Regular Board of Supervisors Meeting

November 8, 2012

 ATTENDANCE

Supervisors: Chairman Patrick Leary, Douglas Bierly, Joel Myers;

Staff: Laron Horner – Roadmaster, Sewer & Water Authority, Jennifer Snyder – Secretary/Treasurer

CALL TO ORDER The Gregg Township, Centre County, Board of Supervisors regular meeting was called to order by Chairman Patrick Leary at 7:05 p.m. Chairman Leary followed by the pledge of allegiance.

PUBLIC COMMENT: NO COMMENTS

SPEAKER/GUESTS:  Jane Burrows, OGS representative reported the following. The 3rd Annual Turkey Trot, 5K run, will be held on Thanksgiving Day, Thursday, November 22, at 9:00 a.m. beginning here at the Old Gregg School. This is being organized by 2 students for their Senior Class Project and will benefit the Hope Fund. The Youth Center has been open during the week after school Monday , Tuesday and Wednesday. They have begun serving a meal on Wednesday nights and have about 20 to 30 students participate each week. The library is looking great. The Farmer’s Market has begun and going well. Breakfast and Lunch items will be served. Walt Mills will be reading children’s books at the upcoming farmers market. Youth Basketball began practices this week on Tuesdays and Thursdays. There are several groups renting the gym on a monthly basis and fitness classes are going well. Dance this coming Saturday with Kevin Fee.

SECRETARY/TREASURER’S REPORT (SR)

Mr. Bierly made a motion to approve the October 18, 2012 Regular Board of Supervisors meeting and the October 25, 2012 Budget Meeting Minutes.  Second by Mr. Myers. Vote in favor was unanimous. 3 -0 Mr. Bierly made a motion to approve the Checking Account Detail. Second by Mr. Myers. Vote in favor was unanimous. 3 – 0

The Board will meet with Mr. Ken Rotz from Keystate Publishing on Thursday, November 29, 2012 at 6:30 p.m. to discuss the Codification project.

ROADMASTER REPORT (RR)

Mr. Horner contacted the Insurance Company who underwrote the bond for Mr. Hostetler to log on Blue Ball Gap Road. We have written a letter to Mr. Hostetler concerning the matter and are waiting for him to contact the Township.

The Township received a letter that an inspection of the underground storage tank in needed. An automatic shut off valve is going to be installed by Mr. Leary and a spill kit is needed before the inspection. Mr. Horner will look into spill kits. It was suggested we find one for under $1000.

Mr. Horner gave an update on the squatters in the Village of Spring Mills. Mr. Kreger , Sewer Enforcment Officer, contacted one of the property owners and they are going to take care of the issue. The other squatter has apparently moved out of the trailer they were living in. We will keep an eye on the property.

The Salt Brine Program with PENN DOT was not renewed last year. We did talk to District 2 about getting the contract renewed. The tank is 3/4 full of Brine at the moment and will need to be pumped out before we can move the tank. Mr. Horner will check to see if the Brine will still be good after a year.

The Ford 800 is back and running. The repairs were done by Stitzer’s Repair. The Sterling was taken in to get the brakes fixed.

Vonada Gap, Lingle Valley and Decker Valley have all been graded but have not been stoned. Residents are complaining about mud especially on Decker Valley road. They will try to get back there to top dress the road with stones hopefully before it freezes.

The crew is now working on the Blue Ball Gap Road. They have put 9 loads of stone on the road so far.

Harter Road Bridge was inspected and opened for traffic this past week. There was an incident with a farmer’s grain wagon with a blown tire that gouged the new road and the new bridge. Mr. Horner did talk with the farmer.

The Township had no major problems during Hurricane Sandy. There were lots of branches down but nothing major. Mr. Horner thanked Mr. Grenoble, who was out inspecting the roads and making sure there was no damage during the storm.

OLD BUSINESS (OB)

Musser Property- Musser v. Gregg Township, et al. (Case No. 2011-4845): There is a hearing scheduled in early December and Mr. Rayman hopes this may be the end and the case can be resolved.

