PLANNING COMMISSION MEETING MINUTES

November 5, 2012

Call to Order

The Gregg Township, Centre County, Planning Commission meeting was called to order by Chairman Chris Kunes at 7:02 p.m. followed by the pledge of allegiance.

 

Citizen’s Comments for Items Not on Agenda

No comments at this time.

 

Chairman’s Report

Doug Bierly reviewed the Board of Supervisors Meeting Minutes from the October 8th, 18th, 25th, 2012 meetings. The Board of Supervisors reviewed Jerry Hiimes’, conditional use permit. They moved to change the conditions of his business hours of operation to Saturdays, 11 a.m. to noon. The Board also discussed the nuisance ordinance and the need for that in Gregg Township.

 

Subdivisions/Development

Nothing to report

 

Liaison Reports-Zoning Officer

The Zoning Officer was not in attendance. No report.

 

CURRENT PLANNING

Rails to Trails

The first Steering Committee Meeting was held last month. Ms. Scheuzensuber reported the committee consists of a large group of experienced folk that are excited about the project. There are approximately 40 people involved. The Planning Commission discussed the portion of the trail that is to be developed as per the grant requirements. Ms. Scheuzensuber suggested the township start with developing the Dickerson’s property. The specs and scope of work to finish this portion of the trail is needed so that donations of supplies, materials, labor, etc. can be sought.


PROJECTS 2012

Property Maintenance/Nuisance Ordinance

Mr. Myers made a motion to not move forward with a nuisance ordinance for the township at large and recommends that Home Owners Associations were applicable, handle their own property maintenance issues as per their regulations.  Second by Mr. Seay. Vote in favor was unanimous. 7 -0

 

Subdivision Procedures for Gregg Township

The group discussed the recommended Land Development Subdivision Procedures document that has been created as a guide for residents. The document was finalized. Mr. Arthur made a motion to submit to the Board of Supervisors the finalized Land Development Subdivision Procedures guide. Second by Mr. Myers. Vote in favor was unanimous. 7-0

 

Correspondence

Land Development Exemption Status – Juanita Wolfe Property: Discussion took place. No action taken.

 

New Business

Dates for 2013 Planning Commission Meeting

January 15, February 4, March 4, April 1, May 6, June 3, July 1, August 5, September 9, October 7, November 4, December 2.

 

Penns Valley Regional Planning Commission: Mr. Bierly announced that the PVRPC will meet this month on November 19th at the Old Gregg School.

 

Approval of Minutes

Mr. Myers made a motion to approve the October 1, 2012 Planning Commission Meeting Minutes. Second by Ms. Riddle. Vote in favor was unanimous. 6-0. Mr. Arthur abstained from voting because he was not in attendance at the October meeting.   

 

Adjourn:  Mr. Bierly made a motion to adjourn at 8:24 p.m. Second by Mr. Arthur. Vote in favor was unanimous. 7-0
