Regular Board of Supervisors Meeting Minutes

April 12, 2012

 

ATTENDANCE

Supervisors: Patrick Leary, Douglas Bierly; Staff: Secretary/Treasurer- Jennifer Snyder, Roadmaster-Mark Konopelski; Solicitor-Robert Rayman; Engineer-Don Franson; Emergency Management Coordinator- Don Grenoble; Sewer/Water Authority-Laron Horner, Tom Stitzer;

VISITORS: Centre County Planning Office -Mike Bloom, Dianne Musser, Louise Grenoble

CALL TO ORDER: The Gregg Township, Centre County, Regular Board of Supervisors meeting was called to order by Chairman Patrick Leary at 7:02 p.m. followed by the Pledge of Allegiance.

PUBLIC COMMENTS: Mrs. Louise Grenoble, Spring Mills, questioned when Vonada Gap Road was going to be taken care of. Mr. Konopelski , Roadmaster addressed her concerns. He expressed that due to 2 trucks being in the shop for repairs that this work was put on hold. It will be taken care of the first of next week, April 16 -20, 2012.

SPEAKERS/GUESTS

Old Gregg School Advisory Committee: Ms. Burrows reported that on April 7, 2012 there was an Egg Hunt here at the center complete with bunnies. The first Farmer's Market took place that day as well. Tri-Yoga is currently holding a 3 day conference at the center. The Egg Hill Run took place on Sunday, March 25th with over 300 participants. It was a huge success. Starting June 1st, they have rented Room #108 to Pennsylvania Certified Organic. They will be using the room as a business center where community members can rent the space or a portion for days, weeks or months. The Kitchen and Gym are being used very consistently. Mr. Konopelski brought up the issue of dogs being brought to the building and residents walking dogs that come around the building and they are not cleaning up after them. This causes some issues with the grounds crew. Mr. Leary will check with PAWS to see if he can get some type of roll of bags and a dispenser for this type of thing.

PVCA – Tom Doman: Mr. Doman was not able to attend due to family issues.

REVIEW QUOTES: Harter Road Bridge Deck Replacement

Two quotes were received for the Deck Replacement project. A third company, Haranin Construction, Inc. was asked to give a quote but declined.

John Claar Excavating: $17,825.00

Ameron Construction Company, Inc: $16,520.00

Mr. Konopelski wants us to make sure that the weight limit is sufficient for what the residents need before we spend this money to replace the deck. The money from the County Liquid Fuels Grant could go towards this replacement. It was decided to discuss the total replacement of the bridge before a decision is made on the deck replacement.

Mr. Leary moved the discussion on the Harter Road Bridge: Retroactive Funding and Ross Hill Bridge to this point in the agenda.

Harter Road Bridge: CCMPO letter -Retroactive Funding Program: The RFP's for the Harter Road Bridge Rehabilitation Project were received from Keller Engineers and P. Joseph Lehman, Inc. The Board of Supervisors and Mr. Franson graded the proposals received. They were disappointed that more firms did not turn in bids for this project. Discussion took place. Mr. Franson, Mr. Leary and Mr. Bierly all gave Keller Engineers the highest grade of the two proposals. Mr. Myers was not in attendance but he expressed his support of Keller Engineers to do this project.

Keller Engineers: $83,240

P. Joseph Lehman, Inc.: $83,300

The total cost to replace this bridge could be about $300,000.

Keller Engineer's time frame for replacement of the bridge is late fall. Is it worth the cost of replacement of the deck if the bridge is going to be replaced as early as late fall? Discussion took place. Mr. Bierly made a motion to accept the proposal from Keller Engineers for total bridge replacement and temporarily table the decision to place a temporary deck on Harter Road Bridge until more is known about Keller's progress in designing the permanent deck. Second by Mr. Leary. Vote in favor was unanimous 2 -0.

ROSS HILL BRIDGE: The underpinning was done and the bridge is back open fully.

Mr. Leary moved the discussion of the Rails to Trails to this point in the agenda.

RAILS TO TRAILS: Mr. Bloom handed out the RFP for the Rails to Trails Feasibility Study. Mr. Fahringer would like to come to the Township on Tuesday, April 17 at noon. Anyone interested in meeting with him is welcome. Discussion of the RFP took place. Mr. Bloom would like comments back in 2 weeks. Partial Payment Request can be made in advance of the project. Any interest that is earned must be used on the project. An interest bearing account will be opened at Jersey Shore Bank.

SECRETARY/TREASURER'S REPORT

Meeting Minutes: Mr. Bierly made a motion to approve the March 5, 8 and 14, 2012 Board of Supervisors meeting minutes. Second by Mr. Leary. Vote in favor was unanimous. 2-0

Checking Account Detail: Mr. Bierly made a motion to approve the Checking Account Detail as presented. Second by Mr. Leary. Vote in favor was unanimous. 2-0

1st Quarter Budget: Discussion took place.

CD: Mr. Bierly made a motion to move funds from a Certificate of Deposit to higher yielding interest Money Market Account. Second by Mr. Leary. Vote in favor was unanimous. 2-0

Audit: Mr. Bierly made a motion to accept the audit as it was presented. Second by Mr. Leary. Vote in favor was unanimous. 2-0

Audit Advertisement: Mr. Bierly made a motion to advertise the audit in the Centre Daily Times. Second by Mr. Leary. Vote in favor was unanimous. 2-0

Communicating in the 21st Century Workshop: Mr. Bierly made a motion to allow Ms. Snyder to attend the Communicating in the 21st Century Workshop for a fee of $50. Second by Mr. Leary. Vote in favor was unanimous. 2-0

OLD BUSINESS

Musser Property: Musser v. Gregg Township, et al. (Case No. 2011-4845): Hearing was to be held 2 weeks ago but was put off until the end of May.

