PLANNING COMMISSION MEETING MINUTES

April 7, 2014

Attendance: Chris Kunes, Bill Seay, Doug Bierly, Jane Scheuchenzuber; Secretary/Treasurer: Jennifer Snyder

Others: None

Call to Order: Chairman Chris Kunes called the Gregg Township, Centre County, Planning Commission meeting to order at 7:02 p.m. followed by the group reciting the pledge of allegiance.

CITIZEN COMMENTS NOT ON THE AGENDA:  No comments at this time.

LIAISON REPORTS (Mr. Kunes moved this item of business to this point on the agenda)

Penns Valley Code Enforcement Agency (PVCEA): Mr. Lesnaik gave his report to the Planning Commission and discussed their current permits/applications with the group. He also attached a letter sent to Mr. Auman on Tool Shed Lane. Since receiving the letter, Mr. Auman has come into compliance with the ordinance.

 

CHAIRMAN’S REPORT

Mr. Bierly highlighted relevant information from the March 13, 2014 Board of Supervisor meeting minutes. The Centre County Planning Office on behalf of Gregg Township submitted a grant to Penn DOT for the development of the Spring Mills Rail Trail. Discussion took place. Mr. Bierly also mentioned that the playground committee is submitting a grant to the Department of Natural Resources for a small community development grant.  A discussion relevant to Mr. Gary Horner’s comments in the Board of Supervisors minutes took place concerning the Code Enforcement Agency. 

 

SUBDIVISION/DEVELOPMENT

Nothing to report

 

CURRENT PLANNING

Rails to Trails: See discussion above.

 

BUSINESS

Source Water Protection:  Nothing new to report. Ms. Snyder will contact them to find out where we are with this project.

Highway Occupancy Permits/Right of Way Procedures: Discussion took place.  Changes to the existing document were discussed. Ms. Snyder will make changes to the document with suggestions from the Planning Commission and the needs of the Roadmaster.  This draft will be discussed at the May meeting.   

Conditional Use Application: The Planning Commission reviewed the application that was submitted by PA Sawmill for a Conditional Use of the tax parcel #21-005-020A-000. The application is for a sawmill/lumber yard. The Planning Commission would like the applicant to attend the May 5, 2014 Planning Commission meeting to answer further questions so the Planning Commission can make a recommendation to the Board.

 

APPROVAL OF MEETING MINUTES

Mr. Seay made a motion to table the approval of the March meeting minutes due to lack of quorum of those attending the March meeting.  Second by Mr. Bierly. Vote in favor was unanimous.  4 – 0

 

CORRESPONDENCE: No Correspondence to review.

 

Mr. Bierly mentioned that the Penns Valley Regional Planning Commission is reviewing the Penns Valley Regional Comprehensive plan. This needs to be done every ten years. Mr. Bierly outlined the review process that will take place.

 

ADJOURN

Ms. Scheuchenzuber made a motion to adjourn at 8:16 p.m. Second by Mr. Bierly.  Vote in favor unanimous. 4 – 0
