Board of Supervisors Meeting

CALL TO ORDER The Gregg Township, Centre County, Regular Board of Supervisors meeting was called to order by Chairman Patrick Leary at 7:04 p.m. followed by the Pledge of Allegiance.

CITIZEN'S COMMENTS ON ITEMS NOT ON AGENDA No Comments at this time.

SPEAKERS

Jane Burrows: The Advisory Committee thanked the township for the purchase of the AED. They are in the process of setting up trainings for use of the device. The committee is applying for two grants. One grant will be used to upgrade the showers in basement, including hot water, partitions and flooring. The other grant will be for outdoor paint. A young lady will be planting perennials along the fence line of the OGS for her senior project. The Farmers market will be back in October and run through December. New events in the gym this fall – dancing one night a week and a fashion show in October. Kitchen is being used regularly. The lease from PCO for Room #208 was discussed. Mr. Bierly will take the suggestions back to PCO.

Chairman Leary moved the discussion of the Rails to Trails to this point on the agenda.

RAILS TO TRAILS: Mr. Bloom was here to open the RFP for the Feasibility Study. He gave a brief history of the project. We received 12 proposals. These proposals will be turned over to a review committee. They will score and review the proposals. They will interview 3 or 4 firms on August 1, 2012. The group will then recommend to the Board of Supervisors a firm to hire for this project. A contract is then negotiated and should be in place by August 31, 2012 for the project to begin on September 1, 2012.

ORDINANCE O-12-02: Mr. Myers made a motion to adopt Ordinance O-12-02. Second by Mr. Bierly. Vote in favor was unanimous. 3-0

SECRETARY/TREASURER REPORT

Mr. Bierly made a motion to approve the June 14, 2012 Board of Supervisors Meeting Minutes. Second by Mr. Myers. Vote in favor was unanimous. 3-0

Mr. Bierly made a motion to accept and approve the Checking Account Detail Report. Second by Mr. Myers. Vote in favor was unanimous. 3-0

Mr. Myers made a motion to approve the expense for Ms. Snyder to attend the conference for the Pennsylvania Association of Municipal Administrators to be held in August in State College. Second by Mr. Bierly. Vote in favor was unanimous. 3-0

The Fire Company has asked the Township to pay for the Raffle Tickets and associated costs ($590.00) for the Fire Carnival. Mr. Bierly made a motion to sponsor the Raffle Tickets for the Fire Carnival. Second by Mr. Myers. Vote in favor was unanimous. 3-0

Mr. Myers made a motion to approve the expenses for Ms. Snyder to take 2 PSATS webinar programs about the Right to Know Law and Parliamentary Procedures. – Cost is $30 each. Second by Mr. Bierly. Vote in favor was unanimous. 3-0

ROADMASTER REPORT

Mr. Laron Horner is the new Roadmaster for the township. The road crew is playing catch up with street mowing. They are working on mowing back brush on Blue Ball Gap, Gingrich Gap, Grenoble Road, Vonada Gap and Decker Valley Road.

On June 29, 2012, the crew was called out for storm damage. The crew removed two large trees from Kline Road and Ridge Road. They also cleaned a lot of branches from just about every road in the township. During the week of July 3, 2012, the crew was busy working on berms on Beaver Dam Road by removing high berms and vegetation. Over hanging tree limbs will be removed soon.

Underground Storage Tank Class A/B Operator Training – Mr. Bierly made a motion to approve the expense for Mr. Horner and Ms. Snyder to take the online training course for $179 each. Second by Mr. Myers. Vote in favor was unanimous. 3-0

Roller – The crew has not used the roller enough to know if this piece of equipment should be purchased. Right now it is being leased from Bradco.

The Supervisors and Mr. Horner will meet on Friday, July 20, 2012 at 8 a.m. at the Township Shed to drive through the township and assess the roads. Ms. Snyder will advertise the meeting.

OLD BUSINESS

Musser Property: No ruling as of yet. Matthew Musser has filed a petition to the court to be the guardian of Martin Musser for this litigation.

ACT 13: The date for changes in the Zoning Ordinance to comply with Act 13 has been moved to November. Mr. Rayman wants the comments from the board so he can keep this moving forward.

Chairman Leary brought the Resident Issue from the New Business Section to this point in the agenda.

Ms. Tice, Spring Mills, has a concern with her neighbors burning practices. She was forced to go to the Emergency Room due to the burning in her sinuses and lungs from the smoke. She was told by the Doctor to report the incident to the Township and to the Code Enforcement Agency. Discussion took place. Mr. Leary stated that state law prohibits burning of plastic. He will check with the Department of Environmental Protection about burning plastic and if they can help with this issue. Mr. Leary will get in touch with Ms. Tice after he has made contact with the DEP.

Codification: Draft of Codification was given out. We should shoot for completing our review of the draft by September.

Ross Hill Bridge: A reimbursement from the State of $6812.11 was received by the township.

Harter Road Bridge: Keller Engineers completed the Bidding Requirements, Contract Documents and Drawing and Construction plans for the Harter Road Bridge. Mr. Bierly made a motion to approve and accept the Bidding Requirement and Contract Documents and Engineering plans for the Harter Road Bridge and to advertise the RFP. Second by Mr. Myers. Vote in favor was unanimous. 3-0

CDBG: Nothing new to report

Employee Handbook: Discussion took place. The Board agreed to allow employees to carry over a total of 160 hours of Paid Time Off each year. Anything more than 160 hours will be placed in a Medical Leave Bank which can be used in the event of a serious medical condition or illness. No other changes were made to the draft handbook. Mr. Myers made a motion to approve the Gregg Township Employee Handbook with said changes. Second by Mr. Bierly. Vote in favor was unanimous. 3-0

Grapevine Newsletter: Discussion took place. The article seemed to be well taken. We will plan to do another newsletter in the next few months.

NEW BUSINESS

Ms. Donna Miller turned in her resignation as the Appointed Tax Collector. She will attend next month's meeting to be formally recognized.

Home Business in Georges Valley: Ms. Klien, Upper Georges Valley Road, has questions concerning a permit for an at-home business. Discussion took place. A conditional use permit will be required.

LIASON REPORT

Gregg Township Planning Commission: Act 13 and the zoning ordinance were discussed. Ray Hankinson reported on the conditional use permit for a home business on Upper Georges Valley Road. Mr. Hankinson also reported that Russ Shuey is now a part time employee for the Penns Valley Code Enforcement Agency. The group also discussed a Property Maintenance Ordinance.

Emergency Management Coordinator: Don Grenoble reported that not much has been happening. The Fire Company thanks the Township for sponsoring the raffle tickets. Discussion took place concerning the tree down on Kline Road during a recent storm.

Gregg Township Sewer and Water Authority: Mr. Horner reported that everything was going fine with both Authorities. Annual Water Report was distributed.

Penns Valley Regional Planning Commission: This group did not meet this past month. They will meet again in September.

TRI-Municipal Park: The Tri-Municipal Park group is waiting to see if Potter Township will come on board with the Highway Occupancy Permits.
