The board met in an advertised work session before Board of Supervisors meeting. The stone bids were reviewed. The fire company asked the township to purchase road  block marker signs on route 45 and route 192 and they asked for assistance from the road crew to install the signs. The cost will be approximately $1500.

Board of Supervisors Meeting

April 14, 2016

 The regularly scheduled Board of Supervisors meeting for Gregg Township was held on April 14, 2016, at 106 School Street, Suite 106, Spring Mills PA with Supervisors Joel Myers, Douglas Bierly and Charles Stover in attendance.

Guests: Casey Grove, Don Grenoble, Doug Young, Brandon Young, Keri Miller, Jane Burrows, Chris Kunes,  Dianne Musser, Jim Smith, Hank Yeagley

Chairman Myers called the meeting to order at 7:00 p.m. followed by the pledge to the flag. Chairman Myers then closed the regular meeting and opened the public hearing for Ordinance O-16-01.  There was no comments or discussion concerning this ordinance. The public hearing was closed at 7:03 p.m. and the regular meeting reopened.

PUBLIC COMMENTS   Mr. Chris Kunes brought up some concerns he has with the Penns Valley Code Enforcement Agency (PVCEA).  Discussion took place. The PVCEA will meet on April 17. Mr. Kunes would like to attend this meeting with Mr. Bierly. 

GUEST SPEAKERS Hank Yeagley, member of the Penns Valley School Board, presented the school district's proposed construction projects.

LIAISON REPORTS

Solicitors Report: Mr. Rayman discussed the wellhead agreement for the tri-municipal park.  No action has been taken to sign this agreement.   Verizon is also looking for a tax id# associated with the checking account for the tri-municipal park so they can start paying rent.  Ms. Snyder will check with Ms. Arujio at the Centre Hall Borough.  Resolution R-16-09 (See below) has the bank name Jersey Shore inserted into it.  At this time they are not sure what bank they are going to go with to borrow funds. Mr. Rayman suggests we pass the resolution today taking out the name of the bank and inserting the institution when a bank is decided upon.  Mr. Stover asked who would have authority to decide when and if funds were borrowed. Mr. Rayman indicated that it would have to be a consensus of all 3 boards before any borrowing takes place.  Ms. Snyder asked about  our Sewer Enforcement Officer in reference to our workers compensation audit.  Discussion took place. 

Gregg 2025 Steering Committee: Russ Brooks was not in attendance. The next 2025 Steering Committee meeting will take place April 27.

Emergency Management Coordinator/Gregg Township Fire Company: Mr. Grenoble  reported that not much is going on with Emergency Management.  The Fire Company discussed with the Board during the work session that they would like the township to buy street blocker marker signs for route 45 and 192. Ms. Snyder would like to know where the funds would come from to pay for this. Mr. Myers offered that we could make a motion to approve them and then figure out where the money will come from. Mr. Bierly made a motion to pay for the signs and posts for the fire company. Second by Mr. Stover. No further discussion. Vote in favor was unanimous. 3 - 0 Mr. Young thanked everyone for their support of the fire company's hoagie sales. 

Old Gregg School Advisory (OGS) Committee:  Chairman Burrows reported that the advisory board met on the first  Tuesday of the month.  They had a presentation about the Book Bench project. They have a book bench that they would like to place at the Old Gregg School. This particular bench was created by local artist Karl Leitzel.  It is better suited for the area by the Food Centres Project.   Mr. Bierly made a motion approved the book bench to be placed at the OGS.  Second by Mr. Stover. No further discussion took place.  Vote in favor was unanimous.  3 - 0 The budget was discussed.  Building maintenance was discussed.  Repairing the steps are a priority. Mr. Bierly is to be getting bids to repair the steps.  Parking is the biggest concern at the building.  They are now renting out the showcase in the main hallway.  They hope to have a large fundraiser on July 30 as a 10 year anniversary celebration of the Old Gregg School and a grand opening of the playground.  McClure Company met with the OGS Advisory board and gave them an estimate for the heat and cooling of the first floor. Mr. Bierly asked them to revise the bid to include the remaining portion of the 2nd floor that needs air conditioning.

Penns Valley Code Enforcement Agency (PVCEA): Mr. Lesniak was unable to attend the meeting but emailed his monthly report to the board. 

Penns Valley Emergency Medical Services (EMS): Mr. Leary was not in attendance. There is an open house at the Penns Valley EMA building on Sunday, May 15.

Penns Valley Regional Planning Commission (PVRPC): Mr. Bierly reported the PVRPC will meet on March 21st. They will be working on updating the comprehensive plan and land use maps.

Gregg Township Planning Commission (PC): Mr. Bierly reported that the PC  met on April 4.  They discussed the codification of our ordinances. Mr. Bierly contacted Rod Beard from Bellefonte about finishing  our codification project.  He will be in contact with us about this soon.  The PC also looked over the land use maps. Mr. Bierly has been in contact with the county for better maps to look at. 

