Regular Meeting Minutes

May 24, 2011

Executive Session: An Executive Session was held after the regular Board of Supervisors Meeting which was held on Thursday, May12, 2011 to discuss personnel issues.

Call to Order: The May 24, 2011 meeting of the Gregg Township, Centre Co Board of Supervisors was held in the Old Gregg School, Room 106, 106 School Street, Spring Mills PA. Chairman Patrick Leary called the meeting to order at 8:02 p.m.

Attendance: Chairman Patrick Leary, Supervisor Douglas Bierly, Supervisor Joel Myers, Roadmaster Mark Konopelski, Secretary/Treasurer Jennifer Snyder

OPEN DISCUSSION: For items not on agenda

Supervisors Meeting Date Change: Discussion took place regarding changing the date of the June 2011 BOS meeting. It was determined to change the meeting from the 9th of June, 2011 to the 16th of June, 2011 if the solicitor and the presenters from Evinity were available to meet. This date change would then be posted as such. Ms. Snyder will check with these various groups for availability on this date. She will then post the date change on the township bulletin board and website.

OLD BUSINESS

1. Ross Hill bridge update: Mr. Bierly reported that an upgraded map was copied and given to Steven Faust. We should have more information on this on this matter at the June BOS meeting.

2. Stop sign study for Firehall Road/Water Street: An email report from Don Franson stated that PA DOT has approved the stop sign and will be moving forward to get this stop sign in place.

3. A joint meeting with the Planning Commission and the Board of Supervisors will be scheduled for the 23rd of June, 2011 Board of Supervisors meeting. Ms. Snyder will contact the Planning Commission members to check on their availability for this meeting. It was previously scheduled for 7:30 and will need to be re-advertised as a joint meeting with the planning commission.

4. Electricity at the Spring Mills Baseball Field: Rental for equipment is $347 per day. Man hours: not figured yet. Other discussion took place concerning the ball field. Mark will be the contact person for the township to the Penns Valley Little League and run things through Robin Bastress and the Old Gregg School Advisory Committee. Mark will check on the mowing to make sure it is getting done until our new mower is available. A motion was made for the township personnel to ditch for the electric and donate the cost of this to the little league by Mr. Bierly. Second by Mr. Myers. Motion carried 3-0.

5. Salt Shed: Mr. Konopelski presented the bid specification sheets for the first phase of the salt shed. A motion was made to advertise the bid package for contract No. 11-01 Precast Concrete Containment Bin Wall Facility by Mr. Myers. Second by Mr. Bierly. Motion carried 3-0.

6. Small Truck Purchase: More discussion about this issue will take place after road conditions are looked at and the supervisors can determine where this will fit in the budget. The supervisors would like to develop a 5 year capital plan to help to determine the budget for this and other upcoming expenditures. Discussion took place about the 5 year Capital Plan and what would be included in this list and when.

7. EVINITY: This group will address the BOS at the June regular meeting. Ms. Snyder will contact them about the change in the meeting date.

8. Road Tour: The supervisors, along with Roadmaster Mr. Konopelski will travel the roads in Gregg Township to inspect the roads on Friday, June 3rd at 8 a.m. This has been advertized as such in the paper.

9. CC Juvenile Community Service Program: Ms. Snyder will ask Susan Lucas from the Centre County Juvenile Community service Program to attend an upcoming BOS meeting and inform them about the program. No action will be taken until we receive further information.

NEW BUSINESS

1. CCATO Dues/ Scholarship Fund Donation: A motion was made to donate $100 to the Centre County Association of Township Official Scholarship Fund by Mr. Myers. Second by Mr. Bierly. Motion carried 3-0.

2. Old Gregg School: A discussion took place concerning the township's role in the Old Gregg School. Scheduling seems to be a difficult task. There is a need to make this easier and accessible to all. The supervisors would like to know if our Board of Supervisors meetings could be added to their advertisement each month in the Grapevine? The township will take care of the ball field with open communication with the OGS advisory committee.

3. Conservation Subdivision Project: A motion was made by Mr. Myers to reimburse the PSU student's for expenses incurred with the Conservation Subdivision Project that they presented to the Gregg Township planning committee. The cost of which is $162. Included in this motion is to give each student, as a thank you from the township, a $50 gift card to the PSU book store. Ms. Snyder will pick these cards up and get them to the students. Second by Mr. Bierly. Motion carried 3-0.

4. As approved by the Board of Supervisors, the Township Roadmaster Mark Konopelski has been given additional responsibilities to include maintenance and repairs at the Old Gregg School Facility and the ball field. A motion by Mr. Myers was made to increase Mark Konopelski's salary. Second by Mr. Bierly. Motion carried 3 -0.

STAFF/LIAISON REPORTS

1. Roadmaster Report : Bradco was awarded the bid for the old broom at the last BOS meeting. This has been picked up. Bradco is offering $800 for our old rake which will go as down payment towards the Costar purchase of the new rake we are buying from Bradco. Motion made by Mr. Bierly to accept Bradco's offer of $800 for the old rake. Second by Mr. Myers. Motion carried 3-0.

2. Job Descriptions: The Board of Supervisors would like to update the job descriptions of all township employees and the human resource policies that are currently in place. Additionally, the Board of Supervisors would like to hire an outside source to help us make changes and become current with this issue. A discussion about this took place.

Minutes, Bills, Treasurer's Report

Minutes Approved: A motion was made to approve the May 5, 2011 Board of Supervisors Meeting Minutes by Mr. Bierly. Second by Mr. Myers. Motion carried 3-0.

Bills to Approve: A motion was made by Mr. Bierly to make the final payment to Lynn Heritage for the OGS Shades. Her bid bond will be returned with this check. Second by Mr. Myers. Motion carried 3-0

Treasurer's Report: Ms. Snyder requested to close the payroll checking account in the General Fund account which is not in use anymore. The $410 balance in the payroll checking account would be transferred into the general fund regular checking account. A motion was made by Mr. Bierly to close this account and transfer the $410 balance back into the main account. Second by Mr. Myers. Motion carried 3-0

The 2010 3rd Quarter 941 form was not filed by the previous Treasurer. The IRS sent a notification that it needs to be filed. Ms. Snyder will take care of filing this form so no further penalties will occur.

Adjourn: A motion was made to adjourn the meeting at 9:58 p.m. by Mr. Myers. Second by Mr. Bierly. Motion carried 3-0.
