Gregg Township Planning Commission Meeting

Meeting Agenda

October 3, 2011

Call to Order: The Gregg Township Planning Commission meeting held on Monday, October 3, 2011 in Room #106 of the Old Gregg School in Spring Mills, PA, was called to order at 7:03 p.m. by Chairman Chris Kunes.

Attendance: Chris Kunes, Doug Bierly, Mike Arthur, Bill Seay, Julie Mason, Don Myers, Jane Scheuchenzuber

Staff: Jennifer Snyder, Secretary/Treasurer

Visitors: Ray Grove, Spring Mills

CITIZEN'S COMMENTS ON ITEMS NOT ON AGENDA: No comment at this time.

CHAIRMAN'S REPORT:

Board of Supervisors Meeting Minutes (draft) September 8, 2011: Mr. Bierly addressed some highlights of the meeting.

SUBDIVISION/DEVELOPMENT

Agricultural District Lot Subdivision Regulation: Section 304.D.2.b.5.: The Planning Commission was given 3 options to look over during the past month and bring feedback to the group. The 3 options are as follows.

1. Lots created by this ordinance, unless greater than 50% of the original parcel being subdivided and greater than 11.0 acres in size, shall never be further subdivided.

2. Lots created by this ordinance, unless greater than 50% of the original parcel being subdivided and greater than 11.0 acres in size, shall never be further subdivided, excepting lots of greater than "X" acres.

3. Lots equal to or less than "X" acres created by this ordinance shall not be further subdivided.

Mr. Myers presented the group with his written thoughts concerning the 3 options. See the attached sheet. Discussion took place.

Mr. Bierly would like to see the ordinance include the Conservation Subdivision by giving them incentives for such a subdivision.

Mr. Seay would like to allow residents the ability to utilize their land assets. He does agree with the philosophy of Buyer Beware and that residents do have options when lots are purchased. Mr. Seay is not sure he still supports Option #2.

Ms. Mason still supports Option #1.

Mr. Arthur is leaning toward Option #2 if we can set a reasonable number for X.

Ms. Scheuchenzuber feels there is a need for a change. She has been absent from several of the Planning Commission Meetings. She has missed a lot of the discussion that has taken place concerning this issue.

Mr. Grove, resident of Spring Mills, expressed his concern with the current subdivision ordinance and how this affects his family and posterity. He feels strongly that we keep the subdivision ordinance but tweek the current version to allow property owners the right to do what they want with their own assets.

Mr. Kunes reminded everyone that a zoning ordinance is fluid. It is continually evolving. He is in favor of #2 but would like to see the Conservation Subdivision attached to this or to option #3.

The Planning Commission discussed the following revision to Agricultural District Lot Subdivision Regulation: Section 304.D.2.b.5.:

Lots created by this ordinance, unless greater than 50% of the original parcel being subdivided and greater than 11.0 acres in size, shall never be further subdivided, excepting those lots of greater than 11 acres, which can only be further subdivided utilizing the Conservation Subdivision Ordinance (Article 5, Section 505.)

Mr. Arthur made a motion that the above change to the Agricultural District in the Zoning Ordinance be forwarded to the supervisors for consideration at their October 2011meeting. Second by Mr. Bierly. Motion carried 6 – 1. Ms. Mason voted nay.

LIAISON REPORT: Mr. Hankinson was not in attendance at the meeting.

CURRENT PLANNING:

Rails to Trails: Ms. Scheuchenzuber reported that Mr. Musser, Spring Mills, agreed last spring to discuss a walking trail for Spring Mills crossing his property. He has some issues to be resolved. A Township Supervisor needs to follw up the conversation with him. There will be a work day Saturday, October 9th at 1 p.m. at the farm that was purchased in Centre Hall for the Tri-Municipal Park. Those coming to help will mow the rail bed and do brush clean up of the area. The Tri-Municipal Park will connect to the Rails to Trails project in the Gregg Township.

APPROVAL OF MINUTES:

Mr. Arthur made a motion to approve the September 12, 2011 Planning Commission Meeting Minutes as amended. Second by Mr. Bierly. Motion carried 7 – 0.

Adjourn: Ms. Scheuchenzuber made a motion to adjourn at 8:58 p.m. Second by Mr. Bierly. Motion carried 7 – 0.
