The July 6, 2015, Gregg Township Planning Commission meeting was called to order by Chairman Chris Kunes at 7:00 p.m.

 CITIZEN COMMENTS NOT ON THE AGENDA:  No public comments at this time.


Zoning Officer’s Report Mr. Lesniak reviewed his monthly report with the commission.  The Mount Nittany Medical Center Penns Valley clinic is proceeding with construction and things are going well. They hope to open by the end of October. The Family Life of Penns Valley church was given the go ahead to commence construction. 

Board of Supervisors Report The Board of Supervisors meeting minutes from June 11, 2015 and special meeting minutes from June 16, 2015 were discussed.  Mr. Bierly reported the board voted 2 -1 not exercise their first right of refusal for the right of way on the Kauffman property. The board also discussed the codification and are still waiting for the health of Mr. Rotz to improve so that we can move forward.  The Planning Commission discussed the ordinance that was approved earlier in the year to allow two stick built homes on one parcel. This ordinance was going to be adopted with the code.  Because of the length of time it may take until we can get the code finalized, Mr. Myers made a motion recommending to the Board of Supervisors that they take action and move forward the draft ordinance that was previously approved by the Board which would allow for two stick built homes on one parcel. Second by Ms.Miller. No further discussion. Vote in favor was unanimous. 6 – 0

Rails to Trails The Board of Supervisors made the decision to forgo submitting a grant for a bridge for the Rails to Trails project for this funding cycle. They will try again next year for possible funding for a bridge to access the trail.


Source Water Protection Plan Mark Stephens, DEP, presented the draft source water protection plan to the water authority at their June meeting. Members of the water authority would like to meet with those on the steering committee so that we can move this forward. The planning commission would like the water authority to be invited to their August 3, 2015 meeting for this discussion. Ms. Snyder will extend that invitation.

Approval of Meeting Minutes: Mr. Bierly made a motion to approve the June 1, 2015, Planning Commission meeting minutes. Second by Mr. Arthur. Vote in favor was unanimous. 6 – 0

Property Maintenance: The Board of Supervisors asked the Planning Commission to look into extending the village Property Maintenance Ordinance to other parts of the Township. Discussion took place. It is recommended that any development with a home owners association should utilize those associations for property maintenance issues.  Mr. Myers made a motion to recommend to the supervisors that no further property maintenance regulations be passed for other parts of the township outside of the village. Second by Mr. Seay. No further discussion. Vote in favor was unanimous. 6 – 0

 SUBDIVISION/DEVELOPMENT No subdivision and development items on the agenda.

CORRESPONDENCE The meeting correspondence was reviewed.

 ADJOURN Mr. Seay made a motion to adjourn 7:46 p.m. Second by Mr. Bierly. Vote in favor was unanimous. 6 – 0
