CALL TO ORDER: Chairman Patrick Leary called the meeting to order at 7:00 p.m.

PUBLIC COMMENT FOR ITEMS NOT ON THE AGENDA: No comments at this time.

OLD BUSINESS

1. ENVINITY PROPOSAL: Mr. Gombotz from Envinity discussed with the Board several options to move forward on the energy savings project for the Old Gregg School. The total comprehensive proposal is $180,000. This includes a $15,000-$17,000/year savings with a payback of 7 -8 years. To fund the project, Jersey Shore Bank would give us a loan with a subprime Interest rate which would be for 15 years.

The Board requested other options and Mr. Gombotz presented the board with a more phased approach to the energy savings. There are two additional options each falling under a $25,000 threshold to stay under the prevailing wages requirement.

OPTION #1: This would include domestic hot water upgrades, insulation and filling gaps in pitched roof and attic, improved controls to the current heaters and new controls in the boilers in the basement. This group adds up to approximately $18,000 capital cost with a 4 year payback on them.

OPTION #2: This option would do a trial on one zone in the buiding. The example they used was for the PCO offices upstairs in the building. They would install heat pumps into that portion of the building. The cost of this option is $20,000 to $25,000 range with the payback of 8 years.

He also discussed the energy savings package with the group. If the project is done piece meal, it is not worth their efforts and too risky for them to offer an energy saving package as in the total comprehensive proposal.

2. Third Phase of the Salt Shed: Quotes for labor/installation: Mr. Konopelski contacted Nevin Stitzer, Pine Creek Construction and Spearly's Construction. He has not heard back from any of them. He has received quotes from Chris Kunes for $9755 and from Laron Horner for $9850. The quotes for materials were Penns Valley Builders for $7831 and Lesser Lumber for $8987.

Discussion took place. Mr. Bierly made a conditional motion to let the bid go to Mr. Horner, Laron Horner Construction, conditioned upon another bid is received and work can be started in 2 weeks of bid letting. Second by Mr. Myers. Motion carried 3 – 0.

BUDGET WORKSHOP: The board took the remainder of the meeting to discuss the 2012 budget.
