Special Board of Supervisors Meeting

June 16, 2015

 A special Board of Supervisors meeting for the Township of Gregg was held on June 16, 2015, at 106 School Street, Suite 106, Spring Mills PA with Supervisors Joel Myers, Douglas Bierly and Charles Stover in attendance.

Staff present: Jennifer Snyder-Secretary/Treasurer, Laron Horner- Roadmaster  

Guests: Don Grenoble, Jim Smith, Keri Miller, Doris Kauffman, Joel Kauffman, Dale Wheeland

 Chairman Myers called the meeting to order at 6:00 p.m. followed by the pledge to the flag.

 PUBLIC COMMENTS No public comments at this time.

 BUSINESS

Rails to Trails/Kauffman Property: Mr. Myers asked for any comments from the floor.  Hearing none, he reported that the township’s solicitor, Mr. Robert Rayman and attorney Terry Williams had some discussion since we last met. At this time, Mr. Myers announced that the township will not exercise any rights of first refusal at this time on the said property.  Mr. Stover made a motion stating the township will not exercise their first right of refusal on the Kauffman property at this time. Second by Mr. Myers.  No further discussion. Vote 2 – 1 Mr. Bierly does not want to go on record in support of this motion.

Ms. Kauffman asked for a letter confirming this decision for her to take to the settlement on Thursday morning. Ms. Snyder will draft a letter in the morning for Mr. Myers to sign.

 Rails to Trails Grant/Greenways, Trails and Recreation Program Grant: Mr. Bloom from Centre County Planning and Community Development office has suggested that instead of writing a grant for construction of a bridge over Sinking Creek to access the rail trail, we submit a grant for the engineering costs of this bridge as a first phase in the project. The grant is due June 30.  The match on this project would have to be raised through fundraising.

 Playground:  The playground committee has received bids from 3 different companies.  Mr. Horner reported that over half of the money that we raised will go to mulch, parking, accessible walks, and playground borders and not equipment. Due to costs of installation, we will be installing the playground in-house. After discussion, Mr. Bierly made a motion to purchase the playground equipment from Play and Park Structures, a Playcore Company with a quote of $42,898.18 for the cost of equipment, freight plus some supervision during installation. Second by Mr. Stover. No further discussion. Vote in favor was unanimous 3 – 0

 Check from Target for Gregg Township Elementary: We received a check from the Target’s Thanks a Billion campaign written to the principal of Gregg Township Elementary School. Ms. Snyder contacted them and got an email address to let them know that we are no longer an elementary school and return the check.

 Pennsylvania Association of Municipal Administrators Conference: Ms. Snyder has asked to attend this conference which is held in August. Mr. Bierly made a motion for Ms. Snyder to attend this conference. Second by Mr. Stover. No further discussion. Vote in favor was unanimous. 3 – 0

 OTHER BUSINESS

Centre County Youth Bureau: Mr. Horner reported we have the opportunity to have another youth work with the road crew this summer. Mr. Bierly would like to meet with him before he begins working.

 Cemetery at Farmer’s Mills: Mr. Stover mentioned some damage to the road near the cemetery. Mr. Horner has been contacted by Mr. Zerby. The problem is caused by runoff water that comes from the gravel pit creating this washout.

 ADJOURN

Mr. Bierly made a motion to adjourn at 6:43 p.m. Second by Mr. Stover. Vote in favor was unanimous. 3 – 0
