GREGG TOWNSHIP, CENTRE COUNTY

PLANNING COMMISSION MEETING MINUTES

December 1, 2014

Attendance: Chris Kunes, Don Myers, Jane Scheuchenzuber, Bill Seay, Mike Arthur, Jennifer Snyder – Secretary

 Others:  Supervisor Charles Stover, Zoning Officer Mike Lesniak, Aaron Smith-Nittany Engineering, Zach Gay-F.D. Gay and Sons, LLC., William Gay

 Call to Order: Chairman Chris Kunes called the Gregg Township, Centre County, Planning Commission meeting to order at 7:03 p.m. followed by the group reciting the pledge of allegiance.

 CITIZEN COMMENTS NOT ON THE AGENDA:  No comments at this time.

 BUSINESS

Corman Farms HOP: This correspondence from the County is for informational purpose only. No action needed. Mr. Kunes explained that this Highway Occupancy Permit is for a new driveway through the Corman Farms property to property owned by C. Wayne, Co. This driveway will also service the existing house.

PA Sawmill Company Land Development Request: Aaron Smith from Nittany Engineering gave a brief recap of what is being proposed on this property. They will be adding a kiln and a new driveway.  Discussion took place. Mr. Arthur made a motion to approve and sign the Sewage Planning Module Component 4A. Second by Mr. Myers. No further discussion. Vote in favor was unanimous. 5 – 0

Mark & Doris J. Kauffman Minor Subdivision Plan: Aaron Smith from Nittany Engineering also addressed to group and gave them a brief overview of the proposed subdivision. Ms. Scheuchenzuber brought attention to the fact that when the original farm was subdivided, the township received the first right of refusal on this property for the railroad bed. This will have to be confirmed with the Supervisors and Nittany Engineering should be aware of this. The Planning Commission suggested the Board of Supervisors put this first right of refusal on the comment section when the paperwork is turned into the county planning office. Mr. Seay made a motion to approve and sign the Component 1 of the sewage facilities planning module for the Kauffman subdivision. Second by Mr. Arthur. No further discussion. Vote in favor was unanimous. 5 – 0

 Supervisors Request to look at the Zoning Ordinance regarding 2 homes on one parcel: Mr. Zach Gay addressed the board stating that one of his clients would like to have 2 stick built homes on one parcel. Mr. Kunes also reported that the Board of Supervisors at their November 6, 2014 Regular Board of Supervisors Meeting, made a request to the Planning Commission to look into the section of the Zoning Ordinance that pertains to 2 dwellings on one parcel. Discussion took place. Pros and cons of allowing 2 dwellings on one parcel were discussed. Mr. Myers made a  motion to modify the zoning ordinance to permit a 2nd dwelling on any parcel 20 acres or greater that meets all zoning ordinances and all subdivision regulations and requirements with a maximum of 2 single family dwellings per parcel.  Second by Mr. Arthur. No further discussion. Vote in favor was unanimous. 5 – 0

 Supervisors request to review the Village Burn Ordinance:  Mr. Kunes gave a brief recap of the context of this request from the Supervisors. He stated that at the October 28, 2014 Budget Meeting for the Board of Supervisors meeting, the supervisors voted to have the Planning Commission review and update the burn ordinance , reviewing the definitions including the definition for outdoor wood burning stoves. They also asked them to review and reference the state regulations which cover outdoor wood burners. Discussion took place. It was decided to table this discussion until the January 2015 Planning Commission meeting so that the Planning Commission can look into and educate themselves on this issue and be ready to make a recommendation.

 CHAIRMAN’S REPORT

Mr. Bierly was not in attendance. The group reviewed the October 1 and the October 28 Board of Supervisors meeting minutes.  

 LIAISON REPORTS

Penns Valley Code Enforcement Agency (PVCEA): Mr. Lesniak gave his report to the Planning Commission.

The PVCEA is looking into servicing Unionville Borough through their office.

 CURRENT PLANNING

Rails to Trails: Nothing new to report.

 APPROVAL OF MEETING MINUTES

Mr. Arthur made a motion to approve the Planning Commission portion of the November 3, 2014 meeting minutes. Second by Mr. Myers. No further discussion. Vote in favor was unanimous. 5 – 0

 CORRESPONDENCE: No Correspondence to review.

 OTHER: The following dates were discussed for Planning Commission meeting dates for 2015. January 12 (2nd Monday), February 2, March 2, April 6, May 4, June 1, July 6, August 3, September 14 (second Monday), October 5, November 2, December  7

 ADJOURN

Mr. Seay made a motion to adjourn at 9:05 p.m.  Second by Ms. Schuechenzuber. Vote in favor was unanimous. 5 – 0
