Board of Supervisors Meeting Agenda

April 11, 2013

 

ATTENDANCE

Supervisors: Chairman Patrick Leary, Douglas Bierly, Joel Myers;

CALL TO ORDER The Gregg Township, Centre County, Board of Supervisors meeting was called to order by Chairman Patrick Leary at 7:00 p.m. followed by the group reciting the Pledge of Allegiance.

CITIZEN’S COMMENTS ON ITEMS NOT ON AGENDA No Comments at this time.

SPEAKERS

Old Gregg School: Jane Burrows, a representative of the Old Gregg School Advisory Committee reported the following.  The advisory board met the first week of April. The first farmer’s market was well attended with over 200 in attendance. On Saturday April 13th, during the Farmer’s Market,  they have invited children to come plant pansies here at the center. The Youth Center Fundraiser Banquet grossed over $17,000. They were pleased with the turnout. There is a yoga event going on from April 9 -12. They will again hold a movie night this month. Mr. Myers made a comment that the Youth Center Dinner was a huge success and was pleased with the efforts that the Youth Center is doing to help the children and youth in the community. They have started a tutoring and mentoring program, which has been successful. Transportation is a big issue for them.

 

BID OPENING

Road Materials: Bids from Hansen Aggregates, Inc., Eastern Industries, HRI, Inc., and Glenn O. Hawbaker were opened and read. After a brief discussion, Mr. Bierly made a motion to accept and award the bid from HRI, Inc. for the amesite/paving. Second by Mr. Myers. Vote in favor was unanimous. 3 -0 Mr. Bierly made a motion to accept and award the bid from Hansen Aggregates, Inc. for the stones. Second by Mr.Myers. Vote in favor was unanimous. 3 -0

Motor Grader: The Township advertised for a 1983 or newer CAT Model 140G Motor Grader. Bids were opened and read. They received one bid from Bradco Supply Company for $55,000. Discussion took place. Mr. Myers made a motion to award and accept the bid from Bradco. Second by Mr. Bierly. Vote in favor was unanimous. 3 – 0 The money for the purchase of the grader will come from the Equipment Fund and Liquid Fuels Fund.

 

Mr. Leary moved the Penns Valley Code Enforcement Agency Report to this point on the agenda.

Penns Valley Code Enforcement: Mr. Lesniak discussed the tasks he has been assigned to.  He reported that 58 permits were in progress.  The issues on Tool Shed lane is being resolved slowly. The Roadmaster and the folks from PVCEA will be attending a workshop on Highway Occupancy Permits. They have also been working with Mr. Horner on driveway permits and regulations.

 

SECRETARY/TREASURER’S REPORT

Mr. Bierly made a motion to approve the March 14, 2013 Regular Meeting Minutes and the Special Meeting Minutes from March 27, 2013. Second by Mr. Myers. Vote in favor was unanimous. 3 -0

Mr. Myers made a motion to approve the Checking Account Detail. Second by Mr. Bierly. Vote in favor was unanimous. 3 -0   

Mr. Myers made a motion to approve the funds ($15) for Ms. Snyder to attend a Grant Writing Class sponsored by the Centre County Council for Human Services Education and Training Committee. Second by Mr. Bierly. Vote in favor was unanimous. 3 -0

The audit was completed and the report was filed on the DCED website.  The board will review the audit.

 

ROADMASTERS REPORT

Mr. Horner reported that we received notice from Keller Engineers that the Bridge on Lower Georges Valley over Laurel Run no longer has a weight limit. Posting is not required for the bridge. We also received bridge inspection reports for this bridge and the T-468 Bridge on Ross Hill.

The Road Crew has completed the trimming and chipping of brush and has made the chips available to township residents. The chips have been place in the woods near the baseball fields. Mr. Myers complimented the crew on the area that the wood chips were placed. It will be a good resource for the township residents.

The crew is also sweeping the streets and intersections as well as filling in the pot holes on the dirt roads. They will be moving the bleachers out to the ball field this next.

Mr. Horner presented to the board the estimate to fix up Decker Valley and finish the project started last year on Blue Ball Gap.  It will cost approximately $40,000 to $50,000 to put shale or/dsa on these roads.

The storm this last week didn’t cause too many problems just limbs and one tree down. Mr. Horner thanked Mr. Grenoble for his assistance during the storm.

 

OLD BUSINESS

Musser Property, Musser v. Gregg Township, et al. (Case No. 2011-4845): The trial took place on April 10, 2013. Mr. Rayman reported that the Township won the case. After the plaintiff presented their case, Mr. Rayman made a motion for a demur which means that there was no case presented against the Township. The Judge granted the demur and threw the case out. The plaintiff still has 30 days to appeal the case.

 

Mr. Leary moved this agenda item to this point in the meeting for Mr. Rayman to be in on the discussion.

Final Plan – Subdivision of Tax Parcel 21-8-39 for Nancy J. Hosterman: The board sent a letter to the County Planning Office with their comments about the proposed subdivision. There are more than 7 parcels that are accessed by this private drive for this to pass as a subdivision. Discussion took place.

Codification: Nothing new to report

CDBG: They are starting the first steps to closure of this grant. Mr. Seigel from SEDA-COG is working with them on our behalf.

Ross Hill Bridge: The construction contract has been awarded to Nestlerode Contracting for a bid of $595,508.33. This was considerably less than was anticipated. When we meet for a pre-construction meeting, we will notify Mr. Grenoble so that he may discuss the detours for the spring and fall Antique Shows at Penns Cave. Mr. Bierly made a motion to accept and approve Nestlerode Contracting as the contractor for the T-468 Ross Hill Bridge. Second by Mr. Myers. Vote in favor was unanimous. 3 – 0  

Rails to Trails: There was a mini-meeting the Albertin-Vernon and the folks from Linden Hall that went well.

Ag Security: Mr. Leary is waiting to hear back from people whom he has talked to form a committee to do this update.

Tri-Municipal Park Alternate:  Mr. Albertson and Ms. Riddle have expressed some interest in serving as an alternate of this board. Mr. Leary questioned if as a Zoning Hearing Board member, could he serve on this board? Ms. Snyder will check into this.

HVAC:  Mr. Bierly presented a bid proposal to add insulation to the ceiling of the OGS for $3560. Discussion took place. Mr. Myers made a motion to reject this proposal. Second by Mr. Leary. Vote in favor was unanimous. 3 -0

 

NEW BUSINESS

PSATS Proposed Resolutions & Bylaw: Mr. Leary wanted the board members to look this over and if they have an issue with any of the proposed resolutions, please get back to him before the conference.

Centre County Addressing – Tax Parcel 21-009A-002 111 Railroad St.: The board discussed this and sees no problem with any of the selected names. They will leave that up to Mr. Spackman at the County Addressing.

 

LIASION REPORTS

Gregg Township Planning Commission: Nothing new to report.

Emergency Management Coordinator: Mr.Grenoble discussed the radios used by the Fire Company. The group discussed the Parade permit and the detour routes for the Fireman Parade and Carnival in August.

Gregg Twp Water & Sewer Authorities:  Nothing new to report

Penns Valley Regional Planning Commission: Nothing new to report

Penns Valley Code Enforcement Agency: See discussion above.

Tri-Municipal Park: Penn DOT is going to do a traffic study. Potter Township approved the conditional use application for a public park on the Tri-Municipal park property.

Mr. Myers made a motion to adjourn at 9:00 p.m. Second by Mr. Beirly. Vote in favor was unanimous.  3 -0
