Regular Board of Supervisors Meeting Minutes

June 14, 2012

 

ATTENDANCE

Supervisors: Chairman Patrick Leary, Douglas Bierly, Joel Myers; Staff: Jennifer Snyder- Secretary/Treasurer, Brandon Ripka-Maintenance Worker, Robert Rayman – Solicitor, Don Grenoble – Emergency Management

CALL TO ORDER The Gregg Township, Centre County, Regular Board of Supervisors meeting was called to order by Chairman Patrick Leary at 7:00 p.m. followed by the Pledge of Allegiance.

CITIZEN'S COMMENTS ON ITEMS NOT ON AGENDA No Comments for items not on the agenda

SPEAKERS Robin Bastress- Old Gregg School (OGS) Advisory Committee: The Old Gregg School is purchasing an AED from the American Red Cross to have here at the center. Training will be offered to fitness instructors, key personnel and anyone who would be interested. There will be a 5th Anniversary Party during the same weekend as the fall yard sale. Baseball season is wrapping up. Penns Valley Community Church is sponsoring a community carnival and a bible school this summer. Pennsylvania Certified Organic is renting the final room upstairs – Room #208. They will be inviting local small business owners to rent cubicles. This should being in the fall.

Penns Valley Conservation Association Watershed Committee: Mr. Tom Doman addressed the board. They are planning the final phase of the Kline Road Project which began in 2010. There is a scour along the downstream side of the sewage treatment plant along Kline Road and high water causes the bank to erode. What they plan to do is put some sweepers – 30 foot hemlock tops -15 – 20 of them, which will be pinned to stream bottom. They will collect sediment and water and it will build up to a point bar and it can be filled in and vegetated. They are asking the Township to provide a backhoe to transport logs to the stock pile site. This project is scheduled for September when the water is as low as possible. Project should take one day. Mr. Myers made a motion to assist the Penns Valley Conservation Association to the best of our ability in this project. Second by Mr. Bierly. Vote in favor was unanimous.

REVIEW OF FUEL BIDS

There was no Fuel bids received. By law, the Township may now purchase fuel by requesting quotes for the next year.

SECRETARY/TREASURER REPORT

Ms. Snyder attended the Centre County Association of Municipal Secretaries Meeting.

Mr. Myers made a motion to approve the May 10, 2012 Regular Meeting Minutes and June 8, 2012 Special meeting minutes as stands. Second by Mr. Bierly. Vote in favor was unanimous.

Mr. Bierly made a motion to approve the May checking detail. Second by Joel Myers. Vote in favor was unanimous.

ROADMASTER REPORT

Mr. Leary introduced Mr. Ripka, new Maintenance Worker for the Township. He has been filling in as the Roadmaster since June 1, 2012.The crew is trying to keep the mower going and then get back over to fix the dirt/stone roads. The grass is growing fast with the rain. There is just a two man crew right now so they are trying to keep up with all of the work. The board met on Friday, June 8, 2012 in a Special Meeting and hired Laron Horner, Spring Mills, as the new Roadmaster. He will start Monday, June 19. He will not be working full time right away due to closing out his previous business.

OLD BUSINESS

Musser Property: Musser v. Gregg Township, et al. (Case No. 2011-4845): They were in court arguing the preliminary motion. No decision has been made. Depositions are scheduled for the middle of July. Documents from Mr. Rayman's officer were signed by the supervisors. Mr. Rayman will begin doing up a draft for the Act 13 requirements for changes to their Zoning Ordinance. He will have something ready in the next week.

Codification: Nothing new to report

Ross Hill Bridge: Nothing new to report

Harter Road Bridge: Keller Engineer sent a copy of a letter regarding the Waterway Permit/GP-11 which was submitted to the DEP.

Community Development Block Grant Update: Noting to report.

Employee Handbook/Job Descriptions: A new draft of the handbook was received. The job descriptions were finalized. Mr. Myers made a motion to accept the job descriptions as presented. Second by Mr. Bierly. Vote in favor was unanimous.

Rails to Trails: There were 14 consulting firms interested in the RFP. Proposals are due July 6, 2012.

Grapevine Newsletter: Mr. Myers made a motion to put an ad in the July issue of the grapevine. Second by Mr. Bierly. Motion in favor was unanimous.

