Board of Supervisors Meeting

November 14, 2013

ATTENDANCE

CALL TO ORDER The Gregg Township, Centre County, Board of Supervisors meeting was called to order by Chairman Patrick Leary at 7:00 p.m. followed by the group reciting the Pledge of Allegiance.

CITIZEN’S COMMENTS ON ITEMS NOT ON AGENDA No Comments from Township Citizens

 

SPEAKERS Old Gregg School: Ms. Jane Burrows reported that at the last Old Gregg School Advisory Committee meeting, they heard presentation by 2 seniors in high school who are doing an after school program for 3rd and 4th graders starting in January. The Turkey Trot, benefiting the Hope Fund, will take place on Thanksgiving morning. Penns Valley Community Church will hold Thanksgiving Dinner on Wednesday, November 27th, the day before Thanksgiving. Open Mic night is December 7 and Movie Night is November 30. The Craft Fair is scheduled for December 14 from 10 to 2 p.m. They are hoping it will be a big success. Ms. Burrows thanked the Supervisors for the donations of funds from the Fee In Lieu account to pay for the mats in the gym.

Penns Valley Code Enforcement Agency:  Mr Lesniak reported that they had a relatively slow month for Gregg Township. There are a few on-going complaints that are being taken care of. The rooster issue has been resolved and the owner will be taking care of this. There will be a meeting on November 19 for the Board of PVCEA.

 

Penns Valley Little League: The Little League was represented by Kim Claar. She asked the Board to consider a donation as outlined in a letter the Board received in October.  She indicated that out of 188 registered players, 54 live in the Spring Mills area. Discussion took place. Mr. Myers made a motion to donate $300 to the Penns Valley Little League. Second by Mr. Bierly. Vote in favor was unanimous. 3 – 0

 

Final Subdivision for Benjamin and Bonnie Grove: A representative from Nittany Engineering discussed with the Board some of the things that are needed from them to finalize this subdivision. This subdivision is mostly in Potter Township. They need the Board to sign a non-building planning waiver. Mr. Myers made a motion to sign the Non-Building Planning waiver. Second by Mr. Bierly. Vote in favor was unanimous. 3 – 0 They also need a letter stating that Gregg Township waives the Recreation Fee In Lieu as well as a letter to Centre County stating that Gregg Township defers to Potter Township all on-lot sewage testing. Mr. Myers made a motion that the Board send a letter to the County stating that we are waiving the Recreation Fee In Lieu and to defer all on-lot sewage testing to Potter Township. Second by Mr. Bierly. Vote in favor was unanimous. 3 - 0

 

SECRETARY/TREASURER’S REPORT

Mr. Myers made a motion to approve the October 10th and October 28th, 2013 Regular Meeting and Special Meeting Minutes. Second by Mr. Bierly. Vote in favor was unanimous. 3 -0

Mr. Bierly made a motion to approve the Checking Account Detail. Second by Mr. Myers. Vote in favor was unanimous. 3 -0   

Mr. Bierly made a motion to change the Old Gregg School from a regular checking account to an interest bearing Super Now Account. Second by Mr. Myers. Vote in favor was unanimous.

Mr. Bierly made a motion to approve a transfer of $2000 from the OGS account to General Fund for Energy Audit Reimbursement, transfer misappropriated money from OGS to Liquid Fuels associated with the Ross Hill Bridge, transfer $4061.35 from General Fund to Rails to Trails Fund to pay an invoice and transfer $4872.49 from General Fund to Capital Reserve for fees associated with paying off the paving loan. Second by Mr. Myers. Vote in favor was unanimous. 3 – 0

 

ROADMASTERS REPORT

We received a notarized letter from Chad Homan in regards to some work he did in the Stonefield Development. This letter needs to be reviewed by Mr. Franson. The crew rigged up the post pounder and they are installing the snow fence. They replaced the culvert pipe on Mike Marquardt’s property. He provided the pipe and the crew replaced the pipe. It was a joint effort. They also finished the mowing. They treated the salt bays to stop erosion of the concrete. They ordered salt this year and are getting things ready for winter plowing. The salt brine pump went down and was replaced. Penns Valley School District bought the salt spreader from us for $3000.