Act 13: Mr. Rayman has heard nothing more on the appeal but checks were distributed and the Township did receive their first check this past week.

The Gettig Corporation is filing bankruptcy and it was suggested we look into getting an easement built into the conditions of the sale of the property. Mr. Rayman didn’t think this would be feasible or permitted by the Bankruptcy court.

Mr. Rayman was excused at this point.

Ross Hill Bridge: Mr. Myers made a motion to sign the GP-11 permit for Ross Hill Road Bridge. Second by Mr. Bierly. Vote in favor was unanimous. 3 – 0

Harter Road Bridge: The Board would like Ms. Snyder to put a Press Release in the local papers with an announcement of the opening of the Bridge.  Extra Rip Rap was added to the bridge. Wen-Brooke Construction was able to do this for the township. Mr. Bierly made a motion to pay for the added Rip Rap. Second by Mr. Myers.  Vote in favor was unanimous. 3 – 0

Dry Hydrants were discussed.  Dry Hydrants were not included in the Engineering on Harter Road Bridge and the proper permits were not secured to do that type of work. Mr. Grenoble was recently in the office and discussed the Dry Hydrant on Ross Hill Bridge with the folks from Keller Engineers.  The current dry hydrant located near Ross Hill Bridge may have to be moved during the renovations of that bridge. Permits will have to be secured in order for a new dry hydrant to be placed in near Harter Road Bridge. 

Community Development Block Grant Update: Nothing new to report

NEW BUSINESS (NB)

Resolution R-12-15 Penn DOT Resolution for Turkey Trot: Mr. Bierly made a motion to sign R-12-15. Second by Mr. Myers. Vote in favor was unanimous. 3 -0 

The Planning Commission finalized the Land Development Subdivision Procedures Guide and has forwarded the document to the Board for their approval. Mr. Myers made a motion to accept the Land Development Subdivision Procedures Guide as presented. Second by Mr. Bierly. Vote in favor was unanimous. 3 – 0 The Board thanks the Planning Commission for their work creating this document.

Centre County Liquid Fuels Grant 2013: The Township will submit a Liquid Fuels grant to Centre County to make repairs to the upstream wingwalls of the bridge on Lower Georges Valley Road (T-419). Discussion took place. Ms. Snyder will get this grant prepared and submitted by Monday, November 12, 2012, using the information from Mr. Franson.

Rails to Trails: The Township received the first invoice from Albertin Vernon Architecture  for the amount of $3075.30. Ms. Snyder will check with Mr. Bloom, Centre County Planning Office, and Mr. Fahringer, DCNR, to draw down funds for this grant. Mr. Bierly made a motion to pay the current invoice from Township funds with our contributing portion of the grant. Second by Mr. Myers. Vote in favor was unanimous. 3 – 0

LIAISON REPORTS (LR)

(Mr. Leary brought this item forward in the agenda) Tri-Municipal Park: Mr. Bierly made a motion for the Tri-Municipal Park Board to submit an application to the Potter Township Board of Supervisors to apply for a conditional use. Second by Mr. Myers. Vote in favor was unanimous. 3 - 0 

Mr. Bierly made a motion to request from the Potter Township Board of Supervisors a waiver of the application fee for the Conditional Use Hearing. Second by Mr. Myers. Vote in favor was unanimous. 3 - 0 

Gregg Township Planning Commission: The Planning Commission met on November 5, 2012 and discussed the Land Development Subdivision Procedures guide and forwarded the document to the Board for their approval.

Gregg Twp Water & Sewer Authorities: Meters will be purchased by the end of the year but installation will not happen until the end of April due to tax season. The sewer will have to increase their rates about $6 per edu because of the loss of the Gettig property.

Emergency Management Coordinator: The Township thanked Mr. Grenoble for his help during Hurricane Sandy. On December 8th at 6 p.m., there will be a meeting with Randy Rockey to discuss the Townships emergency management procedures. The group discussed the issue of dry hydrants for Ross Hill and Harter Road Bridges.

Penns Valley Regional Planning Commission:  This group meets later this month.
