PLANNING COMMISSION MEETING MINUTES

March 3, 2014

Attendance: Chris Kunes, Bill Seay, Don Myers, Mike Arthur, Doug Bierly, Kristen Riddle; Secretary/Treasurer: Jennifer Snyder

Others: None

Call to Order: Chairman Chris Kunes called the Gregg Township, Centre County, Planning Commission meeting to order at 7:00 p.m. followed by the group reciting the pledge of allegiance.

CITIZEN COMMENTS NOT ON THE AGENDA:  No comments at this time.

CHAIRMAN’S REPORT

Mr. Bierly highlighted relevant information from the February 13, 2014 Board of Supervisor meeting minutes.

LIAISON REPORTS

Penns Valley Code Enforcement Agency (PVCEA): No representative from the PVCEA was in attendance. The PVCEA February report was given to the Planning Commission and discussed.

SUBDIVISION/DEVELOPMENT

Nothing to report

CURRENT PLANNING

Rails to Trails: The Steering Committee met on February 27, 2014. Two sections of trails are feasible at this point for development, Gregg Station and Spring Mills. A brief discussion took place concerning the development of the trail in Spring Mills. They are hopeful to apply for a grant through Penn DOT for the development stage.

It was also mentioned that a playground committee will be forming to upgrade or replace the existing playground at the Old Gregg School.

BUSINESS

Source Water Protection:  Nothing new to report.

Highway Occupancy Permits/Right of Way Procedures: Discussion took place.  The group felt it was a better option to issue this type of permit in house where an inspection could be done by Mr. Horner, the Roadmaster or someone who was qualified to issue such permits. There is an old form that was used. This form will be forwarded to the group and discussed and approved at the next Planning Commission meeting.

 

APPROVAL OF MEETING MINUTES

Mr. Bierly made a motion to accept the February 3, 2014 joint meeting minutes as presented. Second by Mr. Arthur. Vote in favor was unanimous.  5 – 0 Mr. Seay abstained from voting as he was not in attendance at the February 2014 meeting.

COORESPONDENCE

Flood Insurance: A resident called the township with concerns of an increase in his flood insurance policy. Discussion took place. The Planning Commission suggested that residents affected by this increase in their flood insurance policies should hire an engineer to survey their property to assure that they are in the flood plain. This cannot be conducted by the Township but by on a case by case basis.

PA Land Conservation Conference: This conference is held in May. There were some valuable classes that would be of relevant to issues in the Township. Planning Commission members are welcome to attend.

Mr. Arthur made a motion to adjourn at 8:00 p.m. Second by Mr. Bierly.  Vote in favor unanimous. 6 – 0