Ordinance O-12-02: The board was presented with O-12-02 from the Township Planning Commission. They reviewed the comments from the County Planning Office and made changes to the Ordinance. Mr. Bierly made a motion to advertise for a public hearing to be held on July 12, 2012 for Ordinance O-12-2. Second by Mr. Myers. Vote in favor was unanimous.

NEW BUSINESS

Automated Red Light Enforcement Transportation Enhancement Grants Program: The board decided to forgo applying for this grant until next year.

Property Ordinance for Subdivisions: Discussion took place. The Board would like to Planning Commission to develop a basic Property Ordinance for the Township. This will be placed on their agenda.

Resident Issue on Green Grove Road: Tina Welch and Steve Welch, 642 Green Grove Road, Spring Mills addressed the board. Ms. Welch stated that items are being placed in the right of way which is blocking the delivery of the mail. The township has removed the metal post that was placed there recently and now there are branches and limbs that continue to hinder the delivery of mail. Neighbors, Kevin Rider and Jerry Rider defended their position. Discussion took place. The Township asks only that the right of way stays clear which would save tax dollars. The right of way is the only jurisdiction that the township has authority over. Penns Valley Code Enforcement Agency may need to look at this issue regarding setbacks.

Guest Speaker- Madison Bressler: Ms. Bressler would like to do her Senior Project landscaping the front of the Old Gregg School. She would like to clean up what exists already and add finishing touches to the landscaping. Mr. Myers made a motion to accept Ms. Bressler proposals to do her Senior Project at the Old Gregg School. Second by Mr. Bierly. Vote in favor was unanimous.

Road Bonding: The Township needs to follow through with the road damage issue on Blue Ball Gap Road. The Township also will file a claim with the bonding company from the most recent logger. We also need to talk with the other Logger to find out about his security. Discussion took place. Letters need to be sent to both of these gentlemen. Mr. Myers would like the Board and Road Crew to take another Road Tour and inspect the roads as soon as possible.

LIASON REPORT

Gregg Township Planning Commission: The Planning Commission spent the majority of their meeting working on Ordinance O-12-02. They finalized this ordinance to send forward to the Board of Supervisors.

Emergency Management Coordinator: The Township sent a letter to Jersey Shore Bank requesting a donation for the carnival. Ms. Snyder will get with Randy Rockey to schedule a combined meeting to discuss the Township Emergency Management Plan. Mr. Grenoble suggested we send letters to Centre Hall and Millheim Boroughs and Miles Township for fire police help with our carnival. Ms. Snyder will take care of this. Kyle Houser contacted Mr. Grenoble concerning the Run to take place this weekend. Mr. Bierly made a motion for the fire police to help with the run scheduled for June 16, if needed. Second by Mr. Myers. Vote in favor was unanimous.

Resolution R-12-12 Mandatory Penn DOT Resolution to be signed for each run or race that takes place in Township. Mr. Myers made a motion to pass R-12-12. Second by Mr. Bierly. Vote in favor was unanimous. Penn DOT informed the Township that for any Run/Race/Timed Events which would take place on a State Road, they will need at least 60 days to issue a permit. .

Mr. Grenoble would like a copy of the Burn Ordinance. He also gave permission for the Road Crew to leave equipment at his property instead of taking it back and forth to the Township building when they are working on the dirt roads up in his area.

Gregg Township Sewer and Water Authority: No representatives in attendance.

Penns Valley Regional Planning Commission: Mr. Leary attended the PVRPC meeting in May. They had a guest speaker on street design. They are in the process of revising the Handbook for designing subdivisions and making it internet friendly. Ms. Marshal has information on vaults and hydrants for the Fire Company.

TRI-Municipal Park: They are looking into getting a Highway Occupancy Permit for both entrances and building both of these entrances. It would cost about $8000 to $10,000 to get this done. Mr. Bierly made a motion to give permission to go ahead and get started on the HOP and begin building the entrances to the park. Second by Mr. Myers. Vote in favor was unanimous. Mr. Bierly made a motion to begin a capital campaign. Second by Mr. Myers. Vote in favor was unanimous. The role of the Advisory Committee was discussed.

CORRESPONDENCE

1. Catherman's Subdivision – Recreation In-lieu Fee: Mr. Bierly made a motion that they will accept a fee-in-lieu in place of the parkland dedication. Second by Mr. Myers. Vote in favor was unanimous. The fee is $1,250 per lot for a total of $2,500.
