Call to Order

The Gregg Township, Centre County, Planning Commission meeting was called to order by Chairman Chris Kunes at 7:00 p.m. followed by the pledge of allegiance.

Citizen's Comments for Items Not on Agenda

No comments at this time.

Chairman's Report

Doug Bierly reviewed the Board of Supervisors minutes from the August 9, 2012 and August 16, 2012. Some of the highlights Mr. Bierly mentioned were that Harter Road Bridge will be finished this fall. Ross Hill Bridge will be constructed in the spring of 2013. Albertin Vernon was the chosen firm to do the feasibility study for the Rails to Trails project. Act 13 is on hold. Conditional Use permit applications were given to Mr. Himes and Ms. Klein and hearings have been set for September 13, 2012.Discussion took place. Property Maintenance was discussed. Penns Valley Regional Planning Commission will meet on September 17, 2012. Mr. Arthur questioned the bids which were received for the Harter Road Bridge replacement. There was a big difference in quotes.


The Township received notice that the Catherman's have filed for an extension on their subdivision plan.

We received a letter acknowledging the application from Martinec Farm Fish Habitat to install mud sill cribbing, bio-engineering with bank sloping among other things along Penns Creek.

Ms. Snyder asked the Planning Commission what the Stonefield Development was zoned? A realtor had called and had some questions concerning this.

Liaison Reports-Zoning Officer

Mr. Hankinson discussed with the Planning Commission the following...the Zettle's are doing a simple lot addition on property located at the intersection of Harter Road and Upper Georges Valley Road.

Penns Valley Code Enforcement agency is working on a Highway Occupancy for Mr. Mazza on Penns Cave Road.

Road Bond permit was given for Lingle Valley road. Discussion of Blue Ball Road and damage to that road was discussed.

The fires that have occurred in Bellefonte are a hot topic and a concern for the Borough.

Current Planning

Projects for 2012

Property Maintenance Ordinance for the Township: Ms. Snyder has gathered some Property Maintenance Ordinances from Townships within the County. The group decided it would be more of a Nuisance Ordinance that we might be looking to develop. Discussion took place. The Planning Commission would like the Solicitor to define an area based on concentration of homes or population of people to apply the Village Ordinance to those places.

Approval of Minutes

Mr. Seay made a motion to approve the August 6, 2012 Planning Commission Meeting Minutes. Second by Mr. Myers. Vote in favor was unanimous. 5-0. Ms. Scheuzenzuber abstained from voting because she not in attendance at the August meeting.

Projects for 2012 Continued

Subdivision procedures were discussed. The Planning Commission reviewed several documents including a Subdivision Checklist that was previously developed. See attached sheet. Mr. Arthur made a motion to approve the Subdivision Development Checklist as it is written and post on website. Second by Mr. Bierly. Vote in favor was unanimous. 6 -0

Adjourn: Ms. Scheuzenzuber made a motion to adjourn at 8:18 p.m. Second by Mr. Arthur. Vote in favor was unanimous. 6-0
