Board of Supervisors Meeting

December 12, 2013

ATTENDANCE

Supervisors: Chairman Patrick Leary, Douglas Bierly, Joel Myers;

CALL TO ORDER The Gregg Township, Centre County, Board of Supervisors meeting was called to order by Chairman Patrick Leary at 7:00 p.m. followed by the group reciting the Pledge of Allegiance.

 Mr. Bierly honored Mr. Leary for his service to Gregg Township by presenting him with a plaque on behalf of the Board of Supervisors, staff and township residents.

 CITIZEN’S COMMENTS ON ITEMS NOT ON AGENDA Ms. Carol Gingrich addressed the board on behalf of Ms. Marcie Lynch. She read a letter that was written by Ms. Lynch in regards to her rooster that has been discussed in previous Township meetings.

Sgt. Clark gave the statistics for incidents in Gregg Township in the last three months. There were approximately 50 incidents of which 1/5th of them were crashes. He also discussed some recent scams that are taking place right here in Central PA. These scams are calls which are being traced to Puerto Rico. When these calls come through, they are seen as a local call on caller ID. The scammers do their homework and get information about relatives and loved ones so when they call they say that a loved one has been injured or harmed and they need them to send money. He hopes that we can educate as many people as possible to prevent this from spreading even further.  He encourages folks to think if it sounds too good to be true, most times it is. We will put this on the facebook page and in our next newsletter.

 

SPEAKERS Old Gregg School: Ms. Jane Burrows reported that the last Old Gregg School Advisory meeting took place on December 1, 2013. The Thanksgiving Dinner sponsored by the PVCC was a success and they even ran out of food it was so well attended. The turkey trot was well attended despite the cold weather. They were able to make a generous donation to the Hope Fund. The annual craft fair is to take place on December 14. There will be free children’s library books and the Nittany Model Railroad will be up and running. There will be over 30 vendors and food will be provided by the Lapp Family. Advisory Board meetings will be held the 3rd Tuesday of every month @ 6:30 starting in the New Year. Ms. Burrow thanked the board for their support and gave a special thanks was given to Mr. Leary for his support over the year. The playground committee is still being formed.

 Penns Valley Code Enforcement Agency:  Mr Lesniak gave us their monthly report.  The fund balance is $3,600 and he reported that they may need a portion of budgeted money to be able to pay their quarterly taxes. There are 253 permits in process. Report was given to the board.

 SECRETARY/TREASURER’S REPORT

Mr. Myers made a motion to approve the November 14, 2013 Regular BOS Meeting Minutes. Second by Mr. Bierly. Vote in favor was unanimous. 3 - 0

Mr. Myers made a motion to approve the Checking Account Detail. Second by Mr. Bierly. Vote in favor was unanimous. 3 - 0   

Mr. Bierly made a motion to approve the transfer of $6294.60 from the General Fund to the Rails to Trails fund.  Second by Mr. Myers. Vote in favor was unanimous. 3 – 0

Mr. Myers made a motion to approve the 2014 Meeting Dates and the cost of advertising the dates. Second by Mr. Bierly. Vote in favor was unanimous. 3 – 0

Mr. Myers made a motion to approve the reduction in the Treasurer’s Bond from $1 million to $600,000. Second by Mr. Bierly. Vote in favor was unanimous. 3 – 0

Mr. Myers made a motion to approve Ms. Snyder to take Natural Disasters and Quickbooks webinar with a cost of $30. Second by Mr. Bierly. Vote in favor was unanimous. 3 – 0

Mr. Bierly made a motion to approve to advertise our intention to hire a CPA Firm to do the Audit for fiscal year 2013. Second by Mr. Myers. Vote in favor was unanimous. 3 – 0

 ROADMASTERS REPORT

Mr. Bierly approved for the staff and board of supervisors to attend the Flagger Training course to be held in Spring Mills on March 12 with a fee of $50 per person. Second by Mr. Myers. Vote in favor was unanimous. 3-0

Discussion took place concerning the purchase of a tractor/mower. Mr. Myers made a motion to advertise for bids to purchase a 2012 or newer Tractor with a mower with the option to take the Kubota Tractor and mower as a trade in. Second by Mr. Bierly. Vote in favor was unanimous. 3 – 0

Discussion took place concerning the turnback road from Penn DOT. We are looking at taking back a small portion of Water Street. A statement was read by Mr. Franson. In his opinion, he would not recommend that the township take this road back. The topic was tabled until next month.

 The crew has been busy plowing snow. The F800 has been in for repairs. They crew has been fixing signs throughout the township. They have not gotten much grading done due to the snow.

 OLD BUSINESS

Musser Property, Musser v. Gregg Township, et al. (Case No. 2011-4845): Mr. Rayman gave a brief update. The plaintiff’s brief is due on December 30, 2013. We will have 30 days to file our brief. Once the briefs have been filed, the Superior Court will set a court date or they will choose to read the briefs and make a decision.

Codification: Discussion of the definition of the word building to be inserted into the codification took place. Mr. Myers approved to change the definition of the word building and incorporate it into the codification. It will then be sent off to finish it up. Second by Mr. Bierly. Vote in favor was unanimous. 3 – 0

Fire Hall Road Spur: Mr. Horner met with Mr. Franson. The right of way will fall to the edge of the amesite as requested by Mr. Miller. Mr. Rayman will write up a legal description.

PVEMS:  Discussion took place. There are still 3 municipalities that have not paid for their share of the Volunteer WC payment. Ms. Snyder will check with the insurance company to see how we are billed for this.

 NEW BUSINESS

Centre County Metropolitan Planning Organization: Mr. Myers made a motion to approve Ray Hankinson , Centre Hall Borough Mayor to the CCMPO Coordinating Committee and Joel Myers to the CCMPO Technical Committee. Second by Mr. Bierly. Vote in favor was unanimous. 3 – 0

Mr. Bierly made a motion to renew our membership with PSATS and approve funds for the staff and board to attend the PSATS annual conference. Second by Mr. Myers. Vote in favor was unanimous. 3 – 0

Holiday Staff Party: Mr. Myers made a motion to approve funds for meal and for gift cards for the staff and OGS staff. Second by Mr. Bierly. Vote in favor was unanimous. 3 – 0 Party will be held on Monday, December 23 at 12 noon.

 LIASION REPORTS

Gregg Township Planning Commission:  The PC discussed the Grove Subdivision, the source water protection plan, and discussed a replot of Scott Ilgen’s property.

Emergency Management Coordinator:  Mr. Grenoble was not in attendance.  

Gregg Twp Water & Sewer Authorities:  Mr. Stitzer reported that everything was going well with the Water Authority. Mr. Horner reported that the sewer is good. They are working on tank issues.

Penns Valley Regional Planning Commission:  There was not a quorum. Marc Stephens presented information about water source protection.

Tri-Municipal Park: They are still working on Highway Occupancy Permit. They didn’t meet this past month.

Rails to Trails: Nothing new to report. A public meeting will be planned for January 2014.

 CORRESPONDENCE

The board reviewed the correspondence.

Pennsylvania Municipal Government Academy: This is a new educational opportunity for municipalities to earn degrees and certificates for training courses that they attend. Mr. Myers would like to recommend that staff participate in this.

 Mr. Leary made a motion for Ms. Snyder to draft a fee schedule that reflects current costs. Second by Mr. Myers. Vote in favor was unanimous. 3 – 0

 ADJOURN

Mr. Bierly made a motion to adjourn at 8:40 p.m. Second by Mr. Myers. Vote in favor was unanimous.  3 -0
