Organization Meeting Minutes

January 4, 2016

The board met in an advertised work session at 6:00 p.m.  Discussion of the F550, remodel of office, Francis Auman property on Toolshed Lane and an additional security camera in the gym took place.

CALL TO ORDER Mr. Myers called the 2016 Organization Meeting of the Board of Supervisors of Gregg Township to order at 7:08 p.m. followed by the recitation of the pledge of allegiance.

Mr. Myers appointed Mr. Bierly as the temporary chairman and Jennifer Snyder as temporary secretary of the meeting.

Mr. Bierly took over as temporary chairman and called for nominations for chairman.

Mr. Stover made a motion to appoint Mr. Bierly as chairman of the supervisors of Gregg Township for 2016. Motion failed. No second.

Mr. Bierly made a motion to appoint Mr. Joel Myers as the chairman of the Board of Supervisors for 2016. Second by Mr. Stover.  No further comments. Vote in favor was unanimous. 3 – 0

 

Mr. Myers took over as Chairman.

Mr. Stover made a motion to appoint Mr. Bierly as vice-chairman of the Supervisors of Gregg Township for 2016. Second by Mr. Myers. No further comments. Vote in favor was unanimous. 3 – 0

 

Mr. Bierly made a motion to appoint Jennifer Snyder as the Secretary/Treasurer for 2016.  Second by Mr. Stover. No further discussion. Vote in favor was unanimous.  3 – 0

Mr. Stover made a motion to approve Open Records Policy R-16-02. Second by Mr. Bierly. No further discussion. Vote in favor was unanimous. 3 -0

 

Mr. Bierly made a motion to approve Meeting Procedure R-16-03. Second by Mr. Stover. No further discussion. Vote in favor was unanimous. 3 – 0

 

 Mr. Stover made a motion to approve the Schedule of Fees R-16-04. Second by Mr. Bierly. No further discussion. Vote in favor was unanimous. 3 – 0

Mr. Myers closed the organization portion of the meeting at 7:17 p.m.

 

Regular Meeting Agenda

January 4, 2016

 

Mr. Myers opened the Regular Board of Supervisors meeting at 7:17 p.m.

 

COMMENTS FOR ITEMS NOT ON AGENDA (Please limit comments to five minutes): No comments at this time.

LIAISON REPORTS

Solicitors Report: Mr. Rayman was not in attendance.  

Emergency Management Coordinator/Gregg Township Fire Company: Mr. Grenoble was not in attendance. Mr. Stover had nothing to report for the Fire Company.

Old Gregg School Advisory Committee:  Ms. Miller reported that to date, there have been 13 memberships sold for the Underground Fitness and Open Gym. Mr. Bierly reported that we received another quote for the boiler repair from McClure Mechanicals. It was for $3900 to repair both boilers. Mr. Stover made a motion to accept the quote from McClure’s contingent upon approval from the OGS Board. Second by Mr. Bierly. No further discussion. Vote in favor was unanimous. 3 – 0

Penns Valley Code Enforcement Agency: Mike Lesniak emailed his report to the board. He was not in attendance.

Penns Valley Emergency Medical Services: Mr. Leary was not in attendance.

Penns Valley Regional Planning Commission: The PVRPC will meet on the third Monday of January here at the Old Gregg School.

Planning Commission: The PC will meet on Monday, January 11th to organize for 2016.

Tri-Municipal Park: Nothing new to report.

Gregg Twp Water & Sewer Authorities: Mr. Horner reported the water authority increased their rates for 2016. They had several unexpected problems occur that mandated the increase.  Sewer Authority is going well.  Discussion of the possibility of adding the Mount Nittany Medical to the water lines took place.  Mr. Horner has been in contact with them.

Gregg Township 2025: Mr. Myers explained that this board will meet on varying Mondays throughout the upcoming year. Their first meeting will take place February 22, 2016. 

 

SECRETARY/TREASURER’S REPORT

Meeting Minutes: Mr. Stover made a motion to approve the December 10, 2015 Meeting Minutes. Second by Mr. Stover. No further discussion. Vote in favor was unanimous. 3 – 0

Checking Account Detail: Due to the date of the meeting, no financial statement was available. Ms. Snyder was waiting for the bank statement in the mail.

2015 Year End Budget Review:  The final year end budget vs. actual was presented to the board for discussion.

Automatic Payment for EMC Insurance:  $1750.99 will be deducted on the first day of every month to cover the invoice payment for the insurance.  Automatic payments negate paying the $5 service fee for payments made by check.

Geisinger Health Insurance Contract: Mr. Bierly made a motion to approve Ms. Snyder signing the contract with Geisinger Health Insurance. Second by Mr. Stover. Vote in favor was unanimous. 3 – 0

 

ROADMASTERS REPORT

Mr. Horner gave a brief description about the F550 claims with Sunbury. They have the chipper from Centre Hall Borough and have started chipping brush. The new truck arrived and is good. There are some minor issues that Bradco is taking care of. He installed the overfill sign at the fuel island which complies with DEP regulations.

 

UNFINISHED BUSINESS

Toolshed Lane/Cooper Street Properties:  As discussed in the work session, the board will ask Mr. Lesniak to draft up a letter asking him to clean up his property in 35 days. 
LED Street Lights: Ms. Snyder has submitted work orders for this process to begin.

Comprehensive Traffic Study:  This item was tabled from the December 2015 BOS meeting. Mr. Myers talked with Mr. Mike Bloom from Centre County who indicated that this study will take place regardless of whether the township sends a letter of support or not. Mr. Bierly would like to see the Board send a letter asking Penn DOT to conduct this study. Discussion took place. Mr. Bierly made a motion that the township supports a comprehensive traffic study. Motion failed. No second.

 

NEW BUSINESS

Street Light Tax Resolution R-16-06: The approved street light tax that was discussed in December. The changes needs to be approved by Resolution. Mr. Stover made a motion to approve Resolution R-16-06. Second by Mr. Bierly. No further discussion.  Vote in favor was unanimous. 3 – 0

Approve advertisement to appoint CPA to do audit of 2015 books:  Mr. Stover made a motion to approve the advertisement stating that the township is hiring a CPA to do their annual audit. Second by Mr. Bierly. Vote in favor was unanimous. 3 – 0

Annual Audit: Mr. Stover made a motion to sign the engagement letter with Baker Tilly to do the annual Audit for 2016. Second by Mr. Bierly. No further discussion. Vote in favor was unanimous. 3 – 0

Newly Elected Supervisors Training: Mr. Bierly made a motion to approve the fee for attendance to newly elected or veteran supervisors training. Second by Mr. Stover.  There is a local training being held on Feb. 13 and 20 in State College at Toftrees.  If any of the Supervisors want to attend, they should let Ms. Snyder know so she can sign you up. It saves $5 to sign up online. Vote in favor was unanimous. 3 – 0

Donation of recycling building to Gregg Township from Grace UC: Mr. Myers is giving up his church responsibility of taking care of the recycle building across from the post office. His church is willing to donate this building to the township.   A discussion took place in regards to a donation from the township to the church for getting these buildings.  Mr. Stover made a motion to donate $300 in exchange for the recycle building. Second by Mr. Bierly.  Mr. Horner will use this shed to store things. He will try to put the shed behind the salt shed.  Vote in favor was unanimous. 3 – 0
