CALL TO ORDER PUBLIC HEARING/PLEDGE OF ALLEGIANCE: After the pledge of allegiance, the Public Hearing for Ordinance O-12-01 for the Township of Gregg, Centre County, was called to order at 7:04 p.m. by Chairman Patrick Leary.

Public Comments on O-12-01: A discussion took place outlining the changes that were made to the ordinance. The number of the Ordinance was changed due to finalizing the ordinance in the New Year.

CLOSE PUBLIC HEARING: The Public Hearing was closed at 7:15 p.m.

Regular Board of Supervisors Meeting

January 19, 2012

The Board of Supervisors met in Executive Session to discuss Personnel Issues prior to the start of the Public Hearing.

CALL TO ORDER REGULAR BOARD OF SUPERVISORS MEETING: The January 19, 2012 Regular Board of Supervisors Meeting for the Township of Gregg, Centre County, was called to order at 7:15 p.m. by Chairman Patrick Leary.

PUBLIC COMMENT: No Comments

SPEAKERS/GUESTS: No Speakers Present

SECRETARY/TREASURER'S REPORT

1. January 3, 2012 Reorganization Meeting Minutes: Mr. Bierly made a motion to approve the January 3, 2012 Reorganization Meeting Minutes as stands. Second by Mr. Myers. Vote in favor was unanimous.

2. Budget Review/Approve Checking Account Detail: Mr. Bierly made a motion to approve the budget review and approve the Checking Account Detail. Second by Mr. Myers. Vote in favor was unanimous.

3. Salt Spreader Payment: The Salt Spreader was approved in 2011 to be added to the equipment fund budget in 2012. The equipment fund has insufficient funds at this time to pay the invoice. The Supervisors suggested taking funds from the General Fund Account and reimburse this back when the Equipment Fund receives its allocation in March from Real Estate Revenue.

4. PSATS Annual Dues: Discussion took place. Mr. Myers made a motion to approve funds to renew the PSATS Annual Dues. Second by Mr. Bierly. Vote in favor was unanimous.

OLD BUSINESS

1. Ordinance O-12-01 Mr. Myers made a motion to pass Ordinance O-12-01. Second by Mr. Bierly. Vote in favor was unanimous.

2. Musser Property: Musser v. Gregg Township, et al. (Case No. 2011-4845) Solicitor Rayman was unable to make it to the meeting due to snowy conditions.

3. T-468 (Ross Hill Road) Bridge over Penns Creek: The Qualification Selection Committee met on Tuesday, December 6, 2011 and Final Ranked the following three firms in order of preference: 1) Keller Engineers, Inc. 2) GAI Consultants, Inc., and 3) Larson Design Group, Inc. PennDOT's Central Office reviewed the Township's selection procedures and approved Keller Engineers, Inc. for Engineering Agreement No. 02B008. This information will be added to the website and may be something we put in our next newsletter in the Grapevine.

4. Harter Road Bridge – A Centre County Liquid Fuels Grant was awarded to the Township in the amount of $40,000. We will contact Mr. Franson to give us more information about Retroactive Funding, which is when a Township repairs a bridge using their own funding and upon completion of the project submits for reimbursement from PennDOT.

5. CDBG Update –Nothing new to report

6. Human Resource Handbook/Job Descriptions: A meeting with Mr. Krow will be scheduled as soon as we have finished looking at the Handbook draft so that we can move forward with this.

7. Codification: The BOS will look over the Preliminary Editorial Report and become familiar with the material before meeting with Mr. Rotz.

8. Road Bonding: We will need to develop procedures that we can adopt and follow. We will have to meet again with the PVCEA. Mr. Horner, Spring Mills, is concerned that the Road Crew has been doing less and less maintenance on the road and subbing out too much of the work. Mr. Grenoble suggests that the crew needs to be out cutting brush along the roads. This hasn't been done in several years. Mr. Grenoble would like to take 2 of the supervisors around on the township roads and show them some spots where maintenance could be done. It was decided that on Monday, January 23rd at 8 a.m., Mr. Myers and Mr. Bierly will meet Mr. Grenoble here at the OGS for this to take place.

Chairman Leary moved the report from the Sewer and Water Authority to this point in the meeting to accommodate Mr. Horner who had to leave the meeting early.

