Meeting Minutes November 3, 2014

Chairman Chris Kunes called the meeting to order at 7:00 p.m. followed by the group reciting the pledge of allegiance.

H.F. Lenz Company/Mount Nittany Medical: Keith Gindlesperger and Adam Whalen representing the H.F. Lenz Company and architect Dough Henry  addressed the Planning Commission to discuss the proposed plans to convert the current Jersey Shore Bank building into a medical office building/outpatient care facility for Mount Nittany Health Care. An 11,000 square foot building is being proposed with renovation to the existing smaller storage shed onsite which will house the Jersey Shore State Bank. A medical center is a permitted use in the township’s residential zone. They further discussed the sketch plan with the Planning Commission and were directed to review Article’s 4 and 5 of the Zoning Ordinance.  Discussion of the septic/sewage system and the highway occupancy permit were discussed.

Zach Gay: Mr. Gay addressed the board on behalf of his client Mr. Jonas Bieler. They are requesting that the township review the township zoning ordinance and consider allowing two stick built houses on one parcel. The Planning Commission would have to have a recommendation from Supervisors to explore this ordinance change. Mr. Gay asked to be put on the agenda for the upcoming Board of Supervisors meeting.

Meeting Minutes: Mr. Seay made a motion to approve the October 6, 2014 Planning Commission meeting minutes. Second by Mr. Arthur. No further discussion. Vote in favor was unanios. 6 – 0

The Planning Commission portion of this meeting was adjourned at 7:24 p.m.

At 7:24 p.m. Chairman Joel Myers welcomed all those in attendance and thanked everyone for coming. Introductions were made.  Each organization gave their reports.


Auditors (Tom Corman): Mr. Tom Corman reported that the township hires an outside auditing firm to do their audit. The Township Auditors set the supervisors pay.  

Emergency Management /Fire Company (Don Grenoble): Mr. Grenoble is the Emergency Management Coordinator and the liaison between the township and the fire company. He thanked the board and the road crew for their support of the fire company. Mr. Myers reminded folks about the joint meeting with fire companies throughout Penns Valley on Monday, November 24th at 7:00 p.m. at the Miles Township meeting room.  Everyone is welcome to attend.

Old Gregg School Advisory Committee (Robin Bastress, Jane Burrows, Doug Bierly, Keri Miller, and Peggy Myers): Ms. Bastress reported that the Old Gregg School is rented to capacity. The community spaces are rented on a regular basis. Youth indoor winter sports season is starting. There are regular open gyms for adult basketball, volleyball and now soccer. The center holds monthly Open Mic Night, Movie Night and community dances. The annual craft fair is to be held on December 13th.  For more information, please check their website.

Penns Valley Code Enforcement Agency (PVCEA): Mr. Lesniak was not in attendance. He gave his reports for the Planning Commission and Board of Supervisors.

Penns Valley Emergency Management Association (Pat Leary): The call volume has started to go up again. The subscription letters were sent out to valley residents. They continue to operate on a 24/7 basis. They are looking to replace an ambulance in the next 3 years.

 Planning Commission (Chris Kunes-Chairman, Mike Arthur, Don Myers, Doug Bierly, Kristen Riddle): Nothing more to report from the Planning Commission.  

Playground Committee (Keri Miller, Kristen Riddle, and Jennifer Snyder): Ms. Miller gave an update to the group on their efforts to replace the deteriorating existing playground. We will be receiving a grant for $40,000 from DCNR with a $20,000 match. We have conducted a letter writing campaign and have received over $2300. We have a Facebook page and will be holding a drawing competition for kids as well as a Geo Cache to gain awareness of the OGS.

Another note, the Penns Valley Youth Center and Penns Valley Community Church will be hosting a free Thanksgiving dinner on Wednesday, November 26 from 6 to 8 p.m. and a Turkey Trot at 9 a.m. on Thanksgiving Day, November 27th. 

Sewer Authority (Gil Morrison, Laron Horner, and Greg Williams): Mr. Morrison reported that due to the sale of the Gettig property, the Sewer Authority came away with some money that was due to them. These funds have helped the Sewer Authority tackle some deferred maintenance items. They are undertaking some repairs on the inflow tank. There will be no disruption of service with these repairs. There are no plans to raise the rates at this time.

Tax Collector (Donna Miller): Ms. Miller reported that the taxing authorities will set their budget which determines millage for the upcoming year.

TRI-Municipal Park (Joel Myers, Pat Leary): Mr. Myers gave a brief report. They are in the process of getting a Highway Occupancy Permit. This has to be done first before anything else can move forward. The park is looking to being the host of a cell phone tower with a 25 year contract which is guaranteed income for those years. The three municipalities, Gregg Township, Potter Township and Centre Hall Borough all have to approve every decision which makes things move slowly. They will be starting on fundraising to do future planning. Mr. Myers has been involved in the lease arrangements for cropland so that they get a reasonable income from the rental of this land.

Water Authority (Laron Horner): Mr. Horner reported that the radio read water meters that were installed last fall have really been an advantage for the Authority. It has saved a lot of water usage by detecting water leaks. There will be no increase in rates this year. The township is doing more to support the Water and Sewer Authority. Both of these authorities will be giving some financial support to the township to contribute towards labor done on their behalf.

Zoning Hearing Board (Don Albertson, James Confer, and Herb Grove): There have been two hearings this year. No meeting scheduled for the near future.


Update on Streets and Roads (Laron Horner, Brandon Ripka): The crew started putting up snow fence. This was hard year on the budget but Mr. Horner felt like we did good staying within budget. They did not do any major projects but are looking to do some major road repairs next year. Mr. Albertson complimented the roads of Gregg Township. He notices a difference when he is out riding his bike throughout the valley. The crew is kept busy including doing projects in house at the Old Gregg School. Brandon Ripka was recognized for the excellent roadside mowing done during the year.

Township Costs Today vs. Y2K: Mr. Bierly developed a presentation demonstrating the increase in costs to the township over the last 14 years for road paving, sealing and for purchase of equipment.  There has been a 21% increase to seal a road. There has been an 87.5% increase to pave a road which does not include fixing the infrastructure of the road such as culvert pipes, etc. There is a 34% increase to purchase a new plow truck. He also showed that the township has not increased taxes despite the significant increase in cost of services and capital. To date, the township has been able to absorb those cost increases.

Mr. Myers mentioned that we are trying to increase the parking spaces available at the Old Gregg School. They are trying to get folks to take the fill out back in large quantities.

Also, Mr. Myers reported that the road crew has been trying to get roads trimmed back and opened up so that they are kept dry and in better condition. This usually happens in late fall and early winter.

Promoting Local Business in Gregg Township:  Mr. Myers would like the township to be involved and help promote local businesses. He would like to generate a listing of all businesses that will be kept in the office and promoted on our website. Ms. Miller suggested contacting the Centre Tax Agency to get a listing for these businesses. She will look into this and get back to Ms. Snyder.  Mr. Leary suggested with look through the business directory created by Penns Valley Conservation Association.

Gregg Township 2025:Mr. Myers would like to form a committee to help develop ideas as to where the township wants to be in 2025 to improve things and to move ahead. This visionary committee would work with the board and help them develop long range planning goals.

Other Discussion: Peggy Myers mentioned that the community choir is going to perform a concert on December 14 at 4 p.m.  Any community members are welcome to be a part of this. They may contact Don or Peggy Myers for any more information.
