Re-Organization Meeting Minutes

January 6, 2014

 Attendance:  Chairman Joel Myers, Douglas Bierly, Charles Stover

Staff: Roadmaster  Laron Horner, Secretary/Treasurer Jennifer Snyder

Other: Patrick Leary, Wayne Yearick

 

The Board of Supervisors met in an advertised work session at 6:15 p.m. prior to the start of the regularly scheduled Board Meeting.

 

The January 6, 2014 Reorganization meeting of the Gregg Township Board of Supervisors began by Mr. Douglas Bierly welcoming Mr. Charles Stover as the newest member of the Board of Supervisors and presented him with his certificate of elections. Mr. Bierly nominated Joel Myers as the Temporary Chairman and Ms. Jennifer Snyder as the Temporary Secretary.

 

Temporary Chairman Mr. Myers called the meeting to order at 7:00 p.m. followed by the group reciting the Pledge of Allegiance.

 

Mr. Myers opened the floor for nominations for Chairman and Vice Chairman. Mr. Bierly nominated Mr. Joel Myers for Chairman of the Board of Supervisors. Second by Mr. Stover. Vote in favor was unanimous. 2 – 0 Mr. Myers abstained from Voting.

 

Mr. Stover made a motion to nominate Mr. Doug Bierly as Vice Chairman of the Board of Supervisors. Second by Mr. Myers. Vote in favor was unanimous. 3 – 0

 

Mr. Bierly made a motion approve the Consent Agenda as presented. Second by Mr. Stover. Vote in favor was unanimous. 3 – 0

 

RESOLUTIONS

SEO Resolution  R-14-01: Mr. Bierly made a motion to approve Resolution R-14-01. Second by Mr. Stover. Vote in favor was unanimous. 3 – 0

 

Open Records Policy R-14-02: Mr. Bierly made a motion to approve Resolution R-14-02. Second by Mr. Stover. Vote in favor was unanimous. 3 – 0

 

Meeting Procedure R-14-03: Mr. Bierly made a motion to approve Resolution R-14-03. Second by Mr. Stover. Vote in favor was unanimous. 3 – 0

 

Mr. Myers closed the Reorganization meeting at 7:13 p.m.

 

Regular Board of Supervisors Meeting

January 7, 2013

 

Mr. Myers called the Regular Board of Supervisors meeting to order at 7:13 p.m.

Tractor/Mower Purchase: The Township received 3 sealed bids which were opened during the advertised work session. Mrs. Snyder read aloud the bids which were as follows: Walsh: $115,209 without a trade-in, $100,209 with trade in; Bradco $45,000 with trade in; Stephenson Equipment: $90,507.14 without trade-in, $71,863.16 with trade in. Discussion took place.  Mr. Bierly made a motion to purchase a John Deer 6430 tractor with a 22 foot boom mower from Bradco Equipment for $45,000. Second by Mr. Stover. Vote in favor was unanimous. 3 – 0

 

LIAISON REPORTS

Old Gregg School Advisory Committee: Ms. Burrows was not in attendance. Mr. Bierly reported that the OGS Advisory meetings will be held on the 3rd Tuesday of each month at 6:30 p.m.

Penns Valley Code Enforcement Agency:  Mr. Lesniak was not in attendance.

Gregg Township Planning Commission: Mr. Bierly reported that the Planning Commission will hold their Reorganization meeting on Monday, January 13 at 7 p.m.

Emergency Management Coordinator/Gregg Township Fire Company:  Mr. Grenoble was not in attendance.

Penns Valley Emergency Medical Association: Mr. Leary reported that the EMA traded in and purchased a new box ambulance.

Gregg Twp Water & Sewer Authorities: Mr. Horner reported that the new water meters are up and running and working very well. The accounting firm really loves it. The alert system is great and has helped even with small leaks. The Sewer Authority is still dealing with the tanks.

Penns Valley Regional Planning Commission: Mr. Bierly reported that the PVRPC meets on the 3rd Monday  of the month here at the Old Gregg School. Their first meeting will be held on Monday, January 20, 2014 at the OGS.  

Tri-Municipal Park: Mr. Leary reported that they did not meet in December due to lack of a quorum. They will meet again on January 21, 2014.

Rails to Trails: Albertin Vernon is just about done with the feasibility study. There will be a steering committee meeting at some point in February and a public meeting at the end of the project.

 

SECRETARY/TREASURER’S REPORT

Mr. Bierly made a motion to approve the December 12, 2013 Meeting Minutes. Second by Mr. Myers. Vote in favor was unanimous. 2 – 0 Mr. Stover abstained from voting as he was not a Supervisor during the December meeting.

Mr. Bierly made a motion to accept and approve the Checking Account Detail as presented. Second by Mr. Myers. Vote in favor was unanimous. 2 – 0 Mr. Stover abstained because he did not sign checks during this period.

Mr. Bierly made a motion to approve the transfer for $4169.50 from General Fund to Rails to Trails Fund, the transfer of $1000 from OGS back to General Fund due to year end fund total and the transfer of $6000 from OGS back to General fund to reimburse from Energy Audit. Second by Mr. Myers. Vote in favor was unanimous. 2 – 0 Mr. Stover abstained from voting.

The group looked over the budget review from the 2013 year end totals.

 

ROADMASTERS REPORT

Turnback Road: This item was tabled from last month’s meeting. Mr. Horner reviewed the suggestions from Franson Engineering and his concern with us taking over this road. Discussion took place. Mr. Bierly made a motion to reject the Penn DOT turnback proposal. Second by Mr. Stover. Vote in favor was unanimous. 3 – 0

Hemlock Tree on Lower Georges Valley Road: Ben Haupt can drop the tree for a few hundred $. The Board was in favor using Mr. Haupt for this service.

Other business: Mr. Horner is still needed to replace some meters for the Millheim Borough.  The road crew continues to deal with snow.  When the crew is not dealing with snow, they will be out chipping.

 

OLD BUSINESS

Musser Property: Musser v. Gregg Township, et al. (Case No. 2011-4845): Mr. Rayman sent an update stating the following: The Brief of Musser has been filed with the Superior Court.  A reply Brief is due from us by the end of the month.  After all the Briefs are filed, the Superior Court will schedule an argument before the Court in Harrisburg.  The argument will probably be in the spring.

Codification: Nothing new to report

Fire Hall Road Spur: We need to check with Don Franson to see where he is on this.

PVEMA Worker’s Compensation: Discussion took place. Mr. Leary will report to the group later this month and get back to Ms. Snyder with feedback. She will then invoice the other 6 township for their portion.  

 

NEW BUSINESS

Centre County Council For Human Services, Inc.- Application for Membership: Mr.Bierly made a motion to spend $60 to re-apply for membership to the CCCHS. Second by Mr. Stover.  Vote in favor was unanimous. 3 – 0

Old Gregg School Repairs: Mr. Bierly discussed the need to get the generator fixed at the OGS. The cost is approximately $3,500 - $4,000. He also discussed the need to fix the Fire Alarm system. It would cost approximately $1,200 to fix this. Discussion took place.

The board reviewed the correspondence.

Mr. Bierly made a motion to adjourn at 9:00 p.m.

 

Next Board of Supervisors meeting will be held at 7:00 p.m. on February 13, 2014 with a work session to begin at 6:15 p.m.
