive power and cannot force the property owners to clean up their properties, however  he advised each defendant that any future conviction would result in severe fines and significant chance of jail time.  



Approval of Meeting Minutes:  Mr. Arthur made a motion to approve the June 6, 2016 Planning Commission meeting minutes.  Second by Mr. Myers. No further discussion. Vote in favor was unanimous.  6 – 0.



Old Roller Skating Rink, State College Roller Derby: The State College Area Roller Derby is interested in purchasing the property at 271 Brush Mountain Road. This property is in the agricultural district.  A conditional use in the agricultural district as stated in Article 3.C.1 in the zoning ordinance allows for public or semi-public outdoor recreational facilities and/or services.  After a brief discussion, Mr. Myers made a motion to recommend to the Board of Supervisors that they make an amendment to the zoning ordinance Article 3.C.1 to read Public or semi-public outdoor and indoor recreation facilities and/or services.  Second by Ms. Miller No further discussion. Vote in favor was unanimous. 6 - 0



The correspondence was reviewed.



Mr. Rod Beard came to the July Board of Supervisors meeting. He will give the BOS his proposal to finish our codification. This will be discussed at the August board meeting. 





Mr. Bierly would like the Planning Commission to help develop a driveway permit ordinance.  He would like everyone who paves an existing driveway to get a permit so that it is installed correctly and will not damage any of our roadways.  Mr. Kunes pointed out that we already have a specifications in the zoning ordinance. Mr. Bierly would like to planning commission to review this and expand it where it may be needed.  It was suggested we look at College Township or other townships for  a model ordinance to follow in this regards. 



Ms. Scheuchenzuber  made a motion to adjourn 7:41 p.m. Meeting adjourned.  

The next Planning Commission meeting will be held on the second Monday in September due to the Labor Day holiday.
