The board met in an advertised work session at 6:15 p.m. prior to the start of the board meeting. They discussed the street light tax, an alarm for the underground storage tank at the township shed and the proposed budget.

 Board of Supervisors Meeting

November 12, 2015

 The regularly scheduled Board of Supervisors meeting for Gregg Township was held on November 12, 2015, at 106 School Street, Suite 106, Spring Mills PA with Supervisors Joel Myers, Douglas Bierly and Charles Stover in attendance.

Staff present: Laron Horner- Roadmaster, Jennifer Snyder- Secretary/Treasurer

Guests: Don Grenoble, Jane Burrows, Dianne Musser, Jim Smith, Catherine Smith, Casey Grove

 Chairman Myers called the meeting to order at 7:00 p.m. followed by the pledge to the flag.

PUBLIC COMMENTS   No comments at this time

LIAISON REPORTS

Solicitors Report: Mr. Rayman discussed with the board the ruling from the District Magistrate concerning the Auman property on Tool Shed Lane. He suggests that the Township contact the office of aging to make sure that Mr. Auman is safe then follow through to get an order to get the place cleaned up. Discussion took place. Mr. Bierly made a motion that the township file an action with the district magistrate obtaining a court order for the Office of Aging to check on the health and safety of Mr. Auman and that the district magistrate also order Mr. Auman's property  be cleaned up within a set amount of time before the township cleans up the property at the owner’s expense.  Second by Mr. Stover. No further discussion. Vote in favor was unanimous. 3 – 0 

Mr. Rayman reported that the Tri-Municipal Park has settled things with Verizon and funds paid to Potter Township will be put into an  escrow account for the use and benefit of the Tri-Municipal Park.  Mr. Rayman answered questions from an email from Ms. Snyder. The Old Gregg School Advisory has been incorporated.  He would not try to dissolve the corporation as no annual reports are filed each year. He would let things go as they are.  Also, in regards to funds, the treasurer of the township is responsible for all township funds which include funds generated from the Old Gregg School. 

Mr. Bierly brought up the F-550 issues that have not been resolved. After brief discussion, Mr. Rayman asked for documentation to be sent to him so he can look into it. 

Mr. Bierly also asked if there was more information regarding the accident on Lower Georges Valley road. Mr. Horner reported that we sent for the accident report but have not received anything back from Harrisburg.

Mr. Rayman was excused at this point on the agenda.  

Emergency Management Coordinator/Gregg Township Fire Company: Nothing new to report. He did attend two meeting this past month on Damage Reporting and Flood Insurance Ratings. Mr. Myers mentioned that the Flood Insurance rating would be discussed at the upcoming Penns Valley Regional Planning Commission meeting.  

Old Gregg School Advisory (OGS) Committee:  Ms. Burrows reported that the OGS Advisory Board met on November 5. They welcomed to new members. They went over the budget and maintenance of the building.  At the next meeting there will be a discussion of their by-laws. The craft fair was discussed. Expansion of tables to the hall and room #106 is being explored.

Penns Valley Code Enforcement Agency (PVCEA): A written report was given to the board.  Mr. Lesniak was not in attendance.

Penns Valley Emergency Medical Services (EMS): Mr. Leary was not in attendance.  In regards to the workers compensation for the EMA volunteers, Ms. Snyder will invoice each township at the beginning of January and make sure all the proper documentation is included.

Penns Valley Regional Planning Commission (PVRPC): Mr. Bierly reported that they will meet on November 16 here at the Old Gregg School at 7 p.m. They will discuss the flood insurance rating system.

Gregg Township Planning Commission: Mr. Bierly reported they met on November 2. Nothing to report.

Playground: Mr. Horner gave an update on the playground. Everything is going well. He is hoping to pour concrete next week.

Rails to Trails: We are waiting for the final drawdown from DCNR to close out this grant.

Tri-Municipal Park: See discussion above. The meeting is next Tuesday night, November 17.

Gregg Twp Water & Sewer Authorities: Mr. Horner reported that everything is working fine. They are getting ready to discuss their budgets for both authorities.

