The board met in an advertised work session at 6:15 p.m. They discussed road maintenance and road projects for the upcoming year. They dismissed from their work session to break into an Executive Session to discuss personnel issues.

Board of Supervisors Meeting

May 14, 2015

 The regularly scheduled Board of Supervisors meeting for Gregg Township was held on May 14, 2015 at 106 School Street, Suite 106, Spring Mills PA with Supervisors Joel Myers, Douglas Bierly and Charles Stover in attendance.

Staff present: Jennifer Snyder-Secretary/Treasurer, Laron Horner- Roadmaster  

Guests: Don Grenoble, Dianne Musser, Dale Musser, Chris Kunes, Keri Miller, Mike Lesniak, Jane Burrows, Jim Smith

 Chairman Myers called the meeting to order at 7:00 p.m. followed by the pledge to the flag. He announced the board met in executive session prior to the start of this meeting to discuss personnel issues.

 PUBLIC COMMENTS: No comments at this time.


Solicitors Report: Mr. Rayman was able to make contact with the new owners of the Kauffman property. They were unaware of the easement for the Rail Trail through their property but they saw no problem with it. In regards to the signs to slow traffic where horses are present on the road, Mr. Rayman is advising the Township against complying with her request. There are state laws already in place that require motorist to get over a minimum distance to riders of any type. Ms. Snyder will draft up a letter to the resident for the Board to sign. The Penns Valley Emergency Medical Association mutual agreement is now signed by Haines, Penn and Miles Township as well as Centre Hall and Millheim Borough. Potter Township signed the original agreement a year ago but should be able to sign off on the new agreement without a motion. Mr. Stover made a motion to sign the Penns Valley Emergency Management Association mutual agreement. Second by Mr. Bierly. Vote in favor was unanimous. 3 – 0

Emergency Management Coordinator/Gregg Township Fire Company: Mr. Grenoble attended two meetings in April.  The Hazardous Mitigation planning meeting was very good. The township will need to update their hazardous mitigation plan. Information will be sent from the county concerning this. The Emergency Management meeting dealt more with directing traffic and emergency laws. Discussion of the Fireman’s parade took place. Mr. Stover made a motion for the Township to cover the printing cost of the raffle tickets for the carnival. Second by Mr. Bierly. Vote in favor was unanimous. 3 – 0 Mr. Bierly will begin working on the parade permit and Ms. Snyder will send out a letter to Jersey Shore Bank asking for a donation for the carnival.

Old Gregg School Advisory (OGS) Committee: Ms. Burrows, Chairman, reported that the Advisory Board met on April 30 for their May meeting. The discussed their Bi-laws as well as their budget to determine where they could save money. They have several upcoming events, open mic night, community dance and movie night. The Grange volunteers will be here to do service work at the center on Saturday, May 16. The Old Gregg School Advisory Committee will be holding an executive session to work on their bi-laws in the next week.

Penns Valley Code Enforcement Agency (PVCEA): Mike Lesniak gave his report. He is working with Mount Nittany Medical to keep things moving forward with the Penns Valley Clinic. He discussed the Zoning Hearing that took place on May 7. The agency has been very active issuing permits.

Penns Valley Emergency Medical Services (EMS): Mr. Leary was not in attendance. It was announced that there is an Open House for the ambulance on May 17.

Penns Valley Regional Planning Commission (PVRPC): Mr. Bierly reported that the PVRPC met on March 16. They meet again on Monday, May 18 at 7:00 p.m. Mr. Kunes will be presenting information about the YMCA.

Planning Commission (PC):  Mr. Bierly reported that the PC met on May 4. They discussed the draft source water protection plan. Ms. Snyder was asked to request 2 printed copies of the source water draft to have on hand at the office. Mr. Kunes announced that the YMCA board did approve moving forward with plans to bring a YMCA into Spring Mills. Ms. Snyder received a call from Keystate Publishing stating that Mr. Rotz cannot attend the June PC meeting due to continued illness.  Discussion took place. It was suggested that another member of his staff be asked to attend the June PC meeting to answer any questions so that we can move forward with the codification process. Ms. Snyder will take care of inviting one of them.

Playground: Ms. Snyder reported they have reached their goal to raise $20,000. The surveying has been done and they are awaiting a plan from the design consultant.  The group had their initial meeting with the project coordinator from the Department of Conservation and Natural Resources. WTAJ is doing a story about the playground tonight at 11 p.m.

Rails to Trails: Nothing new to report. They are still waiting on the final report. They continue to work on options for a bridge crossing the stream at a ball field to connect with the trail.

Tri-Municipal Park: Mr. Myers reported the HOP’s are done.

Gregg Twp Water & Sewer Authorities: Mr. Horner reported that both the sewer and water authorities are both running great.

Gregg Township 2025: There is no meeting date set for May. They will be forming subcommittees to work from at the next meeting. They would like to involve some younger folks on this committee.


Meeting Minutes: Mr. Bierly made a motion to approve the April 9, 2015, public hearing for O-15-02 and regular meeting minutes. Second by Mr. Stover. No further discussion. Vote in favor was unanimous. 3 – 0

Financial Report: Mr. Bierly made a motion to accept and approve the financial report. Second by Mr. Stover. No further discussion. Vote in favor was unanimous. 3 – 0

Mr. Horner reminded the board about the full depth reclamation class at Boggs Township on Friday, May 15. Discussion about road projects took place. Mr. Bierly would like to repeal the motion from the previous meeting concerning road projects in 2015. Based on new information, he made a motion to spend up to $130,000 for road projects this year which will include full depth reclamation and  tar and chip on several roads (to be determined) in the township. Second by Mr. Stover. Vote in favor was unanimous. 3 – 0

Mr. Horner and Ms. Snyder will put out the stone bids to be awarded at a special meeting, if needed, or at the June supervisors meeting. He also got approval from the sewer authority to discharge a sump into the sewer system to put in a wash bay at the township shed.

Security Cameras in the OGS: Mr. Snyder will try to find time to look into this. Mr. Whitmer brought in a computer monitor and hooked into the existing camera system. With his monitor, only sounds could be heard but no video playback.  

Horse Signs on Roads – Letter from Wildfire Ranch: See discussion above in the Solicitor’s report.  Mr. Myers suggested we put something in our next newsletter concerning this issue.


Centre County 911 Addressing:  Mr. Bierly made a motion to approve the address 107 Grenoble Road. Second by Mr. Stover. Vote in favor was unanimous. 3 – 0

R-15-09 Mount Nittany Sewage Escrow: Mr. Stover made a motion to approve R-15-09. Second by Mr. Bierly. Vote in favor was unanimous. 3 – 0

Job Descriptions: This was discussed in the executive session. Nothing to report.

Review of Regional Comprehensive Plan: The board reviewed the first 20 goals on the regional comprehensive plan. Mr. Bierly made a motion to move these concepts and goals agreed upon forward. Second by Mr. Stover. Vote in favor was unanimous. 3 – 0
