Call to Order: Chairman Chris Kunes called the Gregg Township Planning Commission meeting to order at 7:05 p.m. followed by the group reciting the pledge of allegiance.

CITIZEN COMMENTS NOT ON THE AGENDA:  No public comments at this time.

Chairman Kunes moved the Zoning Officers Report and the Subdivision and Development Items to this point in the meeting.

Zoning Officer Report: No written report was presented as Mr. Lesniak has been out of town. Mr. Lesniak reported that after reviewing the permit application and the reviewing the zoning requirements for the property on 119 W. Firehall Road, Mr. Lesniak has sent a denial letter to the owner of the property. The owner is looking to put a small mault processing plant and a business, such as this, does not meet the zoning regulations for the Village Commercial District. It was reported that he has filed for an appeal to Zoning Hearing Board to present his case. This hearing will take place on May 7, 2015.


Mount Nittany Health Center- Penns Valley Medical Center: Keith Gindlesperger from the H.F.Lenz Company and Vinnie Pietrolungo from JPT Architects gave a brief presentation. They presented the current land development plan for the property.  Mr. Gindlesperger gave a brief overview of the proposed changes. Mount Nittany received review letters from Mr. Anson Burwell at the County Planning Office and Mr. Don Franson, Gregg Township Engineer.  They have addressed all comments from both of those letters. They are requesting a letter from our Zoning Officer giving them permission to move forward and stating that it meets our zoning ordinance. The Community On-Lot system has been approved by DEP and the township sewer enforcement officer. A check for $15,000 will be forthcoming from Mount Nittany to hold in escrow for this system. Ms. Scheuchenzuber made a motion recommending the Planning Commission approve the land development plan as presented with the following conditions. All requirements from the Centre County Subdivision and Land Development Ordinance are met. The Zoning Officer provides written approval and Mount Nittany acknowledges that the Sewer Enforcement Officer and the Gregg Township Planning Commission will need to sign off on these plans at the completion. Second by Mr. Seay. No further comments. Vote in favor was unanimous. 6 – 0  

Family Life of Penns Valley: Stan Wallace from Nittany Engineering presented the board with the Land Development Plan for the Family Life of Penns Valley. The property is located on Rt. 192 and Ridge Road. They are looking to build a 250 seat sanctuary and parking. He is asking for a signature on the component 4A of the Sewage Facility Planning module. Mr. Myers made a motion to approve and sign the component 4A Sewage Disposal System for the Family Life of Penns Valley. Second by Mr. Bierly. No further discussion. Vote in favor was unanimous. 6 – 0


Board of Supervisors Report: The Board of Supervisors meeting minutes from March 12, 2015, were discussed. Mr. Bierly reported that the Supervisors discussed the Mount Nittany Medical  Penns Valley Medical Office sewage facility planning module.

Zoning Officer’s Report:  See discussion above. 

Rails to Trails:  Chairman Kunes reported that the township continues to wait for the final report from the feasibility study. They are also looking for ways to get access to the trail. It was suggested that Solicitor Rayman contact the buyer of the Kauffman property to make sure they are aware of the Township’s right of way through this property.


Source Water Protection: Nothing new to report.

Village Burn Ordinance:  Nothing new to report.

Approval of Meeting Minutes: Ms. Miller made a motion to approve the March 5, 2015, Planning Commission meeting minutes. Second by Mr. Myers. No further discussion. Vote in favor was unanimous. 6 – 0

Draft for Zoning Ordinance Amendment:   Mr. Rayman has drafted up an amendment to the Zoning Ordinance that will allow a 2nd dwelling on a parcel 20 acres or greater and meet all zoning ordinances and all subdivision regulations and requirements with a maximum of 2 single family dwellings per parcel. The Planning Commission reviewed the draft amendment. No more discussion. Mr. Bierly made a motion to accept the amendment as proposed and send to the Board of Supervisors for adoption. Second by Ms. Miller. No further Discussion. Vote in favor was unanimous. 6 – 0


No correspondence was presented.


Due to illness, Mr. Rotz was unable to attend the meeting. This discussion is tabled until the June 1, 2015, Planning Commission meeting.


Village Business Development: Mr. Kunes gave a brief overview of the future plans for the former Gettig property. Plans include a YMCA in the larger building with the two remaining structures to be rented in a way to compliment the YMCA and the surrounding area. Two homes will be renovated and will be considered affordable housing. There will be an access road built to this property from School Street. There is potential for one more rental unit to be built on a vacant lot. Questions and discussion took place.


Mr. Bierly made a motion to adjourn 8:40 p.m. Second by Ms. Miller. No further discussion. Vote in favor was unanimous. 6 – 0
