Board of Supervisors Meeting Agenda

March 14, 2013

 ATTENDANCE

CALL TO ORDER The Gregg Township, Centre County, Board of Supervisors meeting was called to order by Chairman Patrick Leary at 7:02 p.m. followed by the group reciting the Pledge of Allegiance.

CITIZEN’S COMMENTS ON ITEMS NOT ON AGENDA No Comments at this time.

SPEAKERS

Old Gregg School: Jane Burrows, a representative of the Old Gregg School Advisory Committee reported the following. Their monthly meeting was held this past Thursday night. There will be an individual working to fix the fountain I front of the Old Gregg School as an Eagle scout project. This should be completed in five or six weeks. The Farmer’s Market will be starting up again on March 30th. There will be special events that day with an Easter egg hunt complete with real bunnies. The market will run through May 4th. On March 10th, there was a bingo with proceed going to the OGS and to the Relay for Life. The next Movie Night will take place March 23rd showing Ten Things I Hate About You and Ferris Bueller’s Day Off.  

A discussion took place as to the placement of the wood chips that have been generated from the trimming and chipping of brush along township roads.  The Roadmaster would like to have a spot here at the OGS on township property to leave them. These chips would be available for Township residents to come take on a self-service basis. Mr. Horner feels the best place to store them is to replace the hitch for horses and put it in that spot. Ms. Burrows expressed the OGS Advisory Committee concern with the wood chips. 

Mr. Bierly also asked Mr. Horner about putting logs in the ball field area to keep people from driving onto the grass. Discussion took place.

Ms. Walton, a member of the advisory committee, has asked the Township to take over payments of the Old Gregg School Website domain. The only issue that Ms. Snyder has with paying this is that there is no invoice to attach with this monthly payment and it would automatically be deducted from our credit card. She would like monthly documentation. Mr. Leary would like the domain name moved over to our name as well. Mr. Bierly made a motion to pay the $9.95 a month and put the domain in our name. Second by Mr. Myers. Vote in favor was unanimous. 3 -0

The board was presented with an estimate of $3200 from Miller’s Electric to replace the transfer switch in the basement. After discussion, this issue was tabled to another time.

 

Lysle Sherwin  & Andrea Ferich– Penns Valley Conservation Association:  Mr. Sherwin was here to thank us for our support of the Cold Water Heritage Grant which they received. They presented us with the findings of their first water-shed assessment. They are now moving forward with a grant from the League of Women of Voters to do a Drinking Water Clinic and drinking water assessments for 50 residents. The Clinic would take place in September or October of this year.  He introduced Andrea Ferich, who is the new director of the Penns Valley Conservation Association. She described the basis of this grant and the support they are looking for from the Township. Discussion took place.  Mr. Myers made a motion to support the grant application. Second by Mr. Bierly. Vote in favor was unanimous. 3 – 0

 

OPEN ROAD MATERIALS BID

The township received two bids. The bids were opened.  Mr. Bierly made a motion to reject the bids and rebid the stones for the April 2013 meeting. Second by Mr. Myers. Vote in favor was unanimous. 3-0 

SECRETARY/TREASURER’S REPORT

Mr. Bierly made a motion to approve the February 14, 2013 Regular Meeting Minutes and the Joint Meeting Minutes from March 4, 2013. Second by Mr. Myers. Vote in favor was unanimous. 3 -0

Mr. Bierly made a motion to approve the Checking Account Detail. Second by Mr. Myers. Vote in favor was unanimous. 3 -0   

Mr. Bierly made a motion to approve the payment of $21 for an ad in the Penns Valley Yearbook. Second by Mr. Myers. Vote in favor was unanimous. 3 -0

Discussion took place about the CD that has matured at Jersey Shore Bank. Mr. Bierly made a motion to transfer CD into the Money Market account which is yielding a higher interest. Second by Mr. Myers. Vote in favor was unanimous. 3 -0

Annual Audit: Ms. Snyder reported that Parente Beard is working on the Audit and will need to have it completed by the end of the month.

ROADMASTERS REPORT

Mr. Horner reported that they are looking at a grader being sold by Rayne Township. His only concern is that it is a Champion Grader and that parts may not be as accessible in the upcoming year. He would like for someone to go with him to look at this grader before we make a decision. It is being sold for $17,250 and has 757 hours.

The crew has been busy trimming and chipping brush along the township roads. They are about half way done with Lower Georges Valley Road and shouldn’t need to be done again in ten years. Mr. Horner has received a lot of compliments. We have to return the chipper to the Millheim Borough by Monday. He would like to rent a chipper from Bradco to continue with this project. It will cost approximately $2400/month. Ms. Snyder will send a letter of thanks to the Millheim Borough for use of their chipper.

