Regular Board of Supervisors Meeting

CALL TO ORDER The Gregg Township, Centre County, Board of Supervisors regular meeting was called to order by Chairman Patrick Leary at 7:00 p.m. Chairman Leary followed by the pledge of allegiance.


SPEAKER/GUESTS: Jane Burrows, OGS representative reported the following. On Oct 4th the Day of caring took place. The group painted the gym and it looks great. The help was greatly appreciated. The front landscaping was completed recently as a senior project. The Famers Market opens on Saturdays starting October 27. The teen center hosted a 5th quarter party after PV High School Football Home Games.

Stacy Richards – Director the Energy Resource Center at SEDA-COG and DJ Lingle –Intern: Ms. Richards and Mr. Lingle discussed the results of the Utility Bill Analysis that was performed for Gregg Township. The project was outlined in detail. Funding was provided by a grant from the West Penn Power Sustainable Energy Fund. They helped 10 municipalities with their analysis. Discussion took place and a power point presentation was shown.

Mr. Himes Conditional Use was moved to this point on the agenda.

Jerry Himes, Jr. – Conditional Use Permit: The Township received a call from the Bureau of Alcohol, Tobacco and Fire Arms. They have requested that we allow Mr. Himes to change his hours of operation from by appointment only to open from 11 a.m. to 12 noon on Saturdays and by appointment only. Mr. Myers made a motion to amend the conditional use hearing and change condition that business hours be by appointment only. The conditions for Mr. Himes will now read hours of operation, Saturdays 11 a.m. to 12 noon and by appointment only. Second by Mr. Bierly. Motion in favor was unanimous. 3 -0


Mr. Bierly made a motion to approve as amended the September 13, 2012 Regular Board of Supervisors meeting and the October 8, 2012 Budget Meeting Minutes. Second by Mr. Myers. Vote in favor was unanimous. 3 -0 Mr. Bierly made a motion to approve the Checking Account Detail. Second by Mr. Myers. Vote in favor was unanimous. 3 – 0


A discussion took place concerning the squatters on two properties in the Village of Spring Mills. Mr. Rayman did speak with the PVCEA about these issues. A formal complaint is needed before they can do anything about it. There was also discussion about the trailer on the Fish and Game property. Formal complaints and documentation need to be filed.

Blue Ball Gap Road: An estimate of ~$50,000 for fixing Blue Ball Gap Road was given to the board. It is too late to do much with the road this year. We will have to budget for this fix in 2013.

The road crew borrowed a grader from Penn Township. The grader broke down and they are waiting for a part. The cost of this repair should be under $800. They hope to be able to get the grader fixed and back working tomorrow. Mr. Horner gave an update on other repairs done on the dirt roads.

Mr. Horner gave the group an update on the Harter Road Bridge. The guard rails were removed and can be reused. They poured the deck and plan on paving in the next 10 days. The bridge should be open in early November.

Mr. Grenoble thanked the crew for taking care of some of the dirt roads. He stated that the dirt roads are still not good but better than they have been. He questioned the number of residents that live on Blue Ball Road. Mr. Leary reported that there are not many residents on the road but that we do receive Liquid Fuels money for this road which makes us obligated to maintain this road through the winter.


Musser Property- Musser v. Gregg Township, et al. (Case No. 2011-4845): Mr. Rayman reported that there was a brief hearing this morning to appoint Martin Musser's wife as guardian.

Codification: Ms. Snyder will check with Mr. Rotz to schedule a set a date to move forward with this.

Ross Hill Bridge: Nothing new to report.

Harter Road Bridge: See Roadmaster Report above

Community Development Block Grant Update: Nothing new to report

Act 13: The Township should receive an impact fee check in the next 10 days.

Workers Compensation Coverage for PV EMS: Discussion took place. A budget line for 1/7th of the $4076 of the estimated annual premiums should be added to the 2013 budget.

Road Bonding: Ms. Snyder is working on the Road Bonding and Permit policies, procedures and forms.


CDBG program for 2013: Applications are due April 30, 2013

Health Insurance for employee: A motion was needed to finalize the discussions that took place at the previous budget meeting. Mr. Myers made a motion to pay 100% of premium costs of our employees and their children and 0% of their spouses premium costs effective immediately. Second by Mr. Bierly. Vote in favor 3 -0

Retirement of Glenn Ripka: Mr. Bierly will attend the PVCEA meeting on Tuesday and will report back to the board.

Addressing: Mr. Myers made a motion to approve the address Sara Campbell Lane. Second by Mr. Bierly. Vote in favor. 3 – 0


Gregg Township Planning Commission: Planning Commission meeting minutes were discussed. The Planning Commission discussed a Nuisance Ordinance. After discussion, the Board of Supervisors suggested that residents with Home Owners Association should get active to handle their own nuisance issues. The Planning Commission also discussed a Subdivision Guide.

Emergency Management Coordinator: Mr. Grenoble issued thanks to the Township for handling the Foreign Fire Insurance check. A meeting to go over the Township's Emergency Plan will be set up for January. Ms. Snyder will contact Mr. Rockey when he returns to work in the next few weeks.

Gregg Twp Water & Sewer Authorities: Mr. Horner reported the new meters will be installed after April 17 due to tax season.

Penns Valley Regional Planning Commission: Wes Fahringer, DCNR and Mr. Martin, Penns Valley School District, were in attendance. Mr. Fahringer shared information to conduct a facilities study and the scope of work required for this type of study.

Tri-Municipal Park: Mr. Leary reported the engineering is in progress for the Highway Occupancy Permit for the park.

Old Gregg School: Mr. Bierly discussed getting mats for the gym walls to prevent injury and tarps to cover the windows on the East side to protect the quilted mats already on the windows. The total cost is $1500. Mr. Bierly made a motion to purchase the wall mats and tarps for the east windows. Second by Mr. Myers. Vote in favor was unanimous. 3 – 0


Mr. Myers made a motion to adjourn at 9:27 p.m. Second by Mr. Bierly. Vote in favor was unanimous. 3-0