A discussion took place in regards to the tractor and the mower. The tractor is just too small for the mower and we will continue to have to repair it as we mow with it. We need an 8000 pound tractor with an 80 horse power PTO to run the boom mower. Bradco is willing to buy the tractor with the boom mower for about $30,000. Discussion took place. Mr. Myers made a motion to spec out with the intent to purchase a tractor and mower for about $40,000 or less. Second by Mr. Bierly. Vote in favor was unanimous. 3 – 0

 

OLD BUSINESS

Musser Property, Musser v. Gregg Township, et al. (Case No. 2011-4845): Mr. Rayman gave the board an update on the Musser Property law suit. The transcript from the past hearing was sent off to Superior Court. Mr. Rayman predicts that oral arguments will not take place until the summer of 2014.

Fire Hall Road Spur: Mr. Andrew Miller asked the board to have Mr. Franson mark/flag the property showing the proposed right of way. Once we are in agreement, Mr. Rayman can write up a legal description of the property.

Codification: Mr. Bierly has completed his overview and will get a few changes to Ms. Snyder. Once this is done, she will be in contact with Mr. Rotz to receive the final draft.

Ross Hill Bridge:  This Bridge is completed and opened to traffic. Ms. Snyder will look into a doing a press release to announce this opening.

PVEMS: The Township has received letters from 3 of the 7 municipalities that were sent invoices for the 4th quarter of the PVEMS workers compensation. Those 3 municipalities, Centre Hall Borough, Millheim Borough and Haines Township, refuse to pay their share. A few of them would like the invoice split up by population.  Discussion took place.  

Penns Valley Regional Comprehensive Plan: Discussion took place. Mr. Myers made a motion to support #74 and #46 on the Regional Comprehensive Plan Implementation priorities. Second by Mr. Bierly. Vote in favor was unanimous. 3 – 0

Centre County Liquid Fuels Grant: Mr. Myers made a motion to apply for the Centre County Liquid Fuels Grant asking for $24,000 to do work on the bridge on Lower Georges Valley Road over Muddy Creek. Vote in favor was unanimous. 3 – 0

 

NEW BUSINESS

Budget: Mr. Bierly made a motion to accept 2014 Budget as advertised. Second by Mr. Myers. Vote in favor was unanimous. 3 - 0

Sewage Facilities Module for Sandra J. Butz: Mr. Bierly made a motion to approve the Sewage Facilities Module for Sandra J. Butz. Second by Mr. Myers. Vote in favor was unanimous. 3 – 0

 

LIASION REPORTS

Gregg Township Planning Commission:  Mr. Bierly reported that the Planning Commission recommended approving the Hosterman Subdivision sewage module and the Grove Subdivision Final Plan. They discussed improving the communication with Penns Valley Code Enforcement Agency and the Township. The Source Water Protection Steering Committee met. They are recommending a source water protection plan for the village only and be educational in nature.

Emergency Management Coordinator: Mr. Leary attended the PEMA/FEMA Kickoff meeting. Mr. Bierly made a motion to sign a resolution appointing Don Grenoble as our authorized representative. Second by Mr. Myers. Vote in favor was unanimous. 3 – 0 Mr. Myers made a motion to contact Randy Rockey to do a site evaluation of the Old Gregg School. Second by Mr. Bierly. Vote in favor was unanimous. 3 - 0 Ms. Snyder can make contact with him to set this up.

Gregg Twp Water & Sewer Authorities:  Nothing new to report with the Water Authority. The Sewer Authority is looking at their deteriorating tank.

Penns Valley Regional Planning Commission:  This body will meet on Monday, November 18, 2013.  

Tri-Municipal Park: They are still working on the Highway Occupancy Permit

Rails to Trails: The next public meeting will be held on November 19, 2013 at the Old Gregg School.
