Board of Supervisors Meeting

July 11, 2013

ATTENDANCE

Supervisors: Chairman Patrick Leary, Douglas Bierly, Joel Myers;

CALL TO ORDER The Gregg Township, Centre County, Board of Supervisors meeting was called to order by Chairman Patrick Leary at 7:00 p.m. followed by the group reciting the Pledge of Allegiance.

CITIZEN’S COMMENTS ON ITEMS NOT ON AGENDA No Comments at this time.

SPEAKERS

Old Gregg School: Ms. Burrows reported that the Old Gregg School Advisory Committee met on July 2, 2013. The budget was discussed. They have proposed a new Fee Schedule for the building which will go into effect July 1, 2013 with the Boards approval. There will be a play here at the center on Friday, July 12, 2013 which will benefit the Hope Fund. It is being organized as a Senior Project. There will be a home based business open house on Saturday, July 13 from 10 a.m. to 2 p.m. along with the Nittany Valley Railroad Club open house. The next movie night will be July 27 with a cookout at 7:30 p.m. and the movie at 8 p.m. On July 30, 2013 there will be a Food Preservation workshop by PSU extension.

Mr. Bierly made a motion to approve the new fee schedule for the Old Gregg School Community Center. Second by Mr. Myers. Vote in favor was unanimous. 3 -0

Penns Valley Code Enforcement Agency:  The District Magistrate fined a resident whose property on School Street that was not properly maintained. There are 140 permits in progress and a $4000 balance in the account at PVCEA.  

SECRETARY/TREASURER’S REPORT

Mr. Myers made a motion to approve the June 13, 2013 Regular Meeting Minutes. Second by Mr. Bierly. Vote in favor was unanimous. 3 -0

Mr. Bierly made a motion to approve the Checking Account Detail. Second by Mr. Myers. Vote in favor was unanimous. 3 -0   

Mr. Leary encouraged residents to contact our legislatures in support of Transportation Bill SB1 which is more favorable to Townships roads and bridges.

ROADMASTERS REPORT

Mr. Horner briefed the board on the damage caused by storms in the area over the past few weeks. The replacement of water meters in the township is moving ahead nicely. Mr. Horner has replaced about 70 meters. They had some work done on the T-Tag. A rear end hitch and d-rings were installed.

OLD BUSINESS

Musser Property, Musser v. Gregg Township, et al. (Case No. 2011-4845): Mr. Rayman received the plaintiff’s brief today. We now have 20 days to respond. The judge could rule on the briefs or call everyone into court again. No one should be on the property except for Martin and/or the Township.

Burn/Zoning Ordinance:  Mr. Leary has talked with Mr. Immel at the Centre County Refuse and Recycling Authority to get an idea of what we need to include in our Burn and Zoning Ordinance to be eligible to apply for grants. He is to send us model ordinances to use as an example. Mr. Rayman will also contact the CCRRA  to keep this moving along.  

Mr. Leary moved the discussion from New Business concerning the supporting wall to this point in the agenda.

Supporting Wall:  It was brought to the attention of the board that the retaining wall on the side of the short cut road from Water Street to Route 45 is in need of repair. The resident of the property wanted to know who is responsible to repair this. Discussion took place concerning the ownership and the liability issues on this road. Ms. Snyder will check in the road dockets to determine ownership.

Trees in Penns Creek:  There were some trees from a recent storm that fell into Penns Creek. They need to be removed by either the landowner or the township. 

Mr. Rayman was excused.

Codification:  The Board of Supervisors will be reviewing the Final Draft and it will be officially approved at the next meeting. Mr. Bierly made a motion to advertise for acceptance of final draft. Second by Mr. Myers. Vote in favor was unanimous. 3 – 0

Ross Hill Bridge:  Things are going as planned.

Mr. Horner brought up the Bridge on Lower Georges Valley over Muddy Creek that is in need of repairs. He is working with Mr. Franson to find out what can be done. He doesn’t feel like the Township Road Crew is qualified to work in that deep water to make the necessary repairs.  It is already a level 2 scour bridge and if it gets to level 1, it can be shut down. This is a bridge that we will be put on the Centre County Municipal Planning Organization long range transportation plan which may will qualify us for retroactive reimbursement.

NEW BUSINESS

CCMPO – Long Range Transportation Plan: Mr. Bloom can help us with this. We may consider putting the intersection of Firehall Road and Water Street on this plan as well as the bridge on Lower Georges Valley Road over muddy creek. 

Mr. Myers made a motion to pay for the Firehall Tickets for the carnival in August. Second by Mr. Bierly. Vote in favor was unanimous. 3 -0

Dirt & Gravel Road: Mr. Horner and Ms. Snyder attended the Dirt and Gravel Road Conference which now qualifies us to apply for grants. 

LIASION REPORTS

Gregg Township Planning Commission: Mr. Bierly reported that no official actions were taken at the last Planning Commission meeting. Mr. Leary would like the Planning Commission to talk to Potter Township and look into the work they are doing for source water protection. They could also assist in as we get further into the changes in the burn and zoning ordinance.

Emergency Management Coordinator:  The permit for the Fireman’s parade was approved.  Penns Cave has been dredging out the Dam. This will help us out in downtown Spring Mills as a little extra reserve space to hold back water in case of a flood.  Mr. Grenoble will work with Mr. Horner to determine the damage done to the roads from the recent storms. Ms. Snyder will check with Jersey Shore Bank about their donation for the parade and carnival. Mr. Bierly and Mr. Ripka will ride Township trucks in the parade. Ms. Snyder will pick up candy.

Gregg Twp Water & Sewer Authorities:  One third of the meters have been installed. The pump at the sewer plant is running again after the power outage from the storm.

Penns Valley Regional Planning Commission:  Did not meet in July.

Tri-Municipal Park:  Mr. Myers made a motion to pass a resolution to formally request the grant from DCED. Second by Mr. Bierly. Vote in favor was unanimous. 3 – 0

CORRESPONDENCE

The board reviewed the correspondence.


There is a public meeting to be held on Wednesday, July 17, 2013 from 5 – 8 p.m. to discuss the Potters Mills Gap project.
