Board of Supervisors Meeting Minutes

June 12, 2014

ATTENDANCE

Supervisors: Chairman Joel Myers, Douglas Bierly, Charles Stover

 CALL TO ORDER The Gregg Township Board of Supervisors meeting held on June 12, 2014, was called to order at 7:00 p.m. by Chairman Joel Myers followed by the Pledge of Allegiance.

PUBLIC COMMENT (For items not on the agenda): Mr. Pat Leary wanted to express his wife’s concerns with the mowing that took place recently on Reeder Road. The road crew mowed up the Day Lilly’s in front of their property and he was under the assumption that it was the township policy to wait to mow after the Day Lilly’s have bloomed. Mr. Horner responded to this concern.

SPEAKER/GUESTS

Jake Tanis – Tri-Municipal Park, Highway Occupancy Permit: Mr. Tanis explained that the tri-municipal park board needed the support of the Township to move forward with the Highway Occupancy Permit for the park. Mr. Bierly made a motion to formally accept the proposal and go forward with the Highway Occupancy Permit. Second by Mr. Stover.  No further discussion. Vote in favor was unanimous. 3 – 0

LIAISON REPORTS

Solicitors Report:  Mr. Rayman reported that they have set another meeting date on June 24, 2014 for the Musser Case. It could still be another few months before a judgment is made. A discussion concerning the Verizon tower on the property of the Tri-Municipal Park took place. Potter Township, Gregg Township and the Borough Council are in favor of the Tower being placed on the park property but the Centre Hall Borough Water Authority is not. Mr. Bierly made a motion in favor of approving and supporting the cell phone tower on the Tri-Municipal Park property. Second by Mr. Stover. No further discussion. Vote in favor was unanimous. 3 – 0

A discussion of the PV EMA volunteer workers compensation took place. Ms. Snyder will send Mr. Rayman all the information that was given to other townships so that if necessary, he can draw up an agreement between Gregg Township and the other 6 municipalities.  

Mr. Rayman was excused at this point in the meeting.

Emergency Management Coordinator/Gregg Township Fire Company: The Board of Supervisors asked Fire Chief Doug Young to attend the meeting. He was not in attendance. Mr. Grenoble stated that in years past, there was representative from the Fire Company who attended a Board of Supervisors meeting and a member of the Board of Supervisors who attended the Fire Company meeting. Mr. Grenoble is the representative from the Fire Company that attends the Supervisors meeting. He hoped that a Supervisor would start to attend the fire company meeting which is held the first Thursday of every month.  We have received the check from Jersey Shore for the carnival and parade. We need to secure the parade permit. Mr. Grenoble also mentioned that the active shooter drill which took place at the Penns Valley High School this past week would have been a good opportunity for all neighboring Emergency Management Coordinators and response teams to be involved. It was suggested we write a letter to Mr. Rockey and encourage him to involve all those who would be responders to get involved in any similar training in the future. Vonada Gap and Decker Valley are not in good shape after all these storms. Mr. Horner said they will get back into the mountains to fix up the roads as soon as they can. Weight limits on those dirt roads were discussed.

Old Gregg School Advisory Committee: Ms. Burrows reported that the Advisory Committee met June 5, 2014. They discussed the budget. There is a youth from Zerby Gap that will be doing some maintenance in the building. The Youth Center held their annual Family Picnic. The Youth Center has asked to do a raised bed garden on the south side of the building near the air conditioning units. The advisory Board would like to thank Mattie and Anna King and Breezy Acres for the donation of the plants planted around the school. June 14 is Open Mic night and June 28 is movie night. June 22 – 25 is vacation bible school.  

 Penns Valley Code Enforcement Agency (PVCEA): Mr. Lesniak reported for the PVCEA.  He reviewed the activity of the agency during the last month. Discussion of the property on 125 Water Street took place. They PVCEA did not receive the bid to do Bellefonte inspections.

Penns Valley Emergency Medical Association (PVEMA): Mr. Leary reported that calls for the Ambulance are down 8%. There is nothing new to report.

Penns Valley Regional Planning Commission (PVRPC): Mr. Bierly reported the Regional Planning Commission met and Tom Zilla gave a report on the Potters Mills Gap project and the 322 Corridor. They also discussed the PVEMS volunteer workers compensation was discussed.   

