 CALL TO ORDER The Gregg Township Board of Supervisors meeting held on May 8, 2014, was called to order at 7:00 p.m. by Chairman Joel Myers followed by the Pledge of Allegiance.

PUBLIC COMMENT (For items not on the agenda): No comments at the time.

SPEAKER/GUESTS Mike Culver, Annyce Shafft and Jeff Karp, representing Penns Valley Park and Recreation and the Penns Valley Swim Team, addressed the board asking for a donation to help with the costs for the maintenance and operations of the pool and swim team.  Discussion took place. Mr. Bierly made a motion to give a $1000 donation to be split between the two organizations. Second by Mr. Stover. No further discussion. Vote in favor was unanimous. 3 – 0

The Regular Board of Supervisors Meeting was closed and the Conditional Use Public Hearing was opened at 7:14 p.m.

Chairman Myers turned the meeting over for Solicitor Rayman to conduct.

Applicant Pennsylvania Sawmill Company was represented by Mr. Jere McCarthey.

Property is presently zoned agriculture

Conditional Use Requested: Sawmill/Lumber Yard
Solicitor Rayman asked Mr. McCarthey some questions about the application and his intentions with the property.

Township resident and neighbor to this property, Nora Zerby, expressed her concerns about the amount of noise that would be generated from this type of business and that it should be kept to within normal business hours.

Mr. Lesniak, Penns Valley Code Enforcement Officer, addressed the Penn DOT regulations for sight distance for the driveway permit. Mr. Rayman indicated that the applicant will need to do a Land Development Plan and meet all the requirements associated with the County Code and the Township Zoning Ordinance.

No Further discussion.

Mr. Myers closed the Public Hearing at 7:23 p.m.

The Regular Board of Supervisors meeting was re-opened at 7:23 p.m.

Conditional Use Application: Discussion took place. Mr. Rayman recommends several conditions that should be in place if this application is approved. Mr. Bierly made a motion to approve the Conditional Use Application conditioned upon the following items being met. Applicant must submit a Land Development Plan and comply with the Gregg Township Zoning Ordinance and the Centre County Zoning Ordinance which include lighting, sewage and parking. They would need to get approval from the Sewage Enforcement Officer. Applicant will also limit business hours to Monday through Friday 7 to 5 p.m. Second by Mr. Stover. No further discussion. Vote in favor was unanimous. 3 – 0 Mr. Rayman will write up the decision for the Board to sign and Ms. Snyder will get a copy of the decision to the applicant. See attached document.


Solicitors Report: Concerning the Musser Case, we are still waiting for a date for the hearing. Mr. Rayman got his copy of the Code of Ordinance. We will need to approve that and get it advertised. Mr. Rayman suggests we approve the document at the June meeting and then advertising for a public hearing. The public hearing would be conducted in July and we could then adopt the document along with a new fee schedule. When advertising, the document should be available for the public viewing at the Newspaper, the Township and the law library. Ms. Snyder will get the document to the County Planning Officer for their comments.

Mr. Rayman was excused at this point in the meeting.

Emergency Management Coordinator/Gregg Township Fire Company: The Board welcomed back Mr. Grenoble. Mr. Grenoble thanked the Board for their support over the winter and also thanked the Township for keeping his road open and in good condition through the winter while he was traveling a lot to various doctor appointments and having home health care visits to his residence. The trees that have fallen into the creek along Water Street were discussed. He feels these trees might cause flooding with high water conditions and someone, either the owners of the trees, the Township or the Fire Company needs to address this issue.  Discussion took place. The Township received a letter requesting the Gregg Township Fire Police at their Parade and Carnival which will take place in June.

Old Gregg School Advisory Committee: Ms. Burrows reported that the Advisory Committee met May 1, 2014. They discussed the budget and minor maintenance that needs to be done in the building. They are hoping to get Pennsylvania Certified Organic volunteers to do some of this work. Open Mic Night was held May 10, 2014. Movie Night will be held May 24th, 2014. The Playground Grant was submitted and grants will be awarded in late fall of this year. The generator transfer switch was installed and we will now have automatic emergency backup power during a power outage.

 Penns Valley Code Enforcement Agency (PVCEA): Mr. Lesniak reported for the PVCEA.  He reviewed the activity of the agency during the last month. Attached to the report was a letter written to Mr. Les Burkeholder concerning the property at 4022 Penns Valley Road. He has not had any response from the letter as of yet. Mr. Lesniak attended a Flood Plain Administrators Best Practices Workshop in April. PVCEA has put in a bid to do code enforcement for the Bellefonte Borough.  They are one of three waiting to see if their bid is accepted

Penns Valley Emergency Medical Association (PVEMA): Mr. Leary was not in attendance. Discussion took place concerning the Volunteer Workers Comp insurance.

