Meeting Minutes March 4, 2013

 ATTENDANCE

CALL TO ORDER/WELCOME

Chairman Patrick Leary called the meeting to order 7:02 p.m. followed by the group reciting the pledge of allegiance.

Mr. Leary began the meeting by thanking everyone in attendance for all they do for the Township.  Those in attendance introduced themselves followed by reports from each ABC’s.

BUSINESS

PV Youth Center:  Fundraising dinner on April 4th, 2013 to be held at the Old Gregg School. The guest speaker will be Coach Larry Johnson from Penn State University. They are looking for Corporate Sponsors. Sponsorship is  500 per table for up to eight people.

Planning Commission:  Mr. Bierly made a motion to approve the Planning Commission meeting minutes from February 4, 2013. Second by Mr. Don Myers. Vote in favor was unanimous. 6 – 0 Mr. Arthur was not in attendance at the February meeting so abstained from voting.  

REPORTS FROM AUTHORITIES, BOARDS, COMMISSIONS

Auditors (Stephen Black, Tom Corman): Chairman Black reported that the Auditors held their reorganization meeting in January. Mr. Black was nominated as Chairman at this meeting. The Auditors would like a copy of the Township audit from last year.

Board of Supervisors: (Pat Leary, Doug Bierly, Joel Myers): The Board is working on the codification of the Township’s ordinances and codes. When this is complete, all the Township codes and ordinances will be combined in one book and will be available online. In March, we will begin the process of bid letting for the replacement of Ross Hill Bridge. The construction will start sometime in early June. Roads are a big issue in the township. Mr. Leary discussed the Gettig property which the County Industry Develop Corporation has an interest in.  

Emergency Management (Don Grenoble): Mr. Grenoble reported that he and Mr. Horner have been working well together to keep the roads clear and open this winter. He also reported that he and the fire chief have been touring the township visiting all the water source sites and documenting how each source can be accessed by the Fire Company. These water sources have been mapped. They are planning to install dry hydrants this spring. 

Mr. Kunst from the Sewer Authority discussed his expertise with maps. He has detailed maps of Gregg Township that he would be willing to share. Discussion took place.

Old Gregg School Advisory Committee (Robin Bastress, Jane Burrows, Doug Bierly): The Movie Nights at the Old Gregg School have been very successful and are increasing in attendance. There are two movies showed each night. The earlier movie at 6:30 p.m. is geared more for children and the 8:30 p.m. movie is geared more for adults. This month, on March 23rd, they will be showing, Ten Things I Hate About You and Ferris Bueller’s Day Off. Different groups are doing the concession stand during the Movie Night. The proceeds benefit various groups. They have started an After School Open Gym program. It runs Monday, Tuesday, Thursday, Friday and Saturdays. There will be an Easter Egg Hunt held on March 30th as well as an Open House for the Nittany Valley Model Railroad. The fundraiser for Penns Valley High School Track team, the Run around Egg Hill, is scheduled for March 24, 2013. It starts at 10 a.m. There will be an Old Gregg School Fundraiser Bingo held on March 10 at 3:30 p.m. held in the gym.

Penns Valley Code Enforcement Agency (Doug Bierly): Update from Mr. Bierly. The PVCEA has recently hired Mike Lesniak as a part time Enforcement officer. He will be replacing Glenn Ripka who is retiring and only working on a part-time basis. Ray Hankinson continues to work full-time and is the Gregg Township’s Code Enforcement Officer.

Planning Commission (Mike Arthur, Don Myers, Chris Kunes, Bill Saey, Doug Bierly, Jane Scheuchenzuber, Kristen Riddle): Chairman Kunes reported that it has been a slow year in the Subdivision and Land Development area. In the last year, the Planning Commission forwarded a recommendation to the Supervisors to amend the Zoning Ordinance which allows a landowner to further subdivide if the lot has been previously subdivided.  The Supervisors did approve and make this a part of the Zoning Ordinance. The Planning Commission also developed a Subdivision Checklist to assist residents in their efforts should they decide to subdivide their property. Discussion took place concerning the Gettig Property and right of ways.

Roadmaster (Laron Horner): The Township has been busy plowing snow this winter. There is a lot of work to do on the roads. They have been neglected in the past and will take a lot of work to get them up to standard. They would appreciate patience as they take care of one project at a time as funds will allow. They are busy at the present time tree trimming and day lighting the roads. Any complaints should be directed to Mr. Horner. Accolades were given to the Township in the way they have taken care of the roads this winter. 

Sewer Authority (Gil Morrison, Joe Kuntz, Laron Horner): Mr. Horner reported that the Sewer Authority took a big hit when the Gettig bankruptcy. It essentially took $15,000 out of their annual budget. That equated to $6 per customer per month to make up the difference.

Tax Collector (Donna Miller): Ms. Miller reported her job as the Appointed Tax Collector ended in January 2012. The Centre Tax Agency now handles the Earned Income Tax Collection for the county. She remains the Elected Tax Collector and will be running for re-election this coming year.

Water Authority (Tom Stitzer, Laron Horner, Dale Musser): Mr. Stitzer reported that the Water Authority will be installing new radio operated water meters this coming summer. They spent a lot of money this past year to install new meters and fire hydrants as well as repairing leaks.  They have not had to increase rates.

Zoning Hearing Board (Kermit Long, Don Albertson, James Baughman, Dennis Pagen):  Chairman Long reported that the Zoning Hearing Board did not have any hearings in 2012. They met in January for their reorganization meeting. An alternate to the Zoning Hearing Board needs to be appointed. The Board of Supervisors as well as the Zoning Hearing Board should be looking for potential candidates. Mr. Long reported the Mr. Albertson did attend a training in 2012. One thing he learned is that at any Zoning Hearing Board, there needs to be a stenographer to take minutes. Mr. Leary suggested that there are often webinars that can be recorded so that the ZHB may listen to them at their leisure for training purposes.

OTHER BUSINESS

Positions up for Re-election:  Supervisor, Auditor 5 year term, Auditor 2 year term, Tax Collector

Tri-Municipal Park:  Alternate is needed. Mr. Albertson showed an interest in filling this position.

Mount Nittany Health Community Survey: Mr. Leary and Mr. Myers attended a Health Care Summit. There is a survey that residents are asked to fill out. It is available on the Township Website and can be printed for those who do not have computer access.

Rails to Trails: There will be a public meeting to be held Tuesday, March 12, 2013 at 7 p.m.  to discuss the Feasibility Study and get input from residents. Everyone is invited.

Communication with Residents:  Please make sure you check the website often to get current information about the township. We also have a facebook page that information is posted regularly. We will be putting together a newsletter for the Grapevine in April.

Statements of Financial Interest: Need to be in to Ms. Snyder by April 30, 2013

ADJOURN: Mr. Bierly made a motion to adjourn at 8:03. Second by Mr. Myers. Vote in favor was unanimous.  3-0