Codification: Nothing new to report

Linden Loop 5 Miles Walk, Run or Bike: Mr. Rayman reviewed their information and everything looked good.

CDBG Update: Mr. Seigel is in the process of submitting the final drawn down of funds.

Human Resource Handbook/Job Descriptions: Ms. Snyder will contact Ed Krow to get some dates that he is available to meet with the board to discuss the Handbook. She will get back to the board with his availability.

Domestic Hot Water System: Project was started but not yet completed. They had to postpone work during the yoga conference that was held here at the OGS. They will resume work in the next week or so. There needs to be some type of ballard to encase the propane tanks in the back of the OGS. Discussion took place. The propane and all fuels used in the township needs to be put out of bid. Mr. Bierly made a motion to advertise for bids for propane, diesel fuel, unleaded fuel, and heating oil. Second by Mr. Leary. Vote in favor was unanimous. 2-0

Rails to Trails - 911 Memorial Trail: This group has asked us to support this trail project with matching dollars. Mr. Leary suggested we would gladly give them a letter of support but being a small municipality, we would not be able to give them monetary support.

NEW BUSINESS

Gregg Township Constable: The Board of Supervisors were contacted by Township resident, James Klein, who is asking the board to appoint him as Constable of Gregg Township. Mr. Leary indicated that someone was appointed by Judge Kistler as our constable. If this was done, even unauthorized, we have nothing to do with appointing a constable. Mr. Rayman stated this is a matter for the court of common pleas to deal with.

ACT 13: Mr. Rayman suggested we look at our zoning ordinance and determine if it complies with ACT 13. The deadline has been extended for this requirement until August 2012.

STAFF/LIAISON REPORTS

Roadmaster Report: Mr. Konopelski reported that our new employee, Brandon Ripka, started on April 2, 2012. Roads have been swept from winter maintenance. The grader was sold for $6000. We have an agreement with Penn and Potter Township to do grading. Egg Hill road, Musser Lane and Water Tower road were fixed so that the water authority can access the water tanks. The crew is working on Lingle and Vonada roads. They are using DSA on those roads and this will be a better fix. Ditches and culverts are going to be worked on again. Mowing at the school has started. Bleachers were moved out of the OGS to the field and secured. They put the fence topper on the fence around the ball field. Bus turn around sign was put up at Long's Development. No parking signs were put on the creek side near the ball field. This will be in place until baseball season is over. A few culvert pipes on Green Grove Road may need to be replaced in the months to come. Mr. Konopelski is working on resolving the issue on Blue Ball Gap Road concerning the damage that was done by loggers.

Gregg Township Planning Commission: Mr. Grenoble and Mr. Young presented to the Planning Commission the water sources in the Township. Mr. Grenoble would like to see some type of color coding of different types of sources, like sources that needs a pump, dry hydrant, etc., on the map to make the map easier to read. Mr. Leary thanked Mr. Grenoble and Mr. Young for the work done on this water mapping.

Centre County Planning Office: Notice of Receipt and Declaration of Intent; Review and Comment – Sewage Facilities Planning Modules-Subdivision Ronald & Jackie Deardorff: The Board supports the Planning Commission comments on this subdivision plan. Mr. Bierly made a motion to send a letter to the County Planning Office in support of the recommendations made by the Planning Commission concerning the Deardorff subdivision. Second by Mr. Leary. Vote in favor was unanimous. 2-0 Mr. Leary made a motion to conditional approve the Sewage Facilities Planning Modules for the Deardorff subdivision if our Zoning Officer and the Township Sewage Enforcement officer approve the plan. Second by Mr. Bierly. Vote in favor was unanimous. 2-0

Emergency Management Coordinator: Mr. Grenoble requested the Fire Company pared permit be sent it. Ms. Snyder will take care of this. The parade will take place August 2nd. Mr. Grenoble presented the board with the 2012 list of Fire Police Events that they are requesting approval from the board.

Antique Show: Spring – May 30 & 31, June 1, 2, & 3 Fall – Sept 4th – Sept. 9th

Carnivals: Centre Hall – Week of June 4

Millheim – June 14, 15, & 16

Miles Township – July 5, 6, & 7

Gregg Township – August 2, 3, & 4

Blanket approval for Funerals, Suppers and Specials events that might come up over the year.

Mr. Bierly made a motion to approve the fire police for the above dates including a blanket approval . Second by Mr. Leary. Vote in favor was unanimous. 2 -0

Mr. Leary made a motion to pay for the Gregg Township Fireman's Carnival raffle tickets. Second by Mr. Bierly. Vote in favor was unanimous. 2-0

Gregg Twp Water & Sewer Authorities: Things are going fine. New water meters will be installed this summer.

PVRPC: Mr. Leary and Mr. Bierly attended a source water protection class. It became very obvious that a source water protection plan needs to be a multi-municipality plan that all surrounding municipalities would sign off on. It would be a multi-year project.

Tri-Municipal Park: Nothing new to report

Zoning Hearing Board: The Zoning Hearing Board met to re-organize on Thursday, April 5, 2012 at 7 p.m.

Discussion took place concerning the addressing for 110 Saviors Way. Mr. Leary questioned why this address is not a Ridge Road address. He would like to stress consistency in address assignments. Mr. Leary would like to contact Norman Spackman to find out why they did not use a Ridge Road address.
