PLANNING COMMISSION MEETING MINUTES

February 2, 2015

 Attendance: Chris Kunes, Jane Scheuchenzuber, Bill Seay, Don Myers, Mike Arthur, Doug Bierly,

Others: Mike Lesniak, Adam Whelan- H.F.  Lenz Company

Call to Order: Chairman Chris Kunes called the Gregg Township Planning Commission meeting to order at 7:03 p.m. followed by the group reciting the pledge of allegiance.

 

CITIZEN COMMENTS NOT ON THE AGENDA:  No public comments at this time.

Mr. Kunes moved the Subdivision/Development agenda item to this point in the meeting.

SUBDIVISION/DEVELOPMENT

Mount Nittany Health Center- Penns Valley Medical Center:  The Component 2 Sewage Facilities Planning Module package was presented to the Planning Commission for discussion and approval. The group reviewed each aspect of the module. Mr. Kunes mentioned that the County has signed off on the plan. The Transmittal Letter in Tab 1 needs to be signed by the Township Secretary. A Resolution for Plan Development needs to be completed by the Board of Supervisors.  There was discussion that Jeff Kreger marked on Page 4 of Tab 3 in section H of the planning module that the proposed development site is marginal for long-term onlot disposal. Mr. Bierly made a motion to sign section Q of the sewage planning module based on clarification from Mr. Kreger that there has been replacement testing done.  Second by Mr. Seay. No further discussion. Vote in favor was unanimous. 6 – 0  Mr. Arthur made a motion to complete and sign the sewage facilities planning module component 4A – Municipal Planning Agency Review. Second by Ms. Scheuchenzuber. No further discussion.  Vote in favor was unanimous. 6 – 0

REPORTS

Board of Supervisors Report: The Board of Supervisors have not met since the last Planning Commission meeting. The Tri-Municipal Park crop land map was shown to the group. Discussion of the cell tower and the lease of the crop land took place.

Zoning Officer’s Report:  Mr. Lesniak gave his monthly report to the planning commission. He reported that they have steady work and have included other municipalities to do enforcement and building code work. Mr. Lesniak also reported that he received his residential building inspector’s license.

Rails to Trails:  Mr. Bierly reported that Mr. Joel Myers is waiting to hear from Dave Keller at the Fish and Game Commission to discuss the possibility of improving the bank of the stream for access to the Rail Trail at the old bridge.

 

BUSINESS/CURRENT PROJECTS

Source Water Protection: The draft plan will be completed  sometime in May. The Commission will review the plan at that time.

Village Burn Ordinance:  Mr. Arthur presented to the group some information about the Department of Environmental Protection’s regulations concerning outdoor boilers. There are model ordinances on the DEP Website and ordinances that other municipalities have adopted that the Planning Commisison can look at to get new guidelines for the village burn ordinance. The Planning Commission will review these and come up with a draft ordinance. Mr. Kunes thanked Mr. Arthur for his time in preparing the information he shared.

PA Chapter- American Planning Association:  After a discussion, the group decided not to renew their membership in this association.

Resignation of Kristen Riddle from the Planning Commission:  Mr. Kunes acknowledged the resignation of Ms. Riddle from the Planning Commission. Mr. Bierly said he had spoken with Keri Miller who is interested in serving. Mr. Bierly made a motion to suggest to the Board of Supervisors that they nominate Keri Miller to the Planning Commission to fill the vacancy from Kristen Riddle’s resignation. Second by Mr. Arthur. No further discussion. Vote in favor was unanimous. 6 – 0

Approval of Meeting Minutes: Mr. Myers made a motion to approve the January 12, 2015 planning commission meeting minutes. Second by Mr. Seay. No further discussion. Vote in favor was unanimous. 6 – 0

 

CORRESPONDENCE

The 68th Annual Pennsylvania Recreation and Park Society State Conference will be in held in March. Mr. Bierly mentioned that if anyone on the Planning Commission was interested in attending, the township would pay for them to attend.

 

CODIFICATION

Mr. Rotz was sick and unable to attend the meeting tonight. This discussion is tabled until the March 2, 2015 planning commission meeting.

 

ADJOURN

Mr. Arthur made a motion to adjourn 8:00 p.m. Second by Ms. Scheuchenzuber. No further discussion. Vote in favor was unanimous. 6 – 0