Gregg Twp Water and Sewer Authorities: Mr. Horner reported two water breaks in December. He complimented Mr. Konopelski's willingness to help with both of these incidents. He was concerned that the Township did not have any Cold Patch in stock and added his suggestion to have this on hand. Nothing else to report.

NEW BUSINESS

1. PSATS Conference – Registration was discussed. Ms. Snyder will handle registering the BOS, Mr. Konopelski and herself for the conference.

2. Open Burn Issue in Village: Mr. Leary suggested the issue be turned over to the Planning Commission. Mr. Bierly stated that the Village does have a Burn Ordinance and the PVCEA should be enforcing any violations. Mr. Bierly did talk to the PVCEA to make them aware of this. They would like the resident to take the complaint to them and they will talk to the resident who is violating the ordinance. Ms. Snyder will write a letter containing all of this information with a copy of the Burn Ordinance. Discussion took place.

3. Planning Commission Appointment: Three names of persons who would be good to serve on the Planning Commission were given to the Board. Kristen Riddle was contacted and was willing to serve. Judith Lynch was suggested but has not been contacted. Marci Lynch was hesitant because of her other commitments but would think about it. Mr. Myers made a motion to appoint Kristen Riddle, Spring Mills, as a member of the Planning Commission. Second by Mr. Bierly. Vote in favor was unanimous.

4. Rails to Trails: Ms. Scheuzenzuber would like the BOS to put together a quote to add to the Press Release she is writing. Ms. Snyder checked with Ron Boyles from Boyles Insurance and there is no added cost to our Liability Insurance for a Rails Trail through our township. Ms. Scheuzenzuber is trying to write another grant to develop a portion of the trail right away. Mr. Bierly and Mr. Konopelski is going to come up with costs associated with cutting brush, etc on a portion of the trail so that we can generate a budget for this new grant. Discussion took place.

5. PVRecreation.org: This domain is taken care of through the Tri-Municipal Board

6. Joint Meeting with ABC's – Authorities, Boards and Commissions: The BOS will work on getting a date for Feb. or March that would be suitable for everyone. It was a favorable meeting last year that would be good to continue each year to develop communications between all of the ABC's.

7. Ethics Forms – 2011 Statement of Financial Interest Forms – Return by May 1, 2012: Forms were distributed and told to return them by April 30, 2012

8. On Demand Pricing for Electrical Energy: A contract will be sent to the Township and then on to Solicitor Rayman for approval before we make any decisions. Mr. Bierly will follow up on this.

STAFF/LIAISON REPORTS

1. Roadmaster Report: Report read to the group. Mr. Konopelski out plowing the roads so he was not in attendance.

2. Gregg Township Planning Commission: They need further direction on the Source Water Protection Ordinance. Mr. Leary will get Ms. Snyder some more information as to what direction he would like this to take on.

3. Emergency Management Coordinator: Mr. Grenoble and Fire Chief Doug Young have started working on the Water Source Map. Hopefully, they can get this completed and present to the Planning Commission. Income and Expense records were given to the Township from the Fire Company. He will get us a list of activities that the Fire Company/Fire Police will be involved in so that we can approve those items. Egg Hill Run will be their first assignment. Mr. Bierly made a motion to release the Fire Police for the Egg Hill Run. Second by Mr. Myers. Vote in favor was unanimous.

The Board of Supervisors will meet in Executive Session at 5 p.m. on Friday, January 20, 2012 to discuss personnel issues. They will also advertise and meet in a Special Meeting at 6:00 p.m. on Monday, January 23, 2012 to deal with Township business and any other issues that come before the Board. Mr. Bierly will be out of town on Tuesday, January 24, and Wednesday, January 25, 2012.

4. Gregg Twp Water & Sewer Authorities: See above for details.

5. PVRPC: Nothing new report. Meeting was cancelled due to bad weather. Rescheduled for February 20, 2012.

6. Tri-Municipal Park: Original agreement stated that all Funds from Rental of the park property can only be used for maintenance. Mr. Bierly made a motion to approve $15,000 to be held in reserve to do some development. Second by Mr. Myers. Vote in favor was unanimous.
