Attendance: Chris Kunes, Bill Seay, Don Myers, Mike Arthur, Doug Bierly, Kristen Riddle, Jane Scheuchenzuber

Mr. Seay was nominated as temporary chair.

Temporary Chairman Bill Seay called the meeting to order at 7:00 p.m. followed by the group reciting the pledge of allegiance.

Mr. Seay opened the floor for nominations for Chairman, Vice-Chairman and Secretary for the Planning Commission. 

Motion was made and seconded to nominate Chris Kunes as Planning Commission Chairman. Vote in favor was unanimous. 7 – 0

Motion was made and seconded to nominate Mike Arthur as Vice Chairman. Vote in favor was unanimous. 7-0

Motion was made and seconded to nominate Jennifer Snyder as the Secretary for the Planning Commission. Vote in favor was unanimous. 7 – 0

Chairman Kunes called the Regular Planning Commission Meeting to order.

CITIZEN COMMENTS NOT ON THE AGENDA:  No comments at this time.


Mr. Bierly highlighted relevant information from the December Board of Supervisor Meeting minutes. At the reorganization meeting of the Board of Supervisors, Ms. Jane Scheuchenzuber and Mr. Bill Seay were reappointed to the Planning Commission for a 4 year term. There will be a joint meeting held on Monday, February 3, 2014 starting a 6 p.m. with a meal and 7 p.m. meeting.



The group was given copies of the Penns Valley Code Enforcement Agencies end of year report. Disucussion took place. Mr. Bierly reported that Mr. Mike Lesniak was appointed as Zoning Officer for Gregg Township to replace Mr. Ray Hankinson.



Scott & Amy Ilgen Replot: Mr. Gay made some changes to the plan which was presented to the Planning Commission. They had no further questions or discussion for Mr. Gay. The plan is now ready to be sent off to the County Planning Office and to our Zoning Officer to sign off on.


Rails to Trails: There will be a steering committee meeting to be held in February. Discussion took place.



Source Water Protection:  Nothing new to report.


Highway Occupancy Permit/Right of Way Procedures:  The Township has asked the Planning Commission to come up with procedures for resident to notify the Township whenever they are doing work within the Right of Way, whether that be a driveway, fence, maintenance, etc. The permitting process would not have to cost the residents anything but would keep the township involved when working in the right of way so that it can be handled correctly. Mr. Bierly expressed the main concern is that the PVCEA has been giving out the driveway permits since Mr. Strouse passed away. This has caused issues several times regarding run off onto the road especially where drive ways are concerned.  The Planning Commission will generate some ideas and will discuss them at future Planning Commission Meetings.



The Planning Commission reviewed the correspondence.



Mr. Arthur made a motion to accept the December 2, 2013 meeting minutes as presented. Second by Ms. Riddle. Vote in favor was unanimous.  7 – 0



Mr. Bierly made a motion to adjourn at 7:55 p.m. Second by Mr. Seay.  Vote in favor unanimous. 7 – 0
