Board of Supervisors Meeting Minutes

July 10, 2014

ATTENDANCE

Supervisors: Chairman Joel Myers, Douglas Bierly, Charles Stover

 CALL TO ORDER The Gregg Township Board of Supervisors meeting held on June 12, 2014, was called to order at 7:00 p.m. by Chairman Joel Myers followed by the Pledge of Allegiance.

PUBLIC COMMENT (For items not on the agenda): No comments at this time.

SPEAKER/GUESTS  No speakers on the agenda.

LIAISON REPORTS

Solicitors Report:  Mr. Rayman reported that arguments were heard for the Musser case. It went very well. It could still be another few months before a judgment is made. It is possible that they could appeal it to the PA Supreme Court.  Mr. Rayman discussed the Penns Valley Emergency Medical Association joint municipal agreement with Gregg Township and the other 6 municipalities in Penns Valley. This agreement, once signed, should be good for several years. Mr. Bierly made a motion to accept and adopt the joint municipal agreement as drafted by Mr. Rayman. Second by Mr. Stover. No further comments. Vote in favor was unanimous. 3- 0 A discussion concerning the Verizon tower on the property of the Tri-Municipal Park took place. We received a copy of a letter to Mr. Miller from the Department of Conservation and Natural Resources in regards to this issue. Mr. Rayman feels it would be in the best interest for the Tri-municipal Park Board to take advantage of this opportunity.  The Township asked Mr. Rayman to draft an ordinance to accept our new Street Directory as the official directory for Gregg Township. He will also work on an ordinance so that we may post weight limits on certain roads. Mr. Bierly asked Mr. Rayman if donations to the Township for things such as the playground or Old Gregg School would be tax deductible. Mr. Rayman suggested we asked our accountant at Parente Beard to see if they would know this answer. Ms. Snyder will make this inquiry.  

Mr. Rayman was dismissed at 7:19 p.m.

Gregg Township Fire Company: Firechief Doug Young reported that the fire company is preparing for the carnival and parade and could use more volunteer help. They are looking at replacing a tanker and installing  more dry hydrants around the Township. Discussion took place. They asked for help from the township to install the dry hydrants. Mr. Horner agreed to this. Ms. Snyder will check with Penn DOT to see what is needed to place dry hydrants on bridges owned by the state.

Emergency Management Coordinator:  Mr. Grenoble reported that there is a big tree down at the bridge on Water Street near the old Gettig Property. If we have heavy rainfall, this may cause a back up of water. The fire company is willing to try to get this out. Mr. Horner also said the Road Crew will check it out to see if there was something they could do to remove it. Everything else seems to be in good shape.

Old Gregg School Advisory Committee: Ms. Burrows was not in attendance to give her report.

 Penns Valley Code Enforcement Agency (PVCEA): Mr. Lesniak reported for the PVCEA.  He reviewed the activity of the agency during the last month.  

Penns Valley Emergency Medical Association (PVEMA): Mr. Leary was not in attendance to report. See above discussion about the Joint Municipal Agreement in the Solicitor’s Report.

Penns Valley Regional Planning Commission (PVRPC): Mr. Bierly reported the Regional Planning Commission met in May and have not met recently. They are working on giving feedback to Ms. Linda Marshall on the ten year review of the Regional Comprehensive Plan.

Gregg Township Planning Commission:  The Planning Commission did not meet in July.  

Rails to Trails:  Nothing new to report. Ms. Snyder reported there is still a balance in the Rails to Trails checking account but she expects to get a final invoice soon.

Tri-Municipal Park: See above discussions about the Verizon Cell Phone Tower in the Solicitor’s Report.

Water/Sewer Authorities: Mr. Horner reported that the Sewer Authority has been busy with the storms lately so nothing to report on the tank inspection and cleaning. The Water Authority replaced a water value today but other than that it is going fine.

SECRETARY/TREASURER’S REPORT

Meeting Minutes: Mr. Bierly made a motion to approve the June 12, 2014 regular Meeting Minutes and the June 23, 2014 Special Meeting Minutes. Second by Mr. Stover. No further discussion. Vote in favor was unanimous. 3 -0

Checking Account Detail:  Mr. Bierly made a motion to accept and approve the Checking Account Detail/Monthly Financial Report as presented. Second by Mr. Stover. No further discussion. Vote in favor was unanimous. 3 – 0

The group reviewed the 2nd Quarter Budget Report.

Discussion of the funds available in the Old Gregg School Account took place. Mr. Stover made a motion to transfer $2000 back from the Old Gregg School Fund to the General Fund Savings Account that was previously borrowed. Second by Mr. Bierly. No further discussion. Vote in favor was unanimous. 3 – 0

Mr. Bierly asked the road crew to help install a hot water heater (purchased through a grant) in the basement of the Old Gregg School for the showers and for the installation of a washer and dryer.
Mr. Bierly made a motion for Ms. Snyder to attend the Pennsylvania Association of Municipal Administrators in Pittsburgh in August. Second by Mr. Stover. No further discussion. Vote in favor was unanimous. 3 – 0

