Regular Board of Supervisors Meeting

December 13, 2012       

 ATTENDANCE

Supervisors: Chairman Patrick Leary, Douglas Bierly, Joel Myers;

Staff: Laron Horner – Roadmaster, Sewer & Water Authority, Jennifer Snyder – Secretary/Treasurer

CALL TO ORDER The Gregg Township, Centre County, Board of Supervisors regular meeting was called to order by Chairman Patrick Leary at 7:00 p.m. followed by the pledge of allegiance.

 

PUBLIC COMMENT: NO COMMENTS

 

SPEAKER/GUESTS:  Jane Burrows, OGS representative reported the following.   The Old Gregg School Craft Fair and Market will be held December 15th, Saturday, from 10 a.m. until 1 p.m.  The Penns Valley Community Church has installed a sound system in the gym and will allow others to use it. On December 22, 2012, a Movie Night will take place at the OGS. Two movies will be shown.  A concession stand will be available. On December 1st, there was a book reading by Walt Mills in the library. The Farmers Market will extend to December 2nd.  The Re-Organization meeting for the OGS advisory committee  will take place in January and they invite anyone interested to join them.

LeDon Young, Centre County Library and Historical Museum Board Member made a presentation to the board on their behalf.  She asked the Township for a donation to help keep the library and Historical Museum operating.  Two-Thirds of Gregg Township residents have a membership to the Centre County Library. Mr. Bierly made a motion to allocate $1050 to the Centre County Library and Historical Society. Second by Mr. Myers. Vote in favor was unanimous. 3 – 0

 

SECRETARY/TREASURER’S REPORT (SR)

Mr. Bierly made a motion to approve the November 8, 2012 regular Board of Supervisors meeting.  Second by Mr. Myers. Vote in favor was unanimous. 3 -0 Mr. Myers made a motion to approve the Checking Account Detail. Second by Mr. Myers. Vote in favor was unanimous. 3 – 0

The Board discussed the Year to Date Budget and the meeting dates for 2013. Mr. Bierly made a motion to approve the meeting dates for 2013 with changes. Second by Mr. Myers. Vote in favor was unanimous. 3 -0

Mr. Myers made a motion to approve the Treasurer’s Bond at $1,000,000 with an annual fee of $1426. Second by Mr. Bierly. Vote in favor was unanimous. 3 – 0

Pennsylvania State Association of Township Supervisors membership renewal was discussed. The Township will add a PSATS magazine subscription for Mr. Bierly.  Mr. Myers made a motion to approve the renewal with PSATS. Second by Mr. Bierly. Vote in favor was unanimous. 3 – 0

Stamps are going to increase in price. Discussion took place to buy Forever Stamps that will be kept for the next few years. Mr. Bierly made a motion to buy approximately $2000 of Forever Stamps. Second by Mr. Myers. Vote in favor was unanimous. 3 – 0

Mr. Bierly made a motion to approve the advertising to hire a CPA firm to the do the audit. Second by Mr. Myers. Vote in favor was unanimous. 3 – 0

Mr. Bierly made a motion to approve funds to advertise the meeting dates for year 2013. Second by Mr. Myers. Vote in favor was unanimous. 3 – 0

Mr. Bierly made a motion to pay for the real estate sign damaged while mowing this summer. Second by Mr. Leary. Vote in favor of motion 2 – 0. Mr. Myers abstained from voting. 

 

ROADMASTER REPORT (RR)

The road crew will be finishing up Blue Ball Road this coming week. They also need to get the Grader back to Penn Township. They really appreciate Penn Township letting them use their grader. The crew replaced a culvert pipe on Green Grove Road. They have fixed the lights in the new Salt Shed. Mr. Leary has installed a new switch for the shut off valve on the fuel island.  A new spill kit was purchased and a new emergency contact sign was posted. The Underground Storage Tank was inspected and passed with the Emergency Sign being posted. Bradco went over the Salt Brine System. We have 1600 gallons of Brine in the tank. The Penn DOT Agility Program was discussed.

