PLANNING COMMISSION MEETING MINUTES

May 5, 2014

Attendance: Chris Kunes, Bill Seay, Doug Bierly, Don Myers

Others: Jere McCarthey, Alexandra DiVirgilio

Call to Order: Chairman Chris Kunes called the Gregg Township, Centre County, Planning Commission meeting to order at 7:02 p.m. followed by the group reciting the pledge of allegiance.

CITIZEN COMMENTS NOT ON THE AGENDA:  No comments at this time.

SUBDIVISION/DEVELOPMENT (moved to this point on the agenda)

CONDITIONAL USE APPLICATION: Jere  McCarthy and Alexandra DiVirgilio  representatives for the Pennsylvania Sawmill Company discussed their Conditional Use Application and their plans for the property located at 273 Green Grove Road. The property is owned by Jeanne McCarthy Kersey. The property is zoned agriculture and is currently an unused farm. They would like to make this property into a sawmill/lumber yard. They anticipate storing and wood processing activities such as kiln drying and cutting boards. The proposed mill will be used only for secondary processing. Discussion took place. Mr. Kunes suggested that if a conditional use permit is granted, the applicant would still be required to contact the township Roadmaster to get a Driveway Permit and when doing work on the structure, the Township Zoning Officer should be contacted to get applicable permits. In regards to a privy to be used for sewage, the applicant would also need to contact the Sewage Enforcement Officer. Mr. Seay made a motion that the Planning Commission recommend to the Board of Supervisors to grant a Conditional Use Permit if the following conditions are met. Applicant will contact the Sewage Enforcement Officer, a HOP is required for any new driveway, and zoning and building permits issued where applicable from the Penns Valley Code Enforcement Agency.  Second by Mr. Myers. No further discussion. Vote in favor was unanimous.  4 – 0

 

CHAIRMAN’S REPORT

Mr. Bierly highlighted relevant information from the April 10, 2014 Board of Supervisor meeting minutes. He discussed the Zoning Hearing Board public hearing that took place on May 1, 2014. The variance was granted to the property owner on Penns Creek Road.  The Planning Commission meeting of April 7, 2014 was presented to the Board of Supervisors on April 10, 2014. The final draft copy of the codification was shipped this week and will be reviewed by the Board for approval. The Bridge superstructure replacement on Penns Cave Road will begin next year in March 2015.

 

LIAISON REPORTS

Penns Valley Code Enforcement Agency (PVCEA): Mr. Lesniak gave his report to the Planning Commission and discussed their current permits/applications with the group. Mr. Lesniak attached a letter to his report that was sent to Mr. Les Burkeholder, property owner on Penns Valley Road. Mr. Lesniak attended a Flood Plain Administrators Best Practices Workshop in April. PVCEA has put in a bid to do code enforcement for the Bellefonte Borough.  They are one of three waiting to see if their bid is accepted.

 

CURRENT PLANNING

Rails to Trails: The Penn DOT grant that was submitted earlier this spring for Rail Trail development was not awarded to Gregg Township. Right of way issues were discussed.

 

BUSINESS

Source Water Protection:  The report is still being generated.  Nothing new to report.

Highway Occupancy Permits/Right of Way Procedures: Discussion took place.  Ms. Snyder combined existing documents.  Changes were suggested to improve the document.  The Penn DOT chart for sight distance should be included on this application. Changes will be made and emailed to the Planning Commission.

 

APPROVAL OF MEETING MINUTES

Mr. Bierly made a motion to approve the March 3, 2014 meeting minutes. Second by Mr. Myers. No further discussion. Vote in favor was unanimous. 4 – 0 Mr. Seay made a motion to approve the April 7, 2014 meeting minutes. Second by Mr. Bierly. No further discussion. Vote in favor was unanimous. 4 – 0

Mr. Bierly made a motion to adjourn at 8:10 p.m. Second by Mr. Myers. Vote in favor unanimous. 4 – 0
