PC Meeting Minutes - June 2011





June 6, 2011

Call to Order: The Gregg Township Planning Commission Meeting held on Monday, June 6, 2011 was called to order at 7:03 p.m. by Chairman Chris Kunes.

Chairperson's Report:

The April and May Gregg Township Board of Supervisors Minutes were distributed to the Planning Commission.

Supervisor Doug Bierly reported the June regular meeting of the Board of Supervisors has been rescheduled from Thursday, June 9th to Thursday, June 16th at 7:00 p.m. in room #106 of the Old Gregg Community Center.

Current Planning

Joint Meeting with Board of Supervisors: The Planning Commission discussed the upcoming joint meeting with the Board of Supervisors, slated for Thursday, June 23, 2011. Mr. Don Meyers noted that not all Planning Commission members could attend, which he felt was important. The other members agreed and suggested two dates that might work: Monday, July 11, and Monday, September 12, and requested that the secretary determine if Township Solicitor Bob Rayman was available on either of those dates. Ms. Marshall will check with Mr. Anson Burwell and Mr. Robert Jacobs to see if they are available to attend on either of those dates. If either of the dates work for both the County and Mr. Rayman, Ms. Snyder will notify the Board of Supervisors and check their availability.

Rails to Trails Report: Ms. Scheuchenzuber is working on a grant from the Eastman Kodak Company, The Conservation Fund and the National Geographic Society. These groups team up each year to present the Kodak American Greenways Awards Program. One major element of the Program involves "seed" grant awards to organizations growing networks of greenways, blueways, trails and natural areas. This program offers mini grants of up to $2,500.

Conservation Subdivision: The PSU Student's, who worked on our Conservation Subdivision project, were reimbursed for their expenses and were given, as a thank you from the Planning Commission and Gregg Township, each $50 PSU Bookstore Gift Cards.

Centre County Natural Gas Task Force (CCNGTF): Ms. Marshall presented the Planning Commission with two documents from the CCNGTF. Document #1 - Municipal Road Use Agreement and Document #2 Natural Gas Lease Considerations. Both documents can be adopted and utilized by the township.

Dry Hydrant Mapping: Ms. Marshall questioned if there is any progress on this project. This project maps and inventories ponds and water sources that could be of help with fire protection in the area. Liz Lose from the County is offering to come and meet with the fire company to help them with the mapping. Mr. Bierly will contact Don Grenoble to see where they stand with the mapping and if they would like some help from the county.

Affordable Housing Policies and Procedures Manual: The PC discussed the development of the Affordable Housing Policies and Procedures Manual. Ms. Marshall will take the suggestions offered by the PC to get a final copy to be approved and taken the Board of Supervisors. This Policy and Procedures manual will help to clarify the township ordinance in place for affordable housing. When developers approach the county about development, they are given information about affordable housing. Once codification for the Township is finished, this manual (once approved) will be codified with our ordinances and available for use.

Natural Gas Issues: Ms. Marshall offered to ask Sue Hannegan to do a presentation on this topic. She is very knowledgeable and presents an unbiased side to this issue. When she makes her presentation, it will be an open meeting that the public is encouraged to attend. Ms. Snyder will work on setting this up for the September meeting.

Projects for 2011:

• Develop a plan for fire protection using underground tanks and ponds (see topic above)

• Develop or assist with a storm water management plan for the Penns Creek Watershed

• Develop subdivision procedures for Gregg Township

Approval of Minutes:

May 2, 2011: Motion made to approve the minutes by Mr. Myers. Second by Mr. Saey. Motion carried 4 -0.

Citizen's Comments on Agenda Items: No Comments

Upcoming Meeting Dates: The regularly scheduled first Monday of the month meeting for July falls on the Fourth of July. As advertized, the July Planning Commission meeting will be held on Monday, July 11, 2011 at 7 p.m. in Room #106 in the Old Gregg School.

Adjournment: Motion made by Mr. Arthur to adjourn the meeting at 8:08 p.m. Second by Mr. Bierly. Motion carried 6-0.
