Regular Meeting Minutes
July 14, 2011
Call to Order:  The July 14, 2011 regular meeting of the Gregg Township, Centre County, Board of Supervisors was held in the Old Gregg School, Room 106, Spring Mills, PA.  Chairman Patrick Leary called the meeting to order at 7:00 p.m.  

Attendance:  Supervisors: Patrick Leary, Chairman; Doug Bierly, Vice-Chairman; Joel Myers

Staff:  Mark Konopelski, Road master; Beckie Lease, Recording Secretary; and Robert Rayman, Solicitor

Visitors:  Jane Burrows, Dianne Musser, Don Grenoble, Bob Myers, Tom Stitzer, John Corman, Laron Horner, Jim Confer

Jane Burrows, Old Gregg School – The OGS Advisory Board met on 7/7/11.  The budget was discussed.  A storage room on the first floor will be rented.  OGS received a generous donation from the United Way.  A fundraiser to benefit OGS will take place on 7/24/11.  Plans are in the works for the anniversary celebration and yard sale to take place on 9/16/11.  The gym is being used regularly and a few things have already been scheduled into 2012.  The kitchen has been inspected and corrections/upgrades are being made.  Smart Start will be moving out of OGS at the end of August.  The space has already been rented for September.

Public Comments:
Resident asked that Maple Road sign be corrected to Maple Lane.  A new sign is on the Road Master’s list, but he is waiting until there are several signs to be ordered at one time.  Mark K. will make a patch to correct the sign until a new one is received.

Old Business
1.    Ross Hill Bridge: The right of way has been purchased and deeded to Gregg Township.
2.    Salt Shed: Keystone will be installing walls on 7/18/11.  Doug Bierly made a motion to solicit second phase of salt shed asphalt flooring for phone bids, deadline 7/24/11, seconded by Joel Myers.  Motion carried 3-0.
3.    Dirt Road Grant: Approved at last meeting.  Gregg Township will finish out the scope of work for $7572.  Joel Myers made a motion to appropriate funds to complete project, seconded by Doug Bierly.  Motion carried 3-0.  
4.    Paving Project: Advertise 7/19 for fiber mat and paving bids.  Award bids on 8/11/11.  Joel Myers made a motion to proceed with paving projects and loan to cover cost.  Bids must be in the office at close of day on 8/10/11.  Contingent on successful loan application.  Seconded by Doug Bierly.  Motion carried 3-0.  Doug Bierly made a motion to contact Pine Creek Township for tar and chip list of roads, seconded by Joel Myers.  Motion carried 3-0.  Loan or list will be modified by either.
5.    Musser Property: The property has already been deeded to Gregg Township as the son is not living there or using it.  Restriction is wiped out for the township and future property owners.  Gregg Township needs to get an appraisal of the property value and offer the property for bids.
6.    Septic Tank Concerns: Property on Route 192 is currently being rented.  Jeff Kreger has spoken to them and they have started to fill in drainage field.  Jeff Kreger is working with the property owners on PV Road near carnival grounds.  First drainage field was not in a good location.  Project is bonded.
7.    Human Resources Bid Package: Joel Myers made a motion to proceed with quotes on Human Resources bids, seconded by Doug Bierly.  Motion carried 3-0.
8.    Website: Doug Bierly made a motion to engage Keystone Business Support for the website, seconded by Joel Myers.  Motion carried 3-0.
9.    Envinity: Cost $180,000 to implement project.  This is not affordable.  Doug Bierly will ask if they will sell their engineering on this project.
10.    Planning Commission Joint Meeting: Joel Myers made a motion to direct the Planning Commission to review the agricultural district lot subdivision regulation: Section 304.D.2 with a recommendation we can act on it at the 9/8/11 Board of Supervisors meeting, seconded by Doug Bierly.  If more time is needed, Planning Commission can ask BOS for an extension.  Motion carried 2-1.

New Business
1.    Bridge Replacement in 2015: Penns Cave Road near Green Grove Road is slated for 2015 pending financial.
2.    Gregg Township Fire Company #1 Donation Request: Doug Bierly made a motion to cover the cost (about $400) of the Fire Co. raffle tickets, seconded by Joel Myers.  Motion carried 3-0.
3.    Logging Resolution: Robert Rayman will get language to mesh with the logging agreement.
4.    Township Newsletter: Board of Supervisors will agree on the content of the newsletters and place in the Grapevine when needed.  The Grapevine’s deadline for articles is 10 days prior to the end of the month.
5.    Right to Know request from Signature Information Solutions.  Jen Snyder wrote a letter requesting payment for postage.  She will send information once check is received.
Staff Reports

1.    Road master report (attached):  Mark K. will be researching day lighting of shaded road areas starting with Shook Hollow Road and Beaver Dam Road.
2.    Planning Commission: There was a joint meeting of the PC and BOS on 7/11/11 to discuss the agricultural district lot subdivision regulation: Section 304.D.2.
3.    Emergency Management Coordinator:  Don Grenoble asked if the parade permit had been received.  Jen Snyder will confirm on her return Monday, 7/18.  Thank you letter was sent to Jersey Shore State Bank for $500 received.  
4.    Gregg Township Water & Sewer Authority: Water Authority…Doug Bierly will call Ms. Weigand, from the DCED, regarding closing out the $500,000 grant.  There was $5200 that remained.  This amount can be used for an audit of the grant.
5.    PVRPC does not meet until September.  
6.    Tri-Municipal Park is working on site plan that includes the 2 parking lots with the hope the Vo-tech will do the actual site work. They are also working on fundraising effort. Doug Bierly made a motion to disburse $1000 to the Tri-Municipal Park. Second by Mr. Myers. Motion carried 3 – 0.

Treasurer’s Report
Joel Myers made a motion to approve the Treasurer’s Report and Checking Account Detail, seconded by Doug Bierly.  Motion carried 3-0.

Secretary’s Report
Doug Bierly made a motion to approve June 23, 2011 Board of Supervisors Meeting minutes as amended, seconded by Joel Myers.  Motion carried 3-0.

Doug Bierly made a motion to adjourn the meeting at 9:00 p.m., seconded by Pat Leary.  Motion carried 3-0.