Penns Valley Regional Planning Commission (PVRPC): Mr. Bierly reported Regional Planning Commission will meet in May.

Gregg Township Planning Commission:  Mr. Bierly reported that the Planning Commission met with Mr. Jere McCarthey concerning the Conditional Use Application and have given their recommendation to the Board. They also discussed the Township Highway Occupancy permitting process (HOP). The superstructure replacement on Penns Cave Road will start in May of 2015.

Rails to Trails:  No discussion.

Tri-Municipal Park:  We received a letter discussing the possibility of cell phone towers being placed in the Tri-Municipal Park. This will generate funds for the Tri-Muncipal Park.

Water/Sewer Authorities: Mr. Horner reported that the Water Authority is good. The Sewer Authority awarded bids to Carry Uhler for tank cleaning and inspection.


Meeting Minutes: Mr. Bierly made a motion to approve the April 10, 2014 regular Meeting Minutes. Second by Mr. Stover. No further discussion. Vote in favor was unanimous. 3 -0

Checking Account Detail:  Mr. Stover made a motion to accept and approve the Checking Account Detail/Monthly Financial Report as presented. Second by Mr. Bierly. No further discussion. Vote in favor was unanimous. 3 – 0

1st Quarter Budget Review: Discussion took place.   

Mr. Bierly made a motion to approve transfer of $2100 from General Fund Savings to Old Gregg School Fund. Second by Mr. Stover. No further discussion. Vote in favor was unanimous. 3 – 0


Mr. Horner talked with the company at PSATS conference that does maps for Townships. She indicated that our population may be too small to support this kind of project unless supplemented by the Township. Mr. Myers thanked him for checking on this. Mr. Horner would recommend the township rent a Seal Coat machine so that the road crew can do the seal coating themselves. It is roughly $1500/week and about $70/pound for the rubber blocks which can be stored easily from year to year. He would like to rent this for one week and get some of the roads sealed up.  Mr. Horner indicated that Mike Marquardt didn’t receive a check. Ms. Snyder mailed him a check in January. She will cut another check and send that to him. Discussion of handheld radios took place. In regards to the electric at the Ball field, the right of way agreements have all been signed and will be sent to West Penn Power so this project can be started. Mr. Corman at Integrity Accounting did the notary work at no cost for those involved in these rights of ways. Mr. Horner suggested the township send them a thank you note. Discussion of the sweep-up broom that was rented to assist with street clean up took place. The road crew rented the broom for $3600. To purchase this broom, it would cost an additional $2400. This broom has been completely overhauled.  Mr. Bierly made a motion to buy the sweep up broom for an additional $2400, a total cost of $6000. Second by Mr. Stover. No further discussion. Vote in favor was unanimous. 3 – 0  

A resident asked about getting a mirror at the sharp corner of Cooper Street. This is a Penn DOT road and Engineering District 2 or Matt Knepp should be contacted.

RAC Pro measuring device was discussed. This distance measuring device will help with our Sign Inventory Management System. It takes the measurements and programs it into the device. Those functions can then be downloaded to the computer into a spreadsheet. The Sign Inventory Management program needs to be in place by June 14, 2014.  Boggs Township has purchased the RAC Pro measuring device and has invited us to come see how it works to determine if this is something we would want to purchase. The device and computer program would cost approximately $1900. Mr. Stover made a motion to pre-approve the purchase of this device and program per Ms. Snyder recommendation and viewing the device at Boggs Township. Second by Mr. Bierly. No further discussion. Vote in favor was unanimous. 3 – 0


Musser Property: Musser v. Gregg Township, et al. (Case No. 2011-4845): See discussion above.

Resolution R-14-06: Resolution page for the DCNR Grant: The grant was submitted in April but we need to pass this resolution and submit it to the DCNR. Mr. Bierly made a motion to pass R-14-06. Second by Mr. Stover. No further discussion. Vote in favor was unanimous. 3 – 0  

Zoning Hearing Board: The Zoning Hearing Board voted to accept the variance in the Right of Way at the hearing that took place on May 1, 2014.

Seven Mountains Emergency Medical Services- Emergency Medical Services Week: The Board didn’t feel it was necessary at this time to formally recognize this event. Ms. Snyder will make mention of this on the website.

The meeting correspondence was reviewed and discussed. 

Other Business: Mr. Grenoble brought up some road issues that may need to be addressed. He asked if any work would be done on Vonada Gap this year. Mr. Horner indicated that we have applied for a Dirt and Gravel Road grant that will be used for that road.


Mr. Bierly made a motion to adjourn at 9:00 p.m. Second by Mr. Stover.  No further discussion. Vote in favor was unanimous.  3-0