Gregg Township Planning Commission:  The Planning Commission went over the Penns Valley Regional Comprehensive Plan. They also discussed the codification, driveway permits and right of ways.

Rails to Trails:  Ms. Snyder reported there is still a balance in the Rails to Trails checking account. This will most likely be invoiced at the close of the project. Mr. Myers reported we have the green light to go ahead with the trail from the Village of Spring Mills down to Kaufman’s property.  We need to figure out what do to with the portion of the trail that links it to the village.

Tri-Municipal Park: See above discussions about Highway Occupancy Permit and Cell Phone Tower.

Water/Sewer Authorities: Mr. Horner reported that the Water Authority is good. The Sewer Authority is waiting to for the tank inspection and cleaning.

SECRETARY/TREASURER’S REPORT

Meeting Minutes: Mr. Stover made a motion to approve the May 8, 2014 regular Meeting Minutes. Second by Mr. Bierly. No further discussion. Vote in favor was unanimous. 3 -0

Checking Account Detail:  Mr. Stover made a motion to accept and approve the Checking Account Detail/Monthly Financial Report as presented. Second by Mr. Bierly. No further discussion. Vote in favor was unanimous. 3 – 0

Transfer of funds from Old Gregg School back to savings account: Mr. Bierly didn’t think we should transfer $3000 back to the Savings Account due to upcoming expenses that may occur. He suggested only transferring $2000. Mr. Bierly made a motion to approve transfer of $2000 from General Fund Savings to Old Gregg School Fund. Second by Mr. Stover. No further discussion. Vote in favor was unanimous. 3 – 0

ROADMASTER REPORT

A discussion of the footbridge took place. The Township will not be fixing the bridge. The road crew has finished the grading on Bitner Hollow Road. There have been several storms that have caused damage to the roads. They have the amesite roads taken care of and will get back to the dirt roads as soon as they can. There is a lot of work to be done on those roads. Mr. Horner and Ms. Snyder have started the sign inventory with the use of the RAC Geo II device which has been a lot of help and a time saver. A resident of Zerby Gap has started to help out the road crew and will be doing some work for the Old Gregg School as well.  The roadside mowing is going very nicely with the new tractor and mower. Mr. Ripka is doing an excellent job.

OLD BUSINESS

Musser Property: Musser v. Gregg Township, et al. (Case No. 2011-4845): See discussion above.

Codification:  This will be held up one month for the planning commission to review the Final Draft.

Playground:  Ms. Snyder wanted to make sure that healthy and productive communication between the Old Gregg School Advisory Board, the Board of Supervisors and the Playground committee continues. This is a joint project and everyone should feel obligated to help with efforts to raise money for the playground. The next step is to send letters to businesses and begin our fundraising campaign.

NEW BUSINESS

Resolution R-14-06 Rails To Trails Resolution Page: Due to a numbering error on Resolution R-14-06, this Resolution needs to be numbered as R-14-07. Mr. Bierly made a motion to amend R-14-06 Rails to Trails Resolution to be numbers as R-14-07. Second by Mr. Stover. No further discussion. Vote in favor was unanimous. 3 – 0

Potter Township Official Map was reviewed. The board had no comments for Potter Township.

2014 Automated Red Light Enforcement (ARLE) Grant:  This grant is due June 30th. Some ideas for possible grant projects were discussed. Mr. Horner and Ms. Snyder will work to finalize this grant and get is submitted.

Volunteer Insurance: We do not have insurance coverage for volunteers who work for the township or in the Old Gregg School. We can add this to our policy for $150 per year. Mr. Bierly made a motion to add volunteer insurance coverage through St. Marys Insurance to our insurance policy. Second by Mr. Stover. No further discussion. Vote in favor was 3 – 0.

Letter from Centre County Metropolitan Planning Organization – SR 322/144/45 Corridor: Discussion took place.  Mr. Bierly would like to go on record stating the Board of Supervisors of Gregg Township support the project corridor going down or paralleling 322 but do NOT support any road that would go over Mount Nittany through Centre Hall. Second by Mr. Stover. No further discussion. Vote in favor was 3 – 0.