Mr. Bierly and Mr. Horner looked over a truck which will be included in the bankruptcy sale of the Getting’s property. It is the same as our F800 truck. It has low mileage and if the Township could get it at a good price, this would be a great truck for the Township. Replacement trucks of this type can run $120,000. It would cost approximately $20,000 to retrofit the Gettig  truck with the plows, hydraulics, etc. Mr. Bierly made a motion to find an appraised price/value comparison for the truck at Gettig’s and open negotiations with trustee for purchase of the truck. Second by Mr. Myers. Vote in favor was unanimous. 3 – 0

 

OLD BUSINESS (OB)

Musser Property- Musser v. Gregg Township, et al. (Case No. 2011-4845): Mr. Rayman reported the Musser case will go to the court on January 4.

Codification: The Board met with Mr. Rotz from Keystate Publishing, Inc. to review the draft of the Codification.  A final draft will be put together and should be finalized in a few months.

Ross Hill Bridge: Everything is on track. We can get reimbursed for the Right of Way paid to Mr. Foust. Ms. Snyder will get this paperwork ready to be signed. The bid letting for this project will occur on March 27, 2013 and construction will take place this summer.

OGS HVAC: Mr. Bierly would like to put out to bid the HVAC of the 2nd floor of the OGS. Discussion took place. Mr. Myers made a motion to advertise for a heating and air conditioning system for the 2nd floor of the OGS. Second by Mr. Bierly. Vote in favor was unanimous. 3 – 0

Mr. Rayman was excused at this point.

Harter Road Bridge: Mr. Bierly made a motion to approve any signatures needed on work orders concerning the Harter Road Bridge. Second by Mr. Myers. Vote in favor was unanimous. 3 – 0

R-12-16: Budget transfer from Capital Reserve to General Fund to pay for expenses related to the Harter Road Bridge. Mr. Bierly made a motion to approve R-12-16 Resolution to transfer money from Capital Reserve to the General Fund to pay Wen-Brooke Construction for the Harter Road Bridge. Second by Mr. Myers. Vote in favor was unanimous. 3 – 0

Community Development Block Grant Update: Nothing new to report

 

NEW BUSINESS (NB)

Employee Evaluation Forms: Mr. Myers made a motion to proceed with the use of the Employee Evaluation Forms. Second by Mr. Bierly. Vote in favor was unanimous. 3 – 0

2013 Budget Adoption:  No tax increase. Mr. Myers made a motion to adopt the 2013 budget as advertised. Second by Mr. Bierly. Vote in favor was unanimous. 3 – 0

Holiday Lunch:  Mr. Myers made a motion to approve gift cards (25$ Burkeholder’s Gift Card) for those who have been invited to the meal and all expenses related to the meal. Second by Mr. Bierly. 3 – 0

Keller Engineers: They have asked us for a quote as an endorsement to put on their website. Discussion took place.

Electrical Work at the Township Shed: Mr. Leary asked the Board to approve a reimbursement for the electrical work he completed at the Township shed at the Auditors selected rate. Mr. Myers made a motion to approve payment of work done by Mr. Leary (14.5 hours) on the township shed. Second by Mr. Bierly. Vote in favor was unanimous. 2 – 0 Mr. Leary abstained from voting.

 

LIAISON REPORTS (LR)

Gregg Township Planning Commission:  There was not a quorum at the Planning Commission meeting on December 3, 2012.

Emergency Management Coordinator: There is a Township Emergency Management Association Emergency Management Educational Webinar on Thursday, December 20, 2012 from 12 to 1:30 p.m. It can be viewed on the Internet at the Township Office. Mr. Bierly made a motion to pay mileage to Mr. Grenoble when he is out on roads during an emergency acting as the Township Emergency Management Coordinator. Second by Mr. Myers. Vote in favor was unanimous. 3 – 0

Mr. Grenoble brought up some issues representing the fire company concerning their paying for their own sewer and water.  This will be a burden for them. Our fire company is strictly made up of volunteers that do not get paid for meetings or anything else. It costs about $2,000 to outfit one fire fighter. Mr. Horner and Mr. Stitzer, representing the Water and Sewer Authorities, explained their reasoning behind the decision to enforce the payment of water and sewer from the Fire Company. Discussion took place. Mr. Leary reiterated the fact that they have no desire to implement a fire tax unless it is the last resort. The Board hopes that we can all work together for the good of the Township without raising taxes.

Gregg Twp Water & Sewer Authorities: Nothing more to report.

Penns Valley Regional Planning Commission:  The PVRPC met in November.

Tri-Municipal Park: There was not a quorum to meet in December.
