PLANNING COMMISSION

May 2, 2011

Present: Chairman Chris Kunes, Doug Bierly, Bill Seay, Don Myers

Absent: Jane Scheuchenzuber, Julie Mason and Mike Arthur

Chairperson's Report:

March Board of Supervisors Minutes were presented to the PC. No comments.

PVRPC meets at the OGS on Monday, May 16 at 7:00 p.m. Linda Marshall reported that this group is doing a regional equipment inventory that will be shared amongst organizations so that they can rent or borrow locally.

Liaison Reports:

Zoning Officer: Ray Hankinson was not present. He is attending a training in Somerset, PA. He has nothing new to report.

Subdivision:

None

Current Planning

It was decided that at the June Planning Commission meeting, a joint meeting with the Planning Commission and the Gregg Township Board of Supervisors will be held. This meeting will be held to discuss the current subdivision ordinance. The current subdivision ordinance was explained to those in attendance. Linda Marshall will invite Mr. Anson Burwell from the Centre County Planning Office to attend this meeting. Motion made to have a joint meeting on Monday, June 6 with the Board of Supervisors by Don Myers, Second by Doug Bierly. Motion carried 4-0.

Status of DCNR grant application for rails to trails feasibility study: Doug Bierly reported that Jane Scheuchenzuber did submit the grant to the DCNR. It will be awarded in the fall.

Linda Marshall reported that her office staff was so grateful for the work that was done on the underutilized properties report. They were very impressed with the report. Julie Mason to put this report together. Thanks to her for job well done. Linda will bring her findings to the next Planning Commission meeting.

PSU students Nick Monroe, Nicole Lindell and Kelly Waksmunski presented their Conservation Subdivision project to the group. They presented their findings to the group and also presented the PC with a bound Gregg Township Conservation Design Overlay District Design Handbook. They also gave the group the drawings as well as a digital copy of the booklet for future distribution. The students reported that the code was very hard to understand and presented them with many problems and questions. It was also a difficult piece of property with many problematic areas. They did an excellent job in their presentation and were available to answer any questions the group had. The group was commended on the time they spent on this project. Any costs the students have incurred for the project will be reimbursed by the Planning Commission.

The planning commission recognizing the cost savings this project is to them. The Planning Commission will reimburse the students for the cost of putting this presentation together. The group will be reimbursed $162.00. A check will be made to Nick Monroe for these costs. Linda Marshall will look into getting the students a PSU Book Store gift certificate as a thank you for their hard work.

A copy of the Conservation Design Overlay District Design Handbook is available to look at in the Gregg Township office.

Ongoing Projects for 2011:

Develop a plan for fire protection using underground tanks and ponds

Develop or assist with a storm water management plan for the Penns Creek Watershed

Develop subdivision procedures for Gregg Township

Approval of Minutes:

April 4, 2011: Motion to approve April 4, 2011 PC meeting minutes by Don Myers. Second by Doug Bierly. Motion carried. 4-0.