Decker Valley Road is a muddy mess. Mr. Horner is thinking about putting shale on the road to help with the mud. Discussion took place.

Mr. Horner is still trying to find some grants that we can apply for. There is a recycling grant that we hope to qualify for and put in an application.

The Township will take a road tour to determine the upcoming needs of the Township roads. After discussion, the board will meet with Mr. Horner on Wednesday, March 27 at 7:30 a.m. Mr. Bierly made a motion to advertise for the Road Tour. Second by Mr. Myers. Vote in favor was unanimous. 3 -0

OLD BUSINESS

Musser Property, Musser v. Gregg Township, et al. (Case No. 2011-4845): Mr. Rayman has set up a meeting with Mr. Bierly and Ms. Snyder to discuss the upcoming trial which has been set for April 10, 2013.   

Fire Police: Mr. Grenoble discussed some issues concerning the Fire Police/mutual aide and liability insurance.

Codification: Nothing new to report

Ross Hill Bridge: We received our permit from the Army Corps of Engineers. The bid for construction was advertised March 1. The bids will be opened on March 28, 2013. The detour when the bridge is closed this summer was discussed.

Rails to Trails: Public meeting held on March 12, 2013 was a success. There were approximately 150 people in attendance. Next public meeting will be held this coming summer.

Newsletter: The draft newsletter, which will be put in the Grapevine, was discussed.

Penns Valley Code Enforcement Agency was moved to this point in the agenda. Mr. Lesniak, representing the PVCEA, reported that they have 33 permits in progress and $7000 in their budget. Each municipality now needs to appoint an alternate to serve on the PVCEA Board and hopefully that alternate can attend the PVCEA board meeting on March 28, 2013. Mr. Bierly made a motion to appoint Mr. Leary to serve as alternate for the PVCEA. Second by Mr. Bierly. Vote in favor. 2 - 0 Mr. Leary abstained from voting. Mr. Lesniak also discussed some of the complaints that they are handling at this time. When a resident has a complaint, a written notice must be given to the PVCEA in order for official actions to be taken.  

NEW BUSINESS

Penns Valley Youth Center Fundraising Dinner was discussed. It is $500 for a table of eight. No action was taken.

Final Plan – Subdivision of Tax Parcel 21-8-39 for Nancy Hosterman: Discussion took place. Questions were raised. Mr. Bierly will check into this and talk with County Planning Office about this. The Planning Commission will need to look into this as well.

Tri-Municipal Park Alternate: Tabled until another meeting.

Fire Police: Mr. Grenoble gave the Board a list of events for the Fire Police. Those events include: the Spring & Fall Antique Shows, Carnivals for Centre Hall, Millheim, Miles and Gregg Townships, and a blanket approval for funerals, suppers and special events such as fun runs that take place in the area. Mr. Myers made a motion to approve the Fire Police to be dispatched as needed to the above list and any other necessary event. Second by Mr. Bierly. Vote in favor was unanimous. 3 -0 Mr. Horner has asked that anyone who is responsible for a run should be notified that none permanent marking should only be used when marking pavement.

Ag Security Update:  Mr. Leary would like us to get a start on updating our Ag Security. Mr. Norm Lathbury is willing to sit on the committee that we will need to form. Discussion took place.

LIASION REPORTS

Gregg Township Planning Commission: Nothing new to report.

Emergency Management Coordinator: Mr. Grenoble asked to have some clarification. The Fire Company was approached by a person with information that the Board of Supervisors is planning to close the Gregg Township 

Fire Company and combine forces with other townships. This has not been addressed by the Board of Supervisors and is not something that has been or will be discussed in the foreseeable future.

Gregg Twp Water & Sewer Authorities:  Nothing new to report

Penns Valley Regional Planning Commission: The PVRPC will meet Monday, March 18, 2013.

Penns Valley Code Enforcement Agency: See discussion above Old Business

Tri-Municipal Park: Potter township gave their approved the Conditional Use Application. The Tri-Park board is working on ways to raise money.

CORRESPONDENCE

The board reviewed the correspondence. Mr. Bierly made a motion to pay the expenses for the printing of the Carnival tickets for the 2013 Gregg Township Fireman’s Carnival. Second by Mr. Myers. Vote in favor was unanimous. 3 -0

Chipper: Mr. Bierly made a motion to rent a chipper as Mr. Horner sees fit. Second by Mr. Myers. Vote in favor was unanimous. 3 -0

ADJOURN

Mr. Myers made a motion to adjourn at 9:28 p.m. Second by Mr. Beirly. Vote in favor was unanimous.  3 -0
