Call to Order: Chairman Chris Kunes called the Gregg Township Planning Commission meeting to order at 7:03 p.m. followed by the group reciting the pledge of allegiance.


CITIZEN COMMENTS NOT ON THE AGENDA:  No public comments at this time.


Board of Supervisors Report: The Board of Supervisors meeting minutes from February 12, 2015, were discussed. Mr. Bierly reported that the Supervisors discussed the sewage facility planning module for the Mount Nittany Medical Center Penns Valley Medical Office. The Board also discussed the zoning ordinance as it relates to more than one stick built structure on a parcel. Mr. Bierly asked Mr. Kunes if he was going to contact Solicitor Rayman about this change in the zoning ordinance. Chairman Kunes indicated that if necessary he would discuss this with Mr. Rayman and answer any questions but the Board of Supervisors should be the ones to make contact with the him. The Tri-Municipal Park board met last week and accepted a bid of $141/acre for the crop land and they accepted a bid from EBY paving for the HOP for the park entrance.  The Gregg Township 2025 committee will meet on March 16th. This committee will look at what can be done to make the business climate better in the Township as well as look at taxes, township facilities and services the township has to offer.

Zoning Officer’s Report: Mr. Lesniak reviewed his monthly report with the Planning Commission. For Gregg Township, there were 10 complaints, 8 of which are closed and 2 are active. The owner of the property on 119 W. Firehall Road has been in contact with Mr. Lesniak. He would like to put in a mault processing facility at this location. With the information that Mr. Lesniak has been given, he does not feel this type of processing facility will fit in the village commercial district. He would need more information from the property owner before making a final determination. Mr. Kunes explained that there would need to be a retail component to be a fit in the village commercial district. Discussion took place. 

Rails to Trails:  Chairman Kunes reported that a meeting was held with the Fish & Game Commission, Penn DOT, Albertin Vernon Architecture, township officials/staff and key land owners interested in the Rails to Trails. They discussed access to the trail whether via a bridge across the creek from the ball field or through town near Railroad Street. They also discussed the development of a small segment of the trail on the ball field side of the creek from the OGS going west for a short distance. The First Right of Refusal for the Kauffman property was discussed. Ms. Snyder will forward the documentation for this to the Planning Commission.



Source Water Protection: Nothing new to report.

Village Burn Ordinance:  Nothing new to report.

Approval of Meeting Minutes: Mr. Myers made a motion to approve the February 2, 2015, Planning Commission meeting minutes. Second by Ms. Scheuchenzuber. No further discussion. Vote in favor was unanimous. 5 – 0



Mount Nittany Health Center- Penns Valley Medical Center:  The Department of Environmental Protection rejected the Sewage Facilities Planning Module submitted by the H.F. Lenz Company. They need to change their module to reflect a community septic system with two businesses using the same system. H.F. Lenz Company has revised their sewage module and has presented it to the Planning Commission for their approval. Mr. Bierly made a motion to sign the replacement sewage facility component 4A for project #15-052 with the sewage facility component 4A for project #14-403. Second by Ms. Scheuchenzuber. No further discussion. Vote in favor was unanimous. 5 - 0 After this new module has gone to the Board of Supervisors, Ms. Snyder will resubmit this with the DEP.

Family Life of Penns Valley: The Planning Commission received a packet for the preliminary and final land development plan from Nittany Engineering and Associations, LLC. No action is needed by the Planning Commission.


No correspondence was presented.



Due to illness, Mr. Rotz was unable to attend the meeting. This discussion is tabled until the April 6, 2015, Planning Commission meeting.



Ms. Miller made a motion to adjourn 7:53 p.m. Second by Ms. Scheuchenzuber. No further discussion. Vote in favor was unanimous. 5 – 0
