PLANNING COMMISSION MEETING MINUTES

May 7, 2012

Call to Order

The Gregg Township, Centre County, Planning Commission meeting was called to order by Chairman Chris Kunes at 7:12 p.m. followed by the pledge of allegiance.

Citizen's Comments for Items Not on Agenda No comments at this time.

Senior Project – Madison Bressler: Ms. Bressler was unable to attend. It was suggested that she report to the Board of Supervisors before appearing before the Planning Commission.

Chairman's Report

Minutes from Board of Supervisors Meeting April 12 & 26, 2012: A few highlights from the meeting minutes were discussed; the addressing of Penns Valley Family Life parking lot, the purchase of a new Roller for the Township, the progress of Harter Road Bridge Project and the Rails to Trails feasibility Study.

Subdivision/Development

1. Carl and Patricia Catherman Planning Module: Mr. Fred Henry, 6970 South Eagle Valley Road, Port Matilda, PA, representing the Catherman's addressed the board with their Planning Module for tax parcel 21-5-38. They are asking to subdivide this parcel into 3 lots. Everything was in order to create those 3 lots. Ms. Riddle made a motion to execute and sign the planning module for Carl and Patricia Catherman. Second by Mr. Seay. Vote in favor was unanimous. 4-0

2. Final Subdivision of Lot 2 (Plat Book 41, Page 172) into Lot 2R and Lot 13 for Ronald J. & Jackie L. Deardorff and the Sewage Facilities Planning Module: Mr. Bob Myers from Nittany Engineering, representing the Deardorff's addressed the board with the Final Subdivision plan and Sewage Facilities Planning Module. The Planning Commission was made aware that Ordinance O-12-01 which repeals Zoning Ordinance Section 304.D inadvertently left out sub-section c. and d. of this section which omits the scale for developers to follow in order to determine the appropriate amount of open space easement area to be set aside as well as clustering lots within a subdivision. The county has asked this to be addressed and clarified as part of the additional supplemental requirements for this final subdivision plan. The Planning Commission will have to confer this to the Township Solicitor Robert Rayman for his comments. There will need to be further clarification from the Township Board of Supervisors as well.

Mr. Don Myers made a motion to complete the component 4A Municipal Planning Agency review of the Sewage Facility Planning Module. Second by Mr. Seay. Vote in favor was unanimous. 4-0

The Planning Commission addressed recommendation for the Approval of the Final Subdivision Plan as presented and/or any corrections and concerns about this plan to forward to the Board of Supervisors. Mr. Myers made a motion to move this subdivision forward to the supervisors for approval subject to review and clarification from solicitor concerning the newly enacted O-12-01. Second by Ms. Riddle. Vote in favor was unanimous. 4-0

Liaison Reports-Zoning Officer: Lloyd and Naomi King have filed a Minor Land Development proposal to use an out building on their farm for maple syrup manufacturing. Discussion took place. No action is needed from the Planning Commission. Mr. Hankinson will issue them a notice to proceed. The PVCEA was working with 3 townships and 1 borough but will expand to include Haines Township and the Bellefonte Borough. Last year they issued 150 permits total. So far this year, they have already issued 93 permits so things are picking up.

Current Planning

Rails to Trails: The RFP is being finalized and will go out in the next few weeks. The Township will be using funds from the sale of the Musser property to match the grant funds, approximately $23,000.

Projects for 2012

• Develop subdivision procedures for Gregg Township: Tabled until next meeting.

• Develop Source Water Protection Ordinance: This will be taken off the projects list for the Planning Commission as this is an issue for multiple townships and should go through the Penns Valley Regional Planning Commission.

• Develop a plan for fire protection using underground tanks and ponds: Completed.

New Business: No new Business

Approval of Minutes

Mr. Seay made a motion to approve the April 2, 2012 Planning Commission Meeting Minutes as stands. Second by Ms. Riddle. Vote in favor was unanimous. 4-0

Adjourn: Mr. Seay made a motion to adjourn at 8:15 p.m. Second by Ms. Riddle. Vote in favor was unanimous. 4-0
