Reorganization Meeting – Board of Supervisors

January 7, 2013

 

ATTENDANCE

Supervisors: Chairman Patrick Leary, Douglas Bierly, Joel Myers;

Staff: Laron Horner – Roadmaster, Sewer & Water Authority, Jennifer Snyder – Secretary/Treasurer

Other:  Jane Burrows – Old Gregg School Advisory Committee

Visitors: Dianne Musser

 

Mr. Leary nominated Mr. Bierly as the temporary Chairman and Ms. Snyder and the Temporary Secretary.  Second by Mr. Myers. Vote in favor was unanimous. 3 – 0

The Township has been looking at purchasing a grader from a Township in Elysburg. Mr. Leary made a motion to make an offer of $21,000. Second by Mr. Myers. Vote in favor was unanimous. 3-0

 

The group recited the Pledge of Allegiance.

 

Appointments

Mr. Bierly nominated Mr. Leary as the Chairman of the Board of Supervisors for the year 2013.  Second by Mr. Myers.  Vote in favor was unanimous. 2 – 0 Mr. Leary abstained from voting.

 

Mr. Myers nominated Mr. Bierly as the Vice Chairman. Second by Mr. Bierly. Vote in favor was unanimous. 2 – 0 Mr. Bierly abstained from voting.

 

Consent Agenda

Mr. Bierly made a motion to approve the consent agenda. Second by Mr. Myers. Vote in favor was unanimous. 3 -0

 

Resolutions

Mr. Myers made a motion to approve Resolution R-13-01. Second by Mr. Bierly. Vote in favor was unanimous. 3 -0 

Mr. Bierly made a motion to approve Resolution R-13-02. Second by Mr.Myers. Vote in favor was unanimous.

Regular Board of Supervisors Meeting

CALL TO ORDER:  Chairman Patrick Leary called the regular Board of Supervisors Meeting to order at 7:07 p.m.

PUBLIC COMMENT: NO COMMENTS

 

SPEAKER/GUESTS:  Jane Burrows, OGS representative reported the following.   The OGS Advisory Committee met and had their reorganization meeting. Ms. Burrows will be the new President. Ms. Myers will be the Vice President and Ms. Bastress will be the Secretary. Ms. Snyder/Gregg Township will continue as the Treasurer.  Jamie Felker is no longer on the board but Glenn Jackson is a new member. Mr. Bierly will continue on as the building coordinator.

Events coming up: Craft Fair – February 9 benefitting the HOPE Fund.  Sportsman’s Banquet sponsored by the PVCC will take place in February. The Farmer’s Market will be back on March 30th and should continue six weeks. Movie Nights will again take place in January and February. OLLI is using the building for classes.

Mr. Horner made a suggestion that when big events happen such as the Farmers Market that we do a better job at keeping people from parking on the grass. We have very little grassy areas and it makes it harder to maintain the grass when people park on it. Also, Mr. Horner would be interested in helping to make the front parking lot slightly bigger making it easier to park especially for larger vehicles. This will be discussed at a future OGS advisory meeting.

 

SECRETARY/TREASURER’S REPORT (SR)

Mr. Bierly made a motion to approve the December 13, 2012 regular Board of Supervisors meeting.  Second by Mr. Myers. Vote in favor was unanimous. 3 -0 Mr. Bierly made a motion to approve the Checking Account Detail. Second by Mr. Bierly. Vote in favor was unanimous. 3 – 0

Mr. Bierly made a motion to approve the dues $125 for the Pennsylvania Association of Municipal Administrators. Second by Mr. Myers. Vote in favor was unanimous. 3 -0

Mr. Myers made a motion to approve the dues $80 for the American Planning Association for the Planning Commission. Vote in favor was unanimous. 3 -0

Mr. Bierly made a motion to approve United Concordia as the carrier for the Dental/Eye Insurance for  Township Employees. Second by Mr. Myers. 3 – 0

 

OLD BUSINESS (OB)

Musser Property- Musser v. Gregg Township, et al. (Case No. 2011-4845): Mr. Rayman was not in attendance but he spoke with Mr. Leary and indicated the trial is to be held this month and he is hopeful this will be finalized very soon.

Codification: Nothing new to report.

Ross Hill Bridge: Keller Engineers is waiting for a DEP Permit.

Harter Road Bridge:  We have still not received the final invoices for the bridge. As soon as we get those invoices, we can move forward with the retroactive reimbursement.

Community Development Block Grant Update: Nothing new to report

 

ROADMASTER REPORT (RR)

The crew worked on Blue Ball Road from November 2 through December 20. The total cost for the DSA used on this road was $24,041.66 for 1748.5 ton. They didn’t quite make it to the Township line.

They returned the Grader to Penn Township on December 24. They serviced it and conditioned it. It worked out great and we were thankful for the use of the grader.

They were busy plowing from December 24 through Jan 1, 2013. Mr. Horner was pleased with the help of Mr. Ripka during this busy time of year. The roads look great.  The crew installed two signs; one on Lily Lane and Sara Campbell Lane.  Mr. Horner signed the Agility Contract with Penn DOT. For 22 hours of mowing, we will get 8000 gallons of brine.

Mr. Horner would like to remodel the bathroom at the Township Shed to make the heated bay larger. The Board agreed to this.

Mr. Horner will put together a list of projects that are needed over the next few years as well as a rotation to remove equipment from the line up. Ms. Snyder will help with this.

Mr. Horner would like to see the Township get handheld radios for better communication between the crew. He will get more information about this. He would also like to see the Township purchase a Vibroplate, Jumping Jack as well as a Pressure Hot Water Washer to keep the trucks clean and salt off the trucks.  Mr. Bierly made a motion to spend up to $4500 on a Pressure Washing System. Second by Mr. Myers. Vote in favor was unanimous. 3 – 0

 

NEW BUSINESS (NB)

PSATS  Conference: Mr. Myers made a motion for the Supervisors and staff to attend the PSATS conference in April. Second by Mr. Bierly. Vote in favor was unanimous. 3 – 0

HVAC BIDS for OGS:  The Township received one bid from Bierly, Inc. Discussion took place.  Mr. Leary asked to table this discussion for further study.

 

LIAISON REPORTS (LR)

Gregg Township Planning Commission:  No meeting yet. They will meet on Tuesday, January 15, 2013.

Emergency Management Coordinator:  No one to report.

Gregg Twp Water & Sewer Authorities: Water Meters are here.

Penns Valley Regional Planning Commission: Nothing new to report.

Tri-Municipal Park: They will meet this month on January 15, 2013.
