Call to Order

The Gregg Township, Centre County, Planning Commission meeting was called to order by Chairman Chris Kunes at 7:05 p.m. followed by the pledge of allegiance.

Citizen's Comments for Items Not on Agenda No comments at this time.

Chairman's Report

Doug Bierly reviewed the Board of Supervisors minutes from July 12, 2012 calling attention to the BOS approval of Ordinance O-12-02, Rails To Trails RFP's received for feasibility study, changes to Act 13 and approval of this Act by November 2012. Also discussed was the home business conditional hearing request by Ms. Klein and the lot addition and replot of the Esther Zettle estate.

New Business

Spring Mills Fish and Game Association request for 12" X 65" additional room and the required restrooms and Handicap ramp(s): Mr. Bierly asked why the County submitted this plan to the Planning Commission as it is not a minor subdivision. The Planning Commission took no action for or against the request as it was deemed not necessary. The Planning Commission will forward the request to the BOS. Mr. Bierly will contact Mr. Hankinson about the status of the report.

Ms. Leslie Klein's request for an ammunition assembly business in her home on Upper Georges Valley Road was discussed. Ms. Klein may complete her application for the AFT permit once Gregg Township approves her request. The Planning Commission deemed her request a permitted use as it is similar to assembly of craft projects or an artist's studio and recommended the BOS approve as such. Mr. Myers made a motion that the supervisors approve this permitted accessory use to the open space, found in section 4.10 page 26 in the Zoning Ordinance, provided it meets all the requirements of the AFT and a copy turned into the office. Second by Ms. Riddle. Vote in favor was unanimous. 6-0

Mr. Jerry Himes, Jr. request to sell guns and sporting goods as a home business from his 44 acre farmette on 144 Foreman's Lane. Mr. Himes needs approval from BOS and the Planning Commission as it is required to transfer his federal firearms license from Mifflin County to Gregg Township. After discussion, the Planning Commission felt Mr. Himes' request is permitted because of a precedent set when a resident was previously granted permission to sell firearms as a home business. This would also be considered an outdoor/recreation type of business. Mr. Arthur made a motion to recommend to the Board of Supervisors that Mr. Himes Jr. be allowed to carry out his home occupation provided he is able to transfer his Federal Firearms License and a copy be provided to the township. Second by Ms. Riddle. Vote in favor was unanimous. 6 -0

Liaison Reports-Zoning Officer

Zoning Officer was not present. Mr. Bierly mentioned that a prospective buyer of a house within the village who would like to have a horse on the property. It is zoned village residential. Discussion took place. The Planning Commission would like to turn this over to the Zoning Officer.

Current Planning

Projects for 2012

• Rails to Trails will announce their selection for the Feasibility study at the upcoming Board of Supervisors meeting.

• Develop subdivision procedures for Gregg Township: Mr. Bierly will bring more information to the Planning Commission next month concerning Subdivision Procedures. Tabled until next month.

• Property Maintenance Ordinance for the Township: The PC looked over the existing Property Maintenance Ordinance for the village district that could apply to the entire township. The PC would like to see what neighboring townships do for their property maintenance. Ms. Snyder will be asked to get that information for the next planning commission. The Board of Supervisors will be asked to give the Planning Commission more direction.

Approval of Minutes

Mr. Seay made a motion to approve the July 2, 2012 Planning Commission Meeting Minutes. Second by Ms. Riddle. Vote in favor was unanimous. Motioned carried 6-0.

Adjourn: Mr. Riddle made a motion to adjourn at 8:40 p.m. Second by Mr. Bierly. Vote in favor was unanimous. 6-0
