PLANNING COMMISSION MEETING MINUTES

April 2, 2012

Call to Order

The Gregg Township, Centre County, Planning Commission meeting was called to order by Chairman Chris Kunes at 7:00 p.m. followed by the pledge of allegiance.

Citizen's Comments for Items Not on Agenda No comments at this time.

Chairman's Report

Minutes from Board of Supervisors Meeting March 5, 8, and 14, 2012: A few highlights from the meeting minutes were discussed. In Mr. Bierly's absence, Chairman of the Board of Supervisors, Patrick Leary explained the Retroactive Bridge Funding the Township received for the replacement of the Harter Road Bridge. The Township hired a new employee, Brandon Ripka. Ross Hill Bridge was repaired and is now fully opened until the replacement of this bridge in 2013.

Subdivision/Development

1. Final Replot Plan of Tract No. 1, 4 and 8 (Recorded Book 1658, Page 258) into Track 1R, 4R, 8R for Louis J. & Naomi R. Peachey: This is the final document. It will be filed.

2. Final Subdivision of Lot 2 (Plat Book 41, Page 172) into Lot 2R and Lot 13 for Ronald J. & Jackie L. Deardorff: This was the first time the Planning Commission was aware of this subdivision plan. After some discussion, Mr. Arthur made a motion to conditionally approve the Final Subdivision of Lot 2 (Plat Book 41, Page 172) into Lot 2R and Lot 13 for Ronald J. and Jackie Deardorff if 1) the Sewage Enforcement Officer for Gregg Township, Jeff Kreger, reviews and approves plan 2) the Zoning Officer for Gregg Township, Ray Hankinson, reviews and approves the plan 3) consideration given to relocating the open space to adjoin both parcels and 4) open space parcel be given separate lot # as stated in Article 3.2.b.1. Second by Mr. Seay. Vote in favor was unanimous. A letter will be drafted and sent to Mr. Burwell at the Centre County Planning Office. Copies will be given to Mr. Kreger, the PVCEA and the Supervisors.

Liaison Reports: Mr. Hankinson called to let us know that there isn't much happening. The only small thing to report is the Farmhouse that was sold by Decker's and Tobias' family is being renovated right now as a house but the plans are to make it into a Bed & Breakfast. They are doing a nice job.

Current Planning

Rails to Trails: Ms. Scheuzenzuber will be leaving to go out of the country for 2 months. The Centre County Planning Office will be administering the Rails to Trails Grant. The Township will still be responsible for the financial aspects of the grant. Washington DC is still looking at bringing a section of the 911 Memorial Trail through our area.

Tri-Municipal Park: Ms. Scheuzenzuber and Mr. Leary gave an update on the progress of this park. Something being considered is putting a Bicycle Motocross Course in the park as well as a skateboard park. This is all being done with the help of folks from Woodward Camp. They are professionals in their respective areas and have resources that can help with the development of these areas. There are plans to put a disc golf course in amongst the Pheasant habitat area.

Projects for 2012

• Develop subdivision procedures for Gregg Township: Tabled until next meeting.

• Develop Source Water Protection Ordinance: Mr. Leary presented the group with information he was given at the Source Water Protection 101, a course that he attended with Mr. Bierly. It was apparent after attending the workshop that source water protection may have to be approached as a multi-municipality endeavor. Mr. Leary will speak to the PV Regional Planning Commission about looking into developing an ordinance that all municipalities can adopt.

• Develop a plan for fire protection using underground tanks and ponds: Mr. Grenoble – EMA Coordinator for Gregg Township and Mr. Young –Gregg Township Fire Chief identified water sources in the Gregg Township. The Brush Valley side of Gregg Township has the fewest sources of water. They will give their water source map to the county for their use.
