PLANNING COMMISSION MEETING MINUTES

October 7, 2013

Attendance: Planning Commission members: Chris Kunes, Bill Seay, Don Myers, Mike Arthur, Doug Bierly, Kristen Riddle, Jane Scheuchenzuber; Secretary/Treasurer: Jennifer Snyder

Call to Order: Chairman Chris Kunes called the Gregg Township, Centre County, Planning Commission meeting to order at 7:02 p.m. followed by the group reciting the pledge of allegiance.

Citizen’s Comments for Items Not on Agenda: No comments at this time.

Chairman’s Report: Mr. Bierly highlighted relevant information from the September Board of Supervisor Meeting minutes and budget meetings. The Board of Supervisors made a motion to appoint the Planning Commission and members of the Water Authority as members of a steering committee for the Source Water Protections grant.  He also reported that the Ross Hill Bridge is now open for through traffic. They are waiting to install guide rail to complete the project.  

Subdivisions/Development:  None

Liaison Reports-Zoning Officer: Nothing new to report.  There was discussion concerning the Nancy J. Hosterman sewage planning module. Ms. Snyder will check with Mr. Kreger, the Township Sewer Enforcement Officer about this.

CURRENT PLANNING

Rails to Trails: The Steering Committee met last month. Albertin Vernon has indentified 4 separate parts with the most support for trail development that they will focus on developing into stand alone segments.

PROJECTS 2013: Source Water Protection: Mr. Arthur attended a Water Board Meeting and they have asked for a presentation from Marc Stephens from DEP about the Source Water Protection grant. The Planning Commission, Board of Supervisors and the Water Board will meet at the October scheduled water board meeting, which is October 28 at 7:30 p.m. to hear the presentation by Mr. Stephens. Ms. Snyder will advertise this meeting. All planning commission members are encouraged to attend.

Nuisance/Rooster Ordinance: Discussion took place. It was decided that an ordinance would not help with this particular rooster issue that neighbors are having within the village. The group discussed compliance to the Village District Ordinance section 201 as a possible solution.

Approval of Meeting Minutes: Mr. Myers made a motion to accept the September 9, 2013 meeting minutes as presented. Second by Mr. Seay. Vote in favor was unanimous.  5– 0 Ms. Scheuchenzuber and Ms. Riddle abstained from voting as they were not present at the previous Board meeting.

Adjourn:  Mr. Arthur made a motion to adjourn at 7:59 p.m. Second by Mr. Bierly.  Vote in favor was unanimous. 7 – 0
