MEETING MINUTES

December 5, 2011

Call to Order

Chairman Chris Kunes called the Gregg Township Planning Commission meeting to order at 7:06 p.m. followed by the Pledge of Allegiance.

Chairman's Report

Minutes from Board of Supervisors Meetings: Nov. 10, 14 17, 2011: The minutes and specifically the assignments given to the Planning Commission by the Board of Supervisors were discussed. The Planning Commission was asked by the BOS to develop a simple ordinance for property maintenance for residences in the township outside of the village district, develop a source water protection ordinance, and amend the property maintenance ordinance for the village district to include abandoned structures. Discussions of these assignments were discussed.

The problem in establishing a property maintenance ordinance outside of the village is how to determine who it would include, which cluster of houses outside of the village district and how would it be enforced. The PC feels this issue only affects this particular group of homes and is not a widespread issue.

Mr. Seay suggested that we offer our Property Maintenance Ordinance for the Village that this group might adopt into their home owners association. This could be something that developing subdivisions could choose to adopt as part of their home owners association.

Mr. Arthur is concerned this would be a burden to the township because of the time and money to enforce such an ordinance as well as the difficulty in deciding which group of homes would fall under this ordinance.

Mr. Arthur made a motion to make available to the Stonefield Development the Village District Property Maintenance Ordinance #5-03-04 that they can adopt into their Home Owners Association. It is the Planning Commission's recommendation that the Supervisors not take responsibility for enforcement nor provide spot policing of any ordinance throughout the township. Second by Mr. Seay. Motion Carried 4 -0.

Water Source Ordinance: The Planning Commission will talk with the Gregg Township Water Authority as they consider this assignment. Ms. Snyder will check into finding other such ordinances from township around the area for us to use in the development of the ordinance.

Subdivision/Development

1. Agricultural District Lot Subdivision Regulation: Section 304. D. 2. b. 5. : Public Hearing Date is Thursday, January 12, 2012 at 7 p.m.

Liaison Reports

Zoning Officer: An email was read from Mr. Hankinson, Zoning Officer, to the Planning Commission. He was unable to attend. The PVCEA has reached an agreement with Haines Township to do the zoning for them. There was a change in the Leotta Long Lot addition that was made at the county level.

Current Planning

Rails to Trails Report: No Report

Projects for 2011

• Develop a plan for fire protection using underground tanks and ponds: The Fire Company has been asked to have this finalized and report at the February 2012 Meeting.

• Develop subdivision procedures for Gregg Township: Ms. Snyder will forward some example of checklists that she has researched. She will also ask Ms. Mason for any information she might have to give to the Planning Commission.

Next Meeting Date: The Planning Commission will meet next on January 9, 2012 which is the second Monday in January.

Planning Commission Seat Open: Due to the resignation of Ms. Mason, a discussion took place to generate names of potential people to fill her seat on the board. The PC hopes to have some names to present to the BOS in January 2012.

New Projects

• Develop simple ordinance for property maintenance for residences in the township outside of the village district: See above notes.

• Develop source water protection ordinance: The Planning Commission will talk with the Gregg Township Water Authority as they consider this assignment. Ms. Snyder will check into finding other such ordinances from township around the area to use in the development of such an ordinance.

• Amend Property Maintenance Ordinance for the Village District to include Abandoned Structures: Abandoned Properties are addressed in the Village Property Maintenance Ordinance # 5-04-03. The Planning Commission feels no further discussion is needed.

Approval of Minutes

November 7, 2011 – Planning Commission Meeting Minutes: Mr. Myers made a motion to accept the November 7, 2011 Planning Commission Meeting Minutes as presented. Second by Mr. Seay. Motion carried 4 -0.

Adjourn

Mr. Arthur made a motion to adjourn at 8:07 p.m. Second by Mr. Myers. Motion carried 4 – 0.