Ms. Snyder reported that the Township received a letter from Penn DOT instructing the Township to transfer $3793.15 from the General Fund to the Liquid Fuels Fund for unauthorized expenditures from that fund. Mr. Stover made a motion to approve the transfer of said funds from the General Fund to the Liquid Fuels fund. Second by Mr. Bierly. No further discussion. Vote in favor was unanimous. 3 – 0

ROADMASTER REPORT

Mr. Horner reported that we got the 2014 Automated Red Light Enforcement (ARLE) Grant submitted to replace old warning signs and stop signs in the Township. Mr. Mike Bloom and Ms. Elizabeth Lose from Centre County Planning Office were a big help. This is a reimbursement type grant but if funded will save the township a significant amount of money. The township discussed the purchase of radios for in the vehicles. Mr. Jeff Clemmer from Centre Communications, spoke to the board during the work session about the radios he has available. He will come to the township and do a test for the signal. The Board will make a decision about the radios next month. The Road crew has been busy crack sealing the roads. The will have approximately 40 plus hours on the machine but it is hopeful this will help the roads over time. Mr. Horner would like to set a date to take a tour of the roads with the board. Mr. Horner and Ms. Snyder finished up the Street Directory. See discussion above in the Solicitors report.  Mr. Horner reported that we are about half way finished with the sign inventory. Ms. Snyder is working on the spreadsheets for each street. The crew will begin working on replacement of two culvert pipes on T-419 Lower Georges Valley Road this next week after they are done with the crack sealing. The bridge over Muddy Creek on T-419 Lower Georges Valley Road needs addressed. The scours need to be fixed soon. We are still waiting back to hear from Mr. Don Franson, our engineer, about the cost of scuba divers to fix the scours again. Discussion of the fill project behind the Old Gregg School took place. Mr. Stover asked Mr. Horner about maintenance records for the vehicles. Mr. Horner reported that they do keep maintenance records and do some of the oil changing but they leave the annual and semi-annual maintenance to the professional mechanics. Ms. Snyder does have a vehicle cost spreadsheet for each of the township vehicles. This is available anytime.

OLD BUSINESS

Musser Property: Musser v. Gregg Township, et al. (Case No. 2011-4845): See discussion above.

Codification:  See discussion above concerning the Street directory and Road bonding ordinance in the Solicitors Report. The Board would like to adopt these ordinances to be included in the codification before adopting the code.

Playground:  A discussion about the Playground committee being offered the opportunity to run the Winter Craft Fair with proceeds benefiting the Playground took place. Ms. Snyder felt like this should be a joint effort with the Old Gregg School Advisory committee, as they normally would run the Craft Fair, with help from the few members of the Playground Committee that are not involved with the Advisory Committee. Mr. Myers agreed and asked the Ms. Snyder draft an email to the Advisory Board. The group discussed businesses and civic organizations that could be solicited for donations.

Penns  Valley Regional Comprehensive Long Range Plan: The ten year review of this plan is being conducted. Each municipality is asked to review the plan. The Board is working on this but it is time consuming and they would like to have the planning commission in on the discussion. It is due to Linda Marshal as soon as possible.

NEW BUSINESS

Centre County 911 Addressing  201 Huron Lane Approval: Mr. Stover made a motion to approve the street name and address for Huron Lane and 201 Huron Lane. Second by Mr. Bierly. No further discussion. Vote in favor was unanimous. 3 – 0 This address and street is located in the Bataglia Subdivision.

Act 13 Funds: Budget Amendment Resolution, Expenditure of Funds: The Board discussed the expenditures of funds for the Act 13 Money we received which was $3,246.72. The board tabled the passing of R-14-08 until it is decided where the funds will be spent.

Fire Company – Joint efforts between fire companies to reduce costs: The Penns Valley Regional Planning Commission would like to host a meeting with a guest speaker who would focus on shared expenses between fire companies and other ways that the fire companies in the area could join together the save costs. Discussion took place. Fire chief Doug Young and the Township Emergency Management Coordinator, Don Grenoble, felt like this workshop would be worthwhile. Ms. Snyder will get back to Linda Marshal at the County Planning Office with our support for this effort.

CC Tax Bureau-Legal Notice Sale of Property for Unpaid Taxes: Michael Glasgow Parcel #21-9A-43 $696.60 plus interest costs & penalty & Parcel #21-9A-444A $121.86 plus interest, costs & penalties:  Discussion took place. The Board has no interests in stopping these properties from being sold, free and clear of any claims, liens, mortgages, and charges and estate. The board recognizes the sale would extinguish our interest in the properties.

2.       Northcentral Pennsylvania Conservancy Field Days –August 7

3.       Centre County Conservation District – Dirt Road Grant notification that grant was not funded.

4.       Centre County Conservation District – Letter to Dickerson’s concerning Technical Assistance on Un-named Tributary to Penns Creek

The meeting correspondence was reviewed and discussed.  Mr. Horner gave the group a brief update on the Dickerson issue. He met with several people at the property this week along with the Dickerson’s. He does not believe there is anything the Township can do to assist with this issue.


Ms. Snyder was contacted by the Little League to find out what is the status of the electricity at the ball field. We believe that we are waiting on either West Penn Power or possibly the Neese’s have not finalized their end of the paperwork.