Playground:  Nothing new to report. We are waiting to hear back from EBY Paving. 

Rails to Trails: The grant has been completed. Funds went into the wrong account. See item below. The remaining balance in the Rails to Trails fund is $3191.92.

Tri-Municipal Park:  See discussion above regarding wellhead protection agreement.  Mr. Myers discussed the seeding that has taken place. Resolution R-16-09 allows the  tri-municipal park board to borrow funds to apply for grant funding and carry out operations at the park.  Mr. Bierly made a motion to pass R-16-09 with the condition that the right bank be inserted into the resolution. Second by Mr. Stover. No further discussion. Vote in favor was unanimous.  3 - 0 

Water and Sewer Authority: Nothing new to report.

Meeting Minutes: Mr. Stover  made a motion to approve the March 10, 2016 regular meeting minutes. Second by Mr. Bierly. No further discussion. Vote in favor was unanimous. 3 – 0 Mr. Bierly made a motion to approve the Joint Meeting Minutes from March 28, 2016. Second by Mr. Stover. No further discussion. Vote in favor was unanimous. 3 - 0

Financial Report: Mr. Stover made a motion to approve the financial report and account detail. Second by Mr. Bierly. No further discussion. Vote in favor was unanimous. 3 - 0

Rails To Trails: Mr. Bierly made a motion to approve a previous transfer of rails to trails funds from the general fund back into the rails to trails account.  Second by Mr. Stover. No further discussion.  Vote in favor was unanimous. 3 - 0

Workers Compensation Audit:  See discussion above.

 

 

ROADMASTER REPORT

Mr. Horner reported that the Dirt and Gravel road grant is due May 9.  He is going to apply for a project on Vonada Gap road. They are getting ready to cold patch pot holes and then move into the preliminary work  on Grenoble road in hopes to do the full depth reclamation in June.  Mr. Myers moved the awarding of the stone bids to this point on the agenda.  Mr. Stover made a motion to award bid for aggregate to Hansen Aggregates. Second by Mr. Bierly. Vote in favor was unanimous. 3 - 0  Mr. Stover made a motion to award the hot mix bid to HRI, Inc.  Second by Mr. Bierly.  Vote in favor was unanimous. 3 - 0 Mr. Stover  made a motion to award the cold patch to Hei-way.  Second by Mr. Bierly. Vote in favor was unanimous. 3 - 0

UNFINISHED BUSINESS

Properties on Tool Shed Lane and Cooper Street:  Nothing new to report.

LED Street Lights: Discussion of adding 9 additional street lights in the village took place.   Mr. Stover made a motion to go ahead and sign contract and pay for the installation of 9 additional lights in the village with the condition that the funds borrowed to install the lights be paid back from the funds generated from the street light revenue.  Second by Mr. Bierly. Vote in favor was unanimous. 3 - 0

OGS Food Centres Project:  Ms. Miller got offered the job as the coordinator of the Food Centres project. If she accepts the job, she can serve as a liaison between the Food Centre and the township.  The project is moving along. They have a grow table in the basement and are getting a sink installed to wash vegetables. 

Parking Lot Renovation:  We are waiting to hear from EBY paving.

Tri-Municipal Park Wellhead Protection Agreement:  A new agreement is needed before the township will sign the agreement. See discussion above.

NEW BUSINESS

O-16-01: Parks and Recreation Ordinance:  Mr. Bierly made a motion to adopt O-16-01. Second by Mr. Stover. Vote in favor was unanimous. 3 - 0

PSATS Proposed Resolutions:  Discussion took place.

Employee CDL Pay Increase: Mr. Stover made a  motion to increase the pay of Chris Smith for completing his CDL requirements by $.50/hour, retroactive to March 28, 2016.  Second by Mr. Bierly. Vote in favor was unanimous. 3 - 0

Centre County 2015 Hazard Mitigation Plan R-16-08: Mr. Stover made a motion to approve and adopt the Centre County Hazardous Mitigation plan Resolution R-16-08. Second by Mr. Bierly. No further discussion. Vote in favor was unanimous. 3 -0

Gregg 2025: Mr. Bierly made a motion to appoint Erica Husser to Gregg 2025 Steering Committee. Second by Mr. Stover. No further discussion. Vote in favor was unanimous. 3 - 0

Aggregate Bid Opening: See discussion in Roadmaster Report

DCED Municipal Annual Audit and Financial Statement: Mr. Bierly made a motion to accept the annual audit and financial report  as presented.  Second by Mr. Stover. Vote in favor was unanimous. 3 - 0

Tri-Municipal Park R-16-09 Line of Credit: See discussion above.

Nittany Antique Machinery Association, Inc. Letter requesting Fire Police: No action taken

Hidden View Trailer Park: Mr. Stover made a motion to approve a Trailer Park permit for Hidden View Trailer Park (formerly Longs Trailer Park). Ms. Snyder will send out the paperwork to the new owner. Second by Mr. Bierly.  Vote in favor was unanimous. 3 - 0