Gregg Township 2025: Mr. Myers reported the group is moving forward to formally organize and appoint committee members in January at the organization meeting. There will be a committee with separate subcommittees which will report to the Board of Supervisors who will oversee the group.

SECRETARY/TREASURER’S REPORT

Meeting Minutes: Mr. Bierly made a motion to approve the October 15, 2015, regular meeting minutes. Second by Mr. Stover. No further discussion. Vote in favor was unanimous. 3 – 0 Mr. Bierly made a motion to approve the budget meeting minutes held on October 27 and 28, 2015. Second by Mr. Stover. No further discussion. Vote in favor was unanimous. 3 – 0 

Financial Report: Mr. Stover made a motion to accept and approve the financial report. Second by Mr. Bierly. No further discussion. Vote in favor was unanimous. 3 – 0

Mr. Bierly made a motion to transfer $12,500 from the Old Gregg School Fund to the General Fund as payment to the liability owed for the Solar System.  Second by Mr. Stover. No further discussion. Vote in favor was unanimous.  3 – 0

Guiderails on Lower Georges Valley Road: Waiting on police report

Underground Storage Tank: Discussion took place.  Mr. Horner would like to talk to DEP and see why the tank would not pass inspection as it is the same as it has always been.  Mr. Bierly made a motion that we purchase the alarm system for the underground storage tank contingent upon discussion with the DEP. Second by Mr. Stover. No further discussion. Vote in favor was unanimous. 3 – 0

Mr. Horner reported that they are working on snow fence and putting in the playground. He gave the board a status of the new truck. The hood is getting painted and we should get the truck sometime the end of November.

UNFINISHED BUSINESS

Security System: Mr. Stover made motion to accept the bid from Inteldex, Inc. for $4,653.36 to install a security system at the Old Gregg School.  Second by Mr. Bierly. No further discussion. Vote in favor was unanimous. 3 – 0

County Liquid Fuels Grant: The application date expired and we didn’t get an application submitted. We will have to apply again next year.

Tool Shed Lane/Cooper Street Property: See discussion above

NEW BUSINESS

2016 Budget: The board of supervisors discussed the street light tax. Each year the fund has insufficient funds available to pay the expenses. Ms. Snyder and Mr. Bierly attended an LED Street workshop in State College. Switching to LED lights for our street lights could save the township as much as 50%. After discussion, Mr. Stover made a motion to pursue leased LED lights for our street lights. Second by Mr. Bierly. No further discussion. Vote in favor was unanimous. 3 – 0 Discussion of an increase in fee charged for street lights took place.  After discussion, Mr. Stover made a motion to approve an increase of ten cents per linear foot for developed properties increasing it to thirty cents per linear foot and an increase of five cents per linear foot for undeveloped properties increasing it to ten cents per linear foot. Those properties with unmarked linear footage but are charged a fee, will increase by 50% of current rate. Second by Mr. Bierly. No further discussion. Vote in favor was unanimous.3 – 0   

Proposed Budget:  Mr. Bierly made a motion to approve the proposed budget with the changes made from the increase in street light tax and put it out to advertise for public inspection. Second by Mr. Stover. No further discussion.  Vote in favor was unanimous. 3 – 0

Tax Collector’s Continuing Education Classes: Ms. Miller has asked the board to pay for her continuing education classes and state association dues which comes to $189. Mr. Stover made a motion to reimburse Ms. Miller for these expenses. Second by Mr. Bierly. No further discussion. Vote in favor was unanimous. 3 – 0

Tax Discussion-Street Light Tax: See discussion above

Boilers for the OGS: Mr. Bierly reported that we got a second quote for $23,000 to fix each boiler. Discussion took place. Mr. Bierly made a motion to advertise for bids to repair the two boilers at the old Gregg School. Second by Mr. Stover. No further discussion. Vote in favor was unanimous. 3 – 0 Funding to pay for this will occur after we open the bids.

Route 45 Traffic Safety Meeting: Mr. Bierly announced that due to the high volume of traffic and accidents that occur on Route 45, there will be a discussion with political figures, state troopers, Penn DOT and others interested in this topic at the Old Gregg School on November 13 at 11 at the Old Gregg School.
